Werte Citroën-Fans und Freunde des ICCCR,

aufgrund veränderter Besitzverhältniesse des ursprünglich geplanten Treffengeländes muss das Gelände vom ehemals geplanten Standort Pickering, Yorkshire verlegt werden ins rund 70km entfernte Harrogate, ebenfalls Yorkshire. Auch das Datum des ICCCR wird verschoben um eine Woche nach vorn, also vom 9.-12. August 2012, weil das neue Gelände in Harrogate am ursprünglich geplanten Termin nicht verfügbar ist.

Alle bisher getätigten Anmeldungen bleiben gültig, und müssen nicht neu getätigt werden.

Diskussion zur einheitlichen Definition für historische Fahrzeuge innerhalb der EU

Die “European Parliament – Historic Vehicle Group” tagte erneut in Straßburg

Berlin, 01. Februar 2011.

Am 20. Januar 2011 tagte erneut die European Parliament – Historic Vehicle Group (EP-HVG) in Verbindung mit der aktuellen Parlamentssitzung in Straßburg. Unter dem Vorsitz des niedersächsischen Abgeordneten Bernd Lange trafen sich die Parlamentarier Gesine Meissner (D), Malcolm Harbour (UK), Timothy Kirkhope (UK), Richard Seeber (A), Robert Sturdy (UK), Wim van de Camp (NL) und der ehemalige Ministerpräsident von Belgien Guy Verhofstadt mit Tiddo Breesters (FIVA), Andrew Turner (EPPA) und Stefan Röhrig (VDA). Als Vertreter eines Antrags der Abgeordneten G. Meissner bezüglich des grenzübergreifenden Verkehrs für historische Fahrzeuge war Peter Schneider (DEUVET) anwesend.

Die EP-HVG wurde im Jahr 2010 gegründet. Die Vertreter des Europäischen Parlaments, des Weltverbandes für Veteranenfahrzeuge FIVA und des Verbands der Automobilindustrie VDA kommen viermal jährlich bei sogenannten Frühstückstreffen zusammen, um sich über europäische Themen, die in Verbindung mit dem Betreiben von historischen Fahrzeugen stehen, auszutauschen. Es ist im Rahmen dieser Arbeitstreffen möglich, zu bestimmten Themen externe Experten einzuladen.

Als zentraler Tagesordnungspunkt dieser Sitzung wurde erneut eine einheitliche Definition für historische Fahrzeuge innerhalb der Europäischen Union diskutiert. Die Kriterien für Oldtimer werden bis heute in den unterschiedlichen Mitgliedsländern sowie im Rahmen relevanter EU-Richtlinien unterschiedlich formuliert. Deshalb gestaltet sich die Aufnahme in die jeweiligen Gesetzgebungsverfahren als umständlich. Die Abgeordneten haben während der Diskussion den Sinn einer solchen Maßnahme erkannt und darum gebeten, einen Formulierungsvorschlag für das nächste Treffen einzubringen. Dabei soll die FIVA-Definition zugrunde gelegt werden, die
weitestgehend auch der deutschen Definition entspricht.

Ein weiterer aus deutscher Sicht anzuführender Tagesordnungspunkt betraf den grenzübergreifenden Verkehr von Fahrzeugen, die mit einem roten 07er-Kennzeichen registriert sind. DEUVET reklamiert, dass bei der Einreise in einige europäische Nachbarländer dieses Kennzeichen keine Anerkennung findet. Dieses Anliegen wurde bereits im Parlamentskreis Automobiles Kulturgut des Deutschen Bundestags vorgetragen, erhielt jedoch aus Gründen der politischen Brisanz und der mangelnden Relevanz keinen Rückhalt für ein weiteres Vorgehen. Die europäischen Abgeordneten sehen eventuelle Schwierigkeiten darin begründet, dass die Fahrzeuge keine EU-Typgenehmigung besitzen. Es herrschte Übereinstimmung, dass dieses Problem in Deutschland gelöst werden müsse. [Anm. ACI S.Joest: DEUVET-Website: “…Das bedeutet, daß zur roten 07 zu diesem Zweck eine Zulassungsbescheinigung I erstellt werden muß. Der DEUVET wird hierzu umgehend mit dem Bundesministerium für Verkehr Kontakt aufnehmen…”]

Der Abgeordnete Guy Verhofstadt bat darum, bei der nächsten Sitzung der EP-HVG die Ungleichbehandlung bei der Einfuhr von historischen Fahrzeugen aus dem nichteuropäischen Raum auf die Tagesordnung zu nehmen. Das nächste Treffen ist im April 2011 geplant.

European Parliament – Historic Vehicle Group meeting in Strasbourg

On January 20, 2011 the European Parliament – Historic Vehicle Group (EP-HVG) meeting took place in Strasbourg. Headed by the Dutch parliament member Bernd Lange, the team around Gesine Meissner (D), Malcolm Harbour (UK), Timothy Kirkhope (UK), Richard Seeber (A), Robert Sturdy (UK), Wim van de Camp (NL) and the former minister president of Belgium, Guy Verhofstadt with Tiddo Breesters (FIVA), Andrew Turner (EPPA) and Stefan Röhrig
(VDA). Additionally Peter Schneider (DEUVET) joined because of clarification of the travel issues for historic cars.

The EP-HVG was founded 2010. The members of European Parliament, FIVA and VDA (Verband der Automobilindustrie) meet quarterly to exchange and discuss subjects around the use of historic cars and vintage automobiles.

One of the main agenda topics was the common definition for historic cars within the European Union. The criteria for the definition of a historic car actually are quite different in the different countries. Thus, the adption of regulations to the different national regulatory clauses become quite complex. The intention is to harmonize these issues and provide a specification until the next meeting. Most likely this will be based on the FIVA defintion of a vintage vehicle – and this is quite in accordance to German regulations, by the way.

Another issue is the regulation of international road traffic for Germany number plates, [Ann. S.Joest: the red on white “07-NNNNNN” identify German historic cars] and the problem of acceptance in some European countries. A clarification within the German national parliament group “Parlamentskreis Automobiles Kulturgut des Deutschen Bundestags” was not yet taken up as this bears some political tricky implications and would not be of major relevance and thus has not been pushed forward yet. The European members of parliament do see some difficulties that there is no EU-wide type approval existing. It was agreed to clarify that problem nationally within Germany.

Another agenda topic suggested for the next meeting in April 2011 was to clarify the different handling of importing vintage cars from non-EU countries.

Ende 2010 ist eine sehr interessante Publikation von Automobiles Citroën über das Conservatoire, also die Werkssammlung der Citroën-Historie (“Patrimoine”), erschienen.

Das im Format 21,5 x 30,5 cm aufgelegte zweisprachige Werk (frz./engl.) präsentiert auf rund 90 Seiten besondere Unikate und Pretiosen aus dem historischen Erbe des Unternehmens. Einzelne Modelle wie auch Kampagnen (z.B. Raids), Einblicke in das Werksarchiv, Dokumente sowie Geschichten und Anekdoten der vergangenen Jahrzehnte erlauben einen sehr schönen Einblick in den berühmten Fundus. Das sehr ansprechende Layout sowie die exzellent in Szene gesetzten, fotografisch professionell inszenierten Details machen diese Publikation sicherlich zu einem “must have” in der Sammlerszene!

Auf der in dieser Woche stattfindenden Pariser Oldtimer-Messe “Retromobile” kann es vorraussichtlich in der Citroën-Boutique (innerhalb der Citroën-Club-Stände zu finden) erworben werden.

Nicht vielen Leuten ist es überhaupt möglich, das Conservatoire zu besuchen. Es ist nämlich kein Museum im klassischen Sinne, sondern gilt als Archiv für Fahrzeuge und begleitende Historie. Aus dem Fundus werden dann einzelne Stücke z.B. für Präsentationen im Showroom “C42” auf den Champs-Elysees sowie Veranstaltungen von und mit Citroën, z.B. den “ACI Event Of The Year”, ICCCR etc. und natürlich Messen entliehen bzw. bereitgestellt.

Nur wenige hundert Besucher pro Jahr wird der Zutritt zum Conservatoire gewährt. Kleine Besuchergruppen können sich für eine Besichtigung nach vorher vereinbarten Terminen anmelden. Weitere Infos zu den Möglichkeiten der Besichtigung des Conservatoires können (in frz./engl. Sprache) über (ausschließlich über die Clubs) direkt angefragt werden über Catherine.Jeannin@Citroen.com.

End of 2010, a new publication by Automobiles Citroën was released – about the “Patrimoine Citroën” – the Conservatoire.

The landscape-sized hardcover book is printed in dual language (english / french) and gives a very nice insight into the historical jewels of Automobiles Citroën. Unique prototypes, cars and outstanding items from the stunning collection of the French brand are being presented. The short and well-written stories dedicated to each object or type give some interesting insights into the outstanding heritage of the manufacturer. Also the excellent photographers’ artworks provides a rich visual experience to its readers.

The ca. 90-page publication can be purchased at the French “Retromobile” fair this week at the Citroen booth, the price is 12,- Euro and surely you’d be having the chance to obtain a soon sought collectors item… (no ISBN though).

* Die existierenden Kandidaten sind per definitionem nicht “bereits gesetzt”.

* Wir ermuntern ausdrücklich weitere Bewerber, die sich aktiv um die Zusammenarbeit der deutschen Clubs bemühen wollen und auch gegenüber dem Hersteller eine faire, transparente und vor allem partnerschaftliche Zusammenarbeit im Sinne der ACI-Statuten weiter ausbauen wollen. (Statuten siehe http://amicale-citroen-internationale.org/ )

* Kandidaten müssen nicht im Clubvorstand sein, sondern können auch “nur” einfaches Clubmitglied sein.

* Die Wahl der nationalen Delegierten kann auf Wunsch in geheimer Abstimmung erfolgen.

* aus praktischer Sicht: Französisch ist nicht erforderlich (kann manchmal nützlich sein, aber das ist eher selten notwendig; auch die internationalen Citroen-Ansprechpartner der ACI und alle Vorstandsmitglieder sprechen allesamt Englisch); English allerdings sollte schon etwas verstanden werden, nicht zwangsläufig ist fließendes Englisch notwendig. Wir haben international ausreichend Delegierte, die auch nur so grade eben etwas Englisch verstehen 😉

Insofern würde ich mich freuen, wenn Ihr über mögliche Bewerber aus Euren Reihen aktiv nachdenken würdet J

Wir haben m.W. kein formales Procedere dafür etabliert, ich würde aber vorschlagen, die Kandidaten sollten sich ca. bis Mitte März bei uns gemeldet haben (“info @ amicale-citroen.de”, Verteiler geht an Ulrich Knaack und mich), sodaß wir eine Liste erstellen können und rechtzeitig vor der ACI-D Jahreshauptversammlung am Samstag, 2. April an alle Clubpräsidenten und Club-ACI–Ansprechpartner herumsenden können…

Citroën DS4 zum „Schönsten Auto des Jahres“ gewählt

Der Citroën DS4, das zweite Modell der DS-Linie, ist von über 60.000 Internetnutzern aus 62 Ländern zum „Schönsten Auto des Jahres“ gewählt worden. Der Preis wurde Frédéric Banzet, Generaldirektor von Citroën, am 27. Januar 2011 anlässlich der offiziellen Zeremonie des 26. Internationalen Automobilfestivals überreicht.

Neben der Prämierung durch das Publikum wurde der Citroën DS4 von einer Jury, die sich aus Vertretern der Welt des Design, des Sports, der Kultur und der Medien zusammensetzt, zum Fahrzeug mit dem „Schönsten Innenraum“ gekürt. Diese zweite Auszeichnung honoriert die Verarbeitungsqualität und das elegante Erscheinungsbild des Citroën DS4 und der DS-Linie im Allgemeinen.

Der Citroën DS4, der auf dem Pariser Autosalon im Oktober 2010 erstmals der Öffentlichkeit präsentiert wurde, ist ein Ausdruck für die „Créative Technolgie“ der Marke. Das Fahrzeug passt perfekt in die Philosophie der DS-Linie, indem er charakteristische Design- und Stilelemente mit einem starken Fahrerlebnis und einer raffinierten Ausstattung verbindet.

The award was presented to Frédéric Banzet, Managing Director of Citroën, at the official ceremony of the 26th International Automobile Festival on 27 January.

Alongside this recognition from the general public, a jury of personalities from the worlds of design, sports, culture and media, specially constituted for the Festival, awarded the DS4 the “Most Beautiful Interior” prize, distinguishing the quality and refinement of the Citroën DS4 and the DS line as a whole.

The Citroën DS4, revealed at the Paris Motor Show in October 2010, is yet further proof of the brand’s “Créative Technologie”. It fully honours the philosophy of the DS line with its bold stance on styling, driving sensations, architecture and sophistication.

The Citroën DS4 communicates its exclusive nature from the very first glance through the position of the chevrons on the grille and its distinctive light guides, visible day and night. The equally sophisticated profile features a chrome-finished waistline surrounding dark-tinted windows, muscular wheel arches that emphasise the large wheels – up to 19 inches – and a tautly-drawn roof culminating in a spoiler for an extra dose of vitality. It is no doubt this coherent whole and status that appealed to web voters.

Like the exterior styling, the interior of the Citroën DS4 exudes power, dynamism and refinement. The body-hugging front seats in “Bracelet” upholstery and finest quality leather, the sculpted dashboard with superior tactile quality and the panoramic windscreen extending backwards into a dark roof express the DS4’s strong personality and were applauded by the jury at the International Automobile Festival.

Delivering on the driving sensations promised by its styling, the raised, four-door coupé promises a unique road feel that makes travelling and movement irresistible.

A few years go the main demand was on repair manuals, garage manuals, spare part catalogues and owner’s manuals, now the focus has changed, also due to the intense cooperation with Germany’s “André Citroën Club” (ACC). Within the portfolio buyers will find reprints of high quality as well as well-kept original books.

Sourcing and sales are now more and more international. A big benefit of “ROBRI” is the competent telephony support for all cars like the pre-war Citroen C4 up to the XM models. On Sunday August 21th 2011, the local classic car club of Wervik (Belgium) organizes his 11th international classic car meeting. This static car meeting, in the centre of the little town of Wervik, on the border of Belgium and France (20 kms from Lille), will be attended by over 450 oldtimers : classic cars, old agricultural en horticultural machines, motorcycles, army véhicules, vintage cars, … there is also a trade fair with over 70 stands (spare parts, oldtimer literature, miniatures, …).

This meeting, which welcomed last year more than 8000 visitors, is considered as the largest free oldtimer meeting of Belgium and Northern France.

The entrance is free, participation with a classic car or a stand is also free (check conditions on www.oldtimermeeting.be from march 2011 on).

Ce dimanche 21 aout 2011 se déroulera pour la 11e fois le Rassemblement International de Wervik. Ce rassemblement statique dans le centre de cette ville frontalière (à 20 kms de Lille) est considéré comme le plus grand rassemblement gratuit de Belgique et du Nord-Pas de Calais, et acceuille chaque année plus de 450 véhicules anciens de tout genre : voitures anciennes de nombreuses marques (pré 1985), camions et utilitaires d’époque, véhicules militaires, motos et mobylettes anciennes, matériel agricole et horticole d’antan, tracteurs, bolides de sport anciennes, miniatures, … il y a également une bourse couverte et en plein de air de plus de 70 stands (pièces, miniatures, curiosités, …).

Cet évenement est le point de rencontre pour les accros du tacot des quatres coins d’Europe et comptait l’année passée plus que 8000 visiteurs.

L’entrée est gratuite à tous, la participation avec un stand ou un véhicule est également gratuit (ceux qui s’inscrivent d’avance recevront selon certaines conditions un repas gratuit : voir conditions sur www.oldtimermeeting.be à partir de mars 2011) stands intérieurs et extérieurs couvert sont limités, stands à plein air illimités.

Chaque année, le groupe organisateur, les “Wervikse Oldtimer Liefhebbers”, mets en avant une marque ou un modèle spécifique. Cette année, la fameuse et légendaire Citroën Traction Avant sera mis dans les spot-light. Nombreuses Traction Avant seront à l’appel.

Auf ca. 24.000qm Fläche bietet das Expo-Gelände ausreichend Platz für die Veranstaltung, viele Bereiche sind überdacht bzw. als Hallenfläche ausgelegt, und eine Parkmöglichkeit ist für über 3000 Citroen verfügbar. The expo area is ca. 24.000 sq.m. and has several areas which allow dry exhibition indoor as well as outdoors. The 2011 theme for Citromobile is “Citroen, arts and design”.

Liebe Freunde und Citroenisten, (english text below)

nach nunmehr rund zwei Jahrzehnten aktiver Arbeit für die Amicale Citroën Internationale (ACI) auf internationaler Ebene ist es – mit Abschluss des ACI-Geschäftsjahres 2010 – Zeit für einen Wechsel.

Seit 1990 war ich als ACI-Ansprechpartner bei fast allen Jahreshauptversammlungen dabei. Was am Anfang noch in kleiner Runde eher einer konspirativen Sitzung von Individualisten ähnelte, hat sich seit der formalen Gründung der Organisation und offiziellen Anerkennung durch den Hersteller Automobiles Citroën im Jahr 2004 zu einer bekannten Institution in der internationalen Citroën-Szene etabliert.

Auch die Clubs und ihre Mitglieder profitieren von der ACI-Gründung: internationale Veranstaltungen wie z.B. die Citroën-Welttreffen (ICCCR, International Citroën Car Club Rallye), 2CV-Welttreffen und andere zum “Event Of The Year” gewählte Treffen werden z.B. vom Hersteller über die ACI teilweise vorfinanziert. Damit ist den Veranstaltern ein deutlicher Teil des Schreckens genommen, überhaupt solch ein Projekt finanziell riskieren zu können!

Aus Sicht meiner Tätigkeit in den vergangenen Jahren sind nunmehr alle wesentlichen Grundbausteine der ACI-Kommunikation erbracht. ACI-Website, Stand, Broschüren, Logo, Banner, Rollups, Sticker, Mailinglisten, Visitenkarten, Office-Vorlagen, … kamen bereits erfolgreich in den vergangenen Jahren zum Einsatz. Für alle Delegierten ist ein umfangreiches ACI-Dokumentationswerk mit allen Regularien und Vereinbarungen entstanden.

Als letztes im Vorstand verbliebenes Gründungsmitglied des Jahres 2004 war es jetzt an der Zeit, sich neuen Themen und Aufgaben zuzuwenden, und den Platz für andere Nationen freizumachen, die sich ebenfalls engagieren wollen. Ich habe den ACI-Vorstand daher vor wenigen Tagen von meiner Entscheidung in Kenntnis gesetzt.

Es sind noch viele Herausforderungen in den kommenden Jahren zu meistern und viele Themen weiterzuentwickeln:

* Regelung zur Überlassung von auszumusternden Ersatzteilen für alte Citroën,
* Arbeiten zur Erhaltung des automobilhistorischen Erbes von Citroën,
* Erweiterung der Zusammenarbeit mit dem Hersteller auf vielen Ebenen,
* Aufbau einer Zusammenarbeit mit der FIVA und anderen Organisationen,
* Verbesserung der Sichtbarkeit des ACI innerhalb und ausserhalb Citroën,
* Mitteilungen über Aktivitäten von Citroën zur Marken- und Fahrzeughistorie,
* kontinuierliche Mitteilungen aus dem internationalen ACI-Netzwerk,
* Aufbau einer Strategie zur Förderung und Rekrutierung neuer Mitglieder in den Clubs,
* Förderung und Unterstützung der nationalen Delegierten

nur um ad hoc die Top10-Liste aufzustellen, die ich dem Vorstand als Empfehlung mitgegeben habe.

Von der Beendigung der internationalen ACI-Vorstandstätigkeit unberührt bleibt meine nationale ACI-Arbeit in Deutschland. Im Jahr 2011 stehen einige wichtige Termine an. Wir freuen uns auch auf eine verstärkte Zusammenarbeit auf nationaler Ebene mit der Citroën Deutschland GmbH – die Bilanz der Gespräche der letzten Wochen und Monate ist sehr positiv.

Freuen wir uns also auf 2011 und die Jahre danach!

Hello all,

after now 2 decades of active works for the Amicale Citroën Internationale (ACI), I have come to a conclusion that it is about time for a change. Let me look back as one of the founding members of the formal ACI about the achievements we have made.

The ACI now is a well-established organization. When I joined the first ACI meetings in 1990, just a few interested activists joined the “conspirative” ACI sessions in the conference rooms at Retromobile. Decisions about ICCCR and other international big events were taken between a few guys and the network of nations did not really exist. Who would be the point of contact for clubs towards the manufacturer, and vice versa, or even amongst clubs? How are ICCCR decisions taken?

Thankfully, the times have changed. With beginning of this decade, the formal establishment of an official, legally settled organization paved the way to establish a partnership with Automobiles Citroën, and I was lucky to be actively involved into the definition of the frameworks which settled the basis for the years to come. The setup of Delegates per country also made it more convenient in day-to-day works for international contacts between clubs and creating awareness. As being one of the ACI Delegates for Germany, I can also assure you that it has proven to be of great benefit for creating an useful network between the nations, and paid out several times in practical works between the Delegates directly, or via the Delegates to the clubs.

And many clubs and their members also can benefit from the ACI establishment: international events such as the ICCCR (International Citroën Car Club Rallye), 2CV World Meetings and other international “Events Of The Year” are now being sponsored by Automobiles Citroën via the ACI. This way, the organizers can substantially benefit from reduced risks in upfront payment for the upcoming events, and a likeliness to run such a project is considerably higher!

With 2004 onwards, we had the first ACI website. With that site, the first ACI logo spread quickly over international sites (many of them still showing it to date) and created another level of awareness that the network is visible within the Citroën fan community. A few hackers tried to compromise our web server a few times over the years and caused quite some sweat and a few sleepless nights, but continuous admin works and maintenance activities have soon closed the backdoors. More than 12.200 emails have been accumulating over all the years, and a few thousand hours of ACI webmaster and communication works are now done. End of 2009, with the relaunch towards a new portal, we had left the old-fashioned email newsletter approach but went to a “journal-style” of communications blog, ready to spread news ad hoc as soon as they’d arrive, And our Twitter account is now connecting us internationally on a new area of social media and bridges the gap to a new generation of “internet Citroënists”.

The ACI Binder came, the basis for your Delegates work – also thanks to the former ACI president Deliaan Vollgraff (NL) who pushed this to be an effective tool for reference over the years. We have this “ACI Bible” now – a written framework and regulations for Delegates, Events, Communications, and many other activities. We have aggregated learnings from the big events so that upcoming organizers can reduce faults and strive to get a professional project executed. The communications workload was immense but paid out – we now have templates for letters, presentations, business cards, flags, counter, rollups, posters, stickers, balloons, lanyards, functional email-addresses and signature templates, a fully-fledged ACI-branded portable booth… you name it. I’d also like to thank our local agency where we jointly had some long sessions to discuss and realize in time the MarCom elements made to create an ACI awareness at the outer world. We do even have been able to use a free-of-charge telephony conferencing tool for the ACI Board.

So as now the ACI communications fundamentals are settled, it is time to move on. Thus I have informed the ACI Board a few weeks ago about my decision, as well as to give some opportunity to other ACI Delegates to join the Board and actively shape the future of the club network.

And there are still a lot of challenges ahead of the ACI:

* continuous updates on proceedings in the ACI Board,
* the spare parts activities, securing the conservation of vintage cars
* the overall heritage works as part of the ACI mission,
* the progress of cooperation with Automobiles Citroën, FIVA and others,
* enhancing the ACI visibility inside and outside Citroën,
* updates from historical or other activities from Citroën which are related to our members interest,
* updates on our own assets and understanding the ACI network,
* updates from Delegates and national info towards the global team,
* developing a strategy to attract new generations of enthusiasts into Citroënthusiasm within a challenging environment,
* and even coaching the Delegates throughout the year and support the clubs behind – a task not to be neglected!

just to mention a few considerations which I have submitted to the Board.

With respect to my personal ambitions, I have decided to focus on local ACI activities for now, and to intensify an already strong network of clubs in our country, and also develop the local partnership with the subsidiary – we have a promising and fruitful cooperation which gives lots of exciting opportunities – stay tuned.

With “Citroën-Strasse”, we have a great family of enthusiasts of all major clubs in Germany, who team up in events like Technoclassica (March 31- April 3, 2011) or in 2011 the “50 years of both Citroën Ami & Andre-Citroen-Club” which we celebrate at the weekend of Pentecost / Whitsunday (June 10-13, 2011) and for the rest of the summer until mid October in “Technik-Museum Speyer” (near Stuttgart, see http://50jahre.ami6.de/). We will keep you in the loop – watch out the local emails resp. our national website at https://amicale-citroen.de and we hope that our national example can trigger some similar activities in your country. I also have started to publish more news in German and English on our national website so you can take out some benefits for yourself as well.
