Wir danken noch einmal herzlich allen Teilnehmern dieses einzigartigen Wochenendes, das auch international seines gleichen sucht und bei herrlichstem Wetter für alle – Göttinnen, Fahrer und Beifahrer, Organisatoren und nicht zuletzt die unzähligen Besucher – einen bleibenden Eindruck hinterlassen hat.

La “Déesse” a laissé du 10 au 12th Juillet 2015 en Dusseldorf sa “empreinte” – et beaucoup plus d’entre eux venaient de vous.

Nous tenons à remercier chaleureusement à nouveau tous les participants qui nous ont rejoints au cours de ce week-end exceptionnel. Cet événement unique a créé une visibilité internationale et á prend place aux meilleures conditions météorologiques pour tous. Et il a laissé une impression durable – pour les “déesses”, leur conducteurs et les passagers, les organisateurs, et non moins innombrables des 100.000+ visiteurs du “Frankreichfest” à Düsseldorf et environs.

Wir freuen uns, daß der bekannte Motorsport-Moderator, Journalist und Citroën-Enthusiast René de Boer uns einen im japanischen Journal “AutoSport”, Ausgabe 1409, erschienenen Artikel zum “60 Jahre DS”-Jubiläum zur Veröffentlichung überlassen hat.

René de Boer (1973) war bereits als Kind fasziniert von Autos und speziell von Citroën. Autos fand er spannender als sein Studium als Wirtschaftsprüfer und so gründete er Anfang der 90er Jahre seine Agentur ‚Rebocar Automotive Productions’, mit der er seitdem international in den Bereichen Journalismus und PR tätig ist. Schwerpunkte dabei sind Motorsport und Automobilhistorie, aber auch Reisereportagen und Skisport gehören zum Portfolio. Zu den Abnehmern seiner Texte und Dienstleistungen (u.A. Übersetzungen und Moderation) gehören Publikationen, Unternehmen und Veranstalter auf der ganzen Welt. Der gebürtige Niederländer besitzt eine große Citroën-Literatur- und Modellautosammlung. Mit seiner Frau und zwei Kindern ist er seit zehn Jahren in Kevelaer am Niederrhein zu Hause.

60 Jahre Citroën DS

Übertroffen nur vom ersten für den Massenmarkt produzierten Fahrzeug, dem Ford Modell T, sowie dem Mini, wurde die Citroën DS von einer internationalen Jury zwischen 1997 und 2000 auf Rang 3 als “Fahrzeug des Jahrhunderts” (Car Of The Century) gewählt. Dennoch sind viele der Ansicht, daß die Citroën DS eigentlich hätte gewinnen müssen, unter anderem wegen des ikonenhaften Entwurfs des italienischen Designers Flaminio Bertoni, der etwas geformt hat, das viele Menschen als ein Kunstwerk ansehen. Der französische Philosoph Roland Barthès widmete sogar eine ganze Abhandlung zum Citroën DS in seinem Buch “Mythologien”.

Dieses Jahr markiert den 60. Jahrestag der Citroën DS, und um dies gebührend zu feiern, fand ein großes Ereignis in Paris am vorletzten Wochenende im Mai statt. Einer der Höhepunkte war eine Corsofahrt durch das Stadtzentrum von Paris von Saint Cloud Park bis zum Place de la Concorde, an dem rund 700 DS Besitzer aus ganz Europa teilnahmen. Die Route enthielt unter anderem bedeutende historische Orte wie den “Quai de Javel” (heute bekannt als “Quai André Citroën”), wo einst die Citroën-Fabriken standen, und dem Grand Palais, 1955 der Austragungsort des Pariser Automobilsalons, wo die DS ihre ersten öffentlichen Auftritt machte. Die Auswirkungen dieses neuen Auto zu einer Zeit und in einer Umgebung, die meist durch eher langweilige Nachkriegs-Automobile geprägt war, waren dermaßen dramatisch, dass nicht weniger als 12.000 Kaufverträge für die “Göttin” am Tag der Eröffnung der Show unterzeichnet wurden! Käufer mussten bis zu eineinhalb Jahre warten, um das Auto, das sie auf der Messe gekauft hatten, zu erhalten und fahren zu dürfen.

Bis die DS kam, war Citroën nie sehr stark im Motorsport involviert, zumindest nicht offiziell. André Citroën, der Gründer der Marke, veranstaltet spektakuläre Expeditionen durch die Sahara (Croisière Noire) und China (Croisière Jaune) mit seinem Citroën-Kégresse-Halbkettenfahrzeuge; und im Jahre 1934 nahm er selbst mit einem “Full-Size”-Tourenwagen-Bus an der Rallye Monte-Carlo teil und gewann mit seinem Citroën in seiner Klasse.

Allerdings geriet das Unternehmen in finanzielle Schwierigkeiten nach der kostspieligen Entwicklung des Modells “Traction Avant” in den 1930er Jahren und als die Familie Michelin die Regie übernahm, hatten die eher strengen neuen Besitzer kein Interesse daran, Gelder in solch ausgefallene Abenteuer zu investieren.

Daher war ist es der Verdienst von privaten Rallye-Piloten, die das Potenzial des neuen Autos frühzeitig erkannten, daß Citroën sich im Rallyesport mit den DS engagierten. 1959 gewann Paul Coltelloni die Rallye Monte Carlo mit einem ID19 (der etwas leichteren Version des DS). Zunächst setzte Citroën nicht viel von dem Rallye-Erfolg in seinem Marketing um, aber als großformatige Anzeigen der französischen Konkurrenz Simca in Tageszeitungen erschienen und diese behaupteten, Simca habe die Rallye Monte Carlo gewann während de facto es sich nur um den Sieg in einer Klasse handelte, bekam der damalige Marketing-Director von Citroën Jacques Wolgensinger grünes Licht von seinen Vorgesetzten, eine Anzeige zu lancieren, die sich nur auf eines konzentrieren wollte: “Citroën möchte klarstellen, dass in der Tat es ein ID 19 war, der die Rallye Monte Carlo gewann”. Seit dieser Zeit engagierte sich die Marke mehr im Motorsport.

Ursprünglich wurde das Engagement im Rallyesport durch die “Écurie Paris-Île de France” bestritten, ein Privatteam unter der Leitung von René Cotton, und als später eine eigene Motorsport-Abteilung bei Citroën eingerichtet wurde, wurde die Leitung an Cotton übertragen. Weitere Rallye-Erfolge folgten, vor allem zu nennen ein weiterer Sieg in der Rallye Monte Carlo 1966 für Pauli Toivinen, wenn auch nicht unumstritten nach dem Ausschluss von drei Mini Cooper und einem Ford Cortina.

Dennoch waren auch weiterhin Privatfahrer unterwegs wie beispielsweise Bob Neyret, der im Alter von 81 Jahren an der 60. Jubiläumsfeier der DS gesehen wurde und noch weiterhin sich im Rallyesport engagiert. “Ich bin für die Paris-Peking Challenge im Juli vorbereitet”, sagt er. Nach dem Erfolg als Privatfahrer wurde Neyret für das Citroën-Werksteam engagiert. Seine bekanntesten Erfolge ist der zwemalige Gewinn der Rallye Du Maroc mit einem DS. “Der DS ist ein wichtiges Element für mich mein Leben”, sagt er.

Heute etabliert PSA die “DS Automobiles” als eigenständige Marke, nicht mehr als Marke unter dem Citroën-Label. Der DS3 ist in der Rallye-Weltmeisterschaft vorn mit dabei und es gibt starke Gerüchte, dass die Marke DS sich in der “FIA-Formel-E” ab der nächsten Saison in einer Kooperation mit dem Team “Virgin” beteiligen wird.

Für mich ist die Teilnahme am 60-Jahre-Jubiäum die Gelegenheit, in einem DS nach nunmehr fast 40 Jahren erneut Platz zu nehmen. Mein Vater hatte eine als Dienstwagen, als ich ein kleiner Junge war, und einer meiner frühesten Erinnerungen ist, auf seinem Schoß zu sitzen und das Lenkrad zu halten, als ich zwei Jahre alt war. Dennoch – für mich hat der DS eine ganz besondere Faszination, und seine sportlichen Erfolge sind sicherlich ein Teil davon. Es wird interessant sein zu beobachten, ob die aktuelle Marke “DS Automobiles” an die sportlichen Erfolge von Citroën anknüfen kann…

Rene de Boer, Dutch journalist, motorsport enthusiast, and one of those people who have a sheer endless knowledge about Citroën, has written an article for the 60th anniversary of the Goddess which was also published in the Japanese issue No. 1409 of “Auto Sport” (Japanese article at the end).

As a kid, René (born 1973) was already fascinated by cars in general and Citroën in particular. He found cars more interesting than his studies to become an accountant and thus, he founded his own agency, ‘Rebocar Automotive Productions’, in the early 1990s. Since then he has been involved in journalism and PR at an international level with a focus on motorsport and motoring history, but travel stories and skiing are part of the portfolio as well. Clients for his texts and services (e.g. translations, event presentation and commentary) include publications, companies and event organisers all over the world. Dutch-born de Boer owns a huge collection of Citroën sales literature and scale models. With his wife and two kids, he has been living in Kevelaer in the German Lower-Rhine area for ten years.

60 years of the Citroën DS

Beaten only by the Ford Model T (the first car to be mass-produced) and the Mini, the Citroën DS ranked third in the election for Car of the Century, held between 1997 and 2000. Still, many think the Citroën DS should have won, such is the respect for the iconic design by Italian designer, Flaminio Bertoni, who sculpted something that many people regard as a work of art. French philosopher Roland Barthes even dedicated an entire essay to the Citroën DS in his book “Mythologies”.

This year marks the 60th anniversary of the Citroën DS, and to celebrate this in style, a big event was organised in Paris on the penultimate weekend of May. One of the highlights was a tour of the city centre of Paris from the Saint Cloud Park to the Place de la Concorde, in which some 700 DS owners from all over Europe took part. The route included historic places like Quai de Javel (now known as Quai André Citroën), where the Citroën factories were located, and the Grand Palais, the venue of the 1955 Paris Motor Show where the DS made its public debut. Such was the impact of the new car at the time, in an environment that consisted of mostly rather dull post-war cars, that no less than 12,000 cars were sold on the opening day of the show only! Buyers had to wait for up to one and a half year to get hold of the car they had bought at the show.

Until the DS arrived, Citroën had never been very much involved in motorsport, at least not officially. André Citroën, the founder of the brand, organised spectacular expeditions through the Sahara (Croisière Noire) and China (Croisière Jaune) with his Citroën-powered halftracks, and in 1934, he even entered a full-size touring car bus for the Monte Carlo Rally, that won its class. However, when the company ran into financial trouble after the costly development of the Traction Avant model in the 1930s, and the Michelin family took over, the rather austere new owners didn’t want to spend any money on such fancy adventures.

Therefore, it was through privateer drivers who identified the potential of the new car that Citroën became involved in rallying with the DS. In 1959, Paul Coltelloni won the Monte Carlo Rally with an ID 19 (a slightly lighter version of the DS). Initially, Citroën didn’t make much of the success, but when large-sized advertisements from French brand Simca appeared in daily newspapers, claiming that it had won the Monte Carlo Rally, while it was only a class winner, Citroën’s marketing director, Jacques Wolgensinger, got the green light from his superiors to have an advertisement produced as well: “Citroën would like to clarify that, in fact, it was an ID 19 that won the Monte Carlo Rally”. Since that time, the brand became more involved.

Initially, the works involvement in rallying was handled through the Écurie Paris-Île de France, a privateer team with René Cotton at the helm, but when an official competition department was set up, it was Cotton who became its boss. More success followed, most notably another win with in the Monte Carlo Rally in 1966 for Pauli Toivinen, albeit not without controversy after the exclusion of three Mini Coopers and a Ford Cortina. Privateers ran DS in rallies as well, such as Bob Neyret, who, at the age of 81, was present at the 60th anniversary celebrations of the DS and is still very much involved in rallying. “I am preparing for the Paris-Peking Challenge in July,” he says. After success as a privateer, Neyret was taken on board for the Citroën works team and most famously won the Rallye du Maroc on two occasions with a DS. “The DS has been an important element for me all my life,” he says.

Now, Citroën wants to promote DS as a separate brand, no longer under the Citroën brand name. The DS 3 is competing in the World Rally Championship and there are strong rumours that the DS brand will be involved in FIA Formula E from next season onwards in a co-operation with the Virgin team. For me, attending the 60th anniversary event of the DS was the first time to sit in a DS after almost 40 years. My father had one as a company car when I was a little boy, and one of my earliest memories is sitting on his lap and holding the steering wheel when I was two years old. Still, for me, the DS has a very particular fascination, and its sporting success is certainly a part of that. It will be interesting to see whether Citroën can achieve that with the current DS brand as well.

Der Automobil-Designer Flaminio Bertoni war seit 1932 über 30 Jahre lang als Designer bei Citroën tätig und prägte während dieser Zeit ganz wesentlich die Citroën Stilikonen Traction Avant (1934), 2CV (1948), DS (1955 als Limousine und 1961 als Cabriolet) sowie Ami 6 (1961). Insbesondere das stromlinienförmige Design der historischen DS versetzte die Öffentlichkeit bei der Weltpremiere der „Göttin“ auf dem Pariser Salon in Staunen. Stéphane Bonutto presents book about Citroën star designer Flaminio Bertoni in the CITROËN Düsseldorf dealership

On Friday, July 10th 2015 the author Stéphane Bonutto will present in the Peugeot Dusseldorf branch of Citroën Retail Deutschland GmbH, the dealership at Höherweg 191, the book “Bertoni – A life dediated to the shape” (a German spoken book, original title “Bertoni – Ein Leben für die Form”) which honors the life, work and achievements of the Citroën star designer Flaminio Bertoni. The 96-page book, which was recently translated by Stéphane Bonutto from Italian into German, will be published by “edition garage 2cv”.

Since 1932, the automobile designer Flaminio Bertoni was for more than 30 years active as a designer at Citroën and created during this period quite substantial style icons such as the Citroën Traction Avant (1934), 2CV (1948), DS (1955 sedan and 1961 as a convertible) and Ami6 (1961). In particular, the streamlined design of the historic DS hit the public at the World Premiere of the “Goddess” at the Paris Automobile Salon in amazement. Bertoni created with the historical DS a real work of art that expressed his passion for artistic forms and the irrepressible desire for creative design.

The authors Leonardo Bertoni and Stéphane Bonutto portray in “Bertoni – A Life for the shape” his incomparable creations for Citroën Automobile and thus how he influenced the manufacturer’s design for decades: Bertoni’s work even is remarkable to this day – this confirmes the reputation of his designs and models and materializes by the creation the young French premium brand “DS Automobiles”. Im Rahmen des Frankreichfestes, das vom 10. bis 12. Im Showroom wartet auf die Besucher eine exklusive Ausstellung rund um die legendäre „Göttin“ – mit historischen Modellen, einzigartigen Designskizzen zur Entstehung der DS sowie Dokumentationen, Broschüren und Prospekten aus der Sammlung von René de Boer. Am Samstag, 11. Juli 2015 bietet sich den Besuchern des Frankreichfestes auf dem Burgplatz erneut ein ganz besonderes Bild, wenn 150 angemeldete französische Oldtimer zur traditionellen „Tour de Düsseldorf“ ins Umland der Landeshauptstadt Nordrhein-Westfalens aufbrechen. Neben der historischen DS werden zahlreiche weitere Citroën Modelle wie beispielsweise das Citroën Vorkriegsmodell Traction Avant an dieser beeindruckenden Ausfahrt teilnehmen.

Eine beabsichtigte Änderung der europäischen Urheberrechtsgesetzgebung gefährdet derzeit den Bildbestand (nicht nur) von Citroën-Club-Foren sowie Club- und privater Homepages / Blogs bis hin zur Wikipedia in europäischen Ländern mit Panoramafreiheit.

Schon heute sind Einschränkungen existent, die den meisten so gar nicht geläufig sind, hier ein prominentes Beispiel:

Während das Hochladen von Bildern von und mit dem Eiffelturm bei tagsüber gemachten Aufnahmen auf Portalen wie Facebook (noch) kein Problem ist, sind die gleichen Aufnahmen bei Dämmerung oder Nacht nicht mehr zulässig (bzw. man muss entsprechende Gebühren befürchten), weil auf dem Eiffelturm eine Lichtinstallation montiert ist, die dem künstlerischen Urheberrechtschutz unterliegt.

Dies betrifft insbesondere die Veröffentlichung auf “kommerziellen” Portalen, und so, wie wir dies heute verstehen, sind dies nicht nur Facebook und Co., deren kommerzielle Nutzung in den AGB dokumentiert sind, sondern auch z.B. Homepages und Blogs, in denen kommerzielle Werbebanner eingeblendet sind, mit denen der Seitenbetreiber also Einnahmen generiert (wenn auch nur Cent-Beträge).

Freedom of Panorama: Massive Impact on Web Publications

A new EU proposal could see millions of European citizens, webpage owners and club homepage, forum and blog operators and owners face massive legal action for uploading photos of famous landmarks.

One famous example we recently got aware of – most likely not known to the vast majority of us:

While pictures taken during daytime of and with the Eiffel Tower, and then uploaded and published on sites like Facebook is (currently) no problem, the same shooting in twilight or at night resp. it’s upload onto the same portal might lead to unwanted consequences because at the Eiffel Tower a light installation is mounted which is subject to artistic copyright protection…!

This concerns in particular the publication on “commercial” portals, and as we understand it today, these are not just Facebook and similar whose commercial use are documented in their terms and conditions, but also, for example, on club homepages, forums and blogs where commercial banners are displayed, with which the site owner has embedded to potentially generate some revenue (albeit it might be just cents of revenue only).

Auch im Nachbarland Österreich engagieren sich die Citroën-Clubs öffentlichwirksam beispielweise bei der Oldtimer-Messe in Tulln, die weit über die Landesgrenzen hinweg bekannt ist. Hier der Kurzbericht unseres Amicale-Kollegen Manfred Buchgeher:

Die größte und älteste Oldtimer-Messe Österreichs findet jedes Frühjahr in Tulln statt (ca. 40 km westlich von Wien), heuer am 16. und 17. Mai 2015. Zum Jubiläum “60 Jahre DS” organisierte der DS-Club Österreich, unterstützt von Citroën Österreich, einen großen Messestand mit insgesamt 22 (!) DS-Fahrzeugen; jedes in Österreich erhältliche Modell war ausgestellt.

Besonderes Aufsehen erregten ein DS-Rallye-Fahrzeug und ein sog. “Scheunenfund”, eine DS-Limousine in katastrophal schlechtem Zustand. Ein viel fotografiertes Ausstellungsobjekt war eine DS, bei der das linke Hinterrad abmontiert war, um zu zeigen, dass eine DS auch mit drei Rädern fahren kann. Der DS-Stand wurde nicht nur von unzähligen Mitgliedern österreichischer Citroën-Clubs gestürmt sondern auch von hunderten in- und ausländischen Oldtimerfreunden. Der Andrang und das gute Echo veranlasste die Messe-Leitung, die Clubs um eine neuerliche Stand-Gestaltung im Jahr 2016 zu bitten.

Darüber hinaus noch ein Kurzbericht von der Rallye in Horn, 22.-23. Mai 2015:

Nahe der Stadt Horn, im Norden Österreichs, unweit der tschechischen Grenze existiert eine Rally-Cross-Strecke, ein Rundkurs für Autorennen mit 50% Asphalt- und 50% Naturstrecke. Jedes Jahr wird hier ein 24-Stunden-Rennen für Alt-Fahrzeuge veranstaltet; am Start stehen 50 Fahrzeuge aus allen PKW-Klassen, von Porsche bis Trabant, von Mercedes-Taxi bis Ford Capri. Vier bis fünf Fahrer dürfen sich beliebig oft abwechseln, die Autos müssen weitestgehend original sein (kein Motor- oder Fahrgestell-Tuning erlaubt).

Jedes Team muss versuchen, in 24 Stunden zumindest 1200 km zu fahren (entsprechend einer Durchschnittsgeschwindigkeit von 50km/h). Wichtig ist, die Fahrzeuge gut vorzubereiten, gute und schnelle Mechaniker dabei zu haben und ausreichend Ersatzteile. In diesem Jahr nahmen drei Fahrzeuge des OECC (OEsterreichischen Citroën Clubs) teil: zwei 2CV und eine Acadiane.

Die A-Modelle haben sich in den vergangenen Jahren als robust, einfach zu reparieren und zuverlässig auf nasser Erde erwiesen. Die Ausfallquote lag bei 50%, unsere drei Citroëns blieben trotz mehrer Spurstangen-Reparaturen bis zur Zielflagge auf der Strecke und belegten die Plätze 2 (2CV), 11 (Acadiane) und 23 (2CV); ein toller Erfolg, der unsere Teams motiviert, ihre Boliden für nächstes Jahr wieder gut vorzubereiten.

Looking across the borders – what’s cooking in Austria?

Also in the neighboring Austria, the Citroën clubs engage very actively in public, for example at the classic car show in Tulln, an event which is perceived as quite interesting and well-known beyond the national borders. We’ve translated the short report of our Amicale colleague Manfred Buchgeher:

The largest and oldest classic car show held each spring in Tulln (about 40 km west of Vienna) took place this year on 16 and 17 May 2015. Commemorating the anniversary “60 years of DS” the DS Club Austria organized in support by Citroën Austria a large stand with a total of 22 (!) DS vehicles; each model once available in Austria was presented.

Special stir was caused by a DS rally car and a so-called “barn find” – a DS sedan in a rather insanely bad condition. A much photographed exhibition object was a DS on which the left rear wheel was removed in order to show that a DS can also be driven with only three wheels.

The DS booth was literally overrun not only by countless members of the Austrian Citroën clubs but also by hundreds of domestic and foreign classic car friends. The rush and the good echo prompted the Fair Administration to ask the clubs to already foresee a new stand construction in 2016.

In addition, even a short report from Horn:

Near the city of Horn, in the north of Austria, near the Czech Republic there is a rally-cross track, a circular route for car racing with 50% asphalt and 50% natural route.

Every year, a 24-hour race for old vehicles is organized; this time the event took place 22.-23. May 2015. At the start there are 50 cars from all car classes, from Porsche to Trabant, Mercedes taxi to Ford Capri. Four to five drivers may alternate as often as they wish, yet the cars must largely be original (no engine or chassis tuning allowed).

Each team must try within 24 hours to drive at least 1200km (corresponding to an average speed of 50km/h). It is important to prepare the cars well, to have good and fast mechanics there and enough spare parts. This year three vehicles of OECC (Austrian Citroën clubs) participated: two 2CV and an Acadiane.

During the recent years, the A models have proven to be robust, easy to repair and reliable on wet and muddy ground. While the overall failure rate was about 50%, our three Citroën remained despite several tie rod repairs to be able to stay on the road, and finally won position 2 (2CV), 11 (Acadiane) and 23 (2CV); a great success which motivates our teams to prepare well their cars for next year.

Zum Erhalt des automobilen Kulturguts in Deutschland wurde bereits im letzten Parlamentskreis Automobiles Kulturgut des Deutschen Bundestages (PK-AMK) berichtet. Nunmehr wurde auch der Verein Initiative Automobiles Kulturgut e.V. (IAK) ins Leben gerufen. Auch die Amicale Citroën Deutschland ist (Förder-) Mitglied des IAK.

In Deutschland wird das Automobile Kulturgut u.a. vom fraktionsübergreifenden und vom Bundestagspräsidenten offiziell anerkannten Parlamentskreis Automobiles Kulturgut des Deutschen Bundestages (PAK) betreut. Er besteht aus Abgeordneten, interdisziplinär sowie international agierenden Institutionen, Funktionsträgern, Pressevertretern, führenden Vereinen, Verbänden, Messevertretern und Museen, Oldtimerhändlern, Restaurierungsbetrieben, Prüforganisationen, Dienstleistungsunternehmen und für die Initiative bedeutenden Meinungsbildnern und Enthusiasten. Aus ihm ist die IAK Initiative Automobiles Kulturgut e.V. hervorgegangen.

Die IAK e.V. fördert die Ermittlung und Vermittlung des gesamtgesellschaftlichen Wertes des Automobilen Kulturguts. Ziel ist es, mit dem transnationalen zweistufigen Antragsverfahren für das Automobile Kulturgut die Auszeichnung als immaterielles UNESCO-Weltkulturerbe zu erlangen, das Engagement für das Automobile Kulturgut im öffentlichen Bewusstsein zu stärken, die Bewegung zum Erhalt der historischen Fahrzeuge auszubauen sowie Schutz- und Weiterentwicklungsmaßnahmen zur Pflege und zum Erhalt des Kulturgutes zu ergreifen.

Anlass

Die weltweite Automobilentwicklung steht durch technische und gesellschaftliche Entwicklungen (Elektromobilität – autonomes Fahren – Car Sharing – abnehmender Status in der Gesellschaft) an einer Zeitenwende. Nach über 120 Jahren wird der Verbrennungsmotor mehr und mehr von alternativen Antriebssystemen (Elektro-, Hybrid- und Brennstoffzellenantriebe) und das selbstbestimmte zugunsten des computergesteuerten autonomen Fahrens ergänzt.

Das Kraftfahrzeug als Symbol individueller Mobilität des 20. Jahrhunderts in Europa, Asien und in den USA prägte den Städtebau, das Freizeitverhalten, die Ikonographie der Werbung, industrielle Entwicklungen und das ästhetische Empfinden der Menschen sowie das Nachdenken über Katastrophen. Es stand als Universalmetapher für alles Gute und Böse. Das Kraftfahrzeug wird als Statussymbol in der Gesellschaft zukünftig einen neuen Stellenwert erhalten.

Relevanz

Das Automobile Kulturgut und seine Entwicklungsgeschichte sind von gesamtgesellschaftlicher Relevanz (siehe unten „Automobiles Kulturgut: Objekt – Gesellschaft – (gelebte) Tradition“). Die mit dem Automobilen Kulturgut einhergehende Tradition wird u.a. im Rahmen der Bewegung zum Erhalt der historischen Fahrzeuge weitergelebt.

Die Teilhabe an dieser Bewegung in Deutschland ist unabhängig vom Besitz eines historischen Fahrzeuges:

* Sie findet in mehr als 4.000 öffentlichen Veranstaltungen jährlich statt.

* 56 Prozent der Oldtimer- und 65 Prozent der Youngtimer-Enthusiasten (Besitzer und Fans) sind in großen Automobilclubs bzw. Markenclubs vereinigt.

* 57 Prozent der Oldtimerclubs sind Veranstalter oder Teilnehmer an grenzüberschreitenden, mehrtägigen Veranstaltungen.

Die Bewegung dient somit auch dem Tourismus und der Arbeitsplatzsteigerung. 44 Prozent der Clubs engagieren sich für wohltätige Organisationen.

Es gibt einen Bestand von 420.000 registrierten historischen Fahrzeugen (älter als 30 Jahre) in Deutschland. Der Bestand verteilt sich auf das gesamte Bundesgebiet mit Schwerpunkten in den Großstädten (München, Berlin, Hamburg, Köln). Insgesamt gibt es 1.500 Betriebe und 21.000 Arbeitsplätze im Bereich klassische Fahrzeuge. Sowohl national als auch international herrscht ein Nachwuchs- und Fachkräftemangel.

Historische Fahrzeuge:

* sind Sympathieträger, weil 53 Prozent der Deutschen Oldtimer gern auf der Straße sehen und diese markenübergreifend sympathisch wirken. Unabhängig vom Besitz ist eine uneingeschränkte Teilhabe möglich.

* haben einen großen öffentlichen Rückhalt in der Gesellschaft, weil jeder dritte Deutsche sich für Oldtimer interessiert

* werden von über 50 Prozent der Deutschen als technisches Kulturgut wahrgenommen

* sind kein negativer Umweltfaktor, weil ihre durchschnittliche Fahrleistung insgesamt nur 0,2 Prozent der Gesamtleistung aller deutschen PKWs ausmacht und weil sie ein Beispiel für nachhaltige Nutzung und Ressourcenschonung sind.

Das Automobile Kulturgut ist eine der weltweit bedeutsamsten Entwicklungen der vergangenen 120 Jahre.

Die Mitglieder des Parlamentskreises Automobiles Kulturgut im Deutschen Bundestag erteilten einen Prüfauftrag für das Automobile Kulturgut als immaterielles UNESCO-Weltkulturerbe. Dafür wurde nach mehreren intensiven Sitzungen und umfänglicher Bewertung der Arbeitsgruppenmitglieder sowie verschiedener Experten zu den Statuten der UNESCO der Verein IAK Initiative Automobiles Kulturgut e.V. gegründet. Präsident des Vereins ist Carsten Müller, MdB, Vizepräsidenten sind Herr Martin Halder, Meilenwerk AG, und Bernhard Kaluza, Präsidium Allgemeiner Schnauferl-Club (ASC). Weitere Gründungsmitglieder sind Wolfgang Blaube, Klaus Müller, Franz Graf zu Ortenburg, Mario De Rosa, Dagmar Ziegler.

Die IAK Initiative Automobiles Kulturgut e.V. agiert unter starker Beteiligung des Allgemeinen Deutschen Automobil-Clubs e.V. (ADAC) und des Automobilclubs von Deutschland (AVD). Die IAK e.V. erfüllt mit ihrer Satzung die Statuten der UNESCO. Dieses erfolgt durch die Vermittlung der kulturellen, technischen und gesellschaftlichen Werte der automobilen Tradition, ihrer Pflege und Weiterentwicklung während und auch nach der Antragserstellung. Der Verein ist selbstlos tätig und verfolgt gemeinnützige Ziele. Seine Organe wirken ehrenamtlich.

New Organisation founded to preserve the Automotive Heritage and advocate for the Automobile as an UNESCO cultural heritage

In Germany, a big network of various parties exist to preserve the automotive heritage. The German parliament working group “Parlamentskreis Automobiles Kulturgut” (PK-AMK) has fostered the establishment of a new organisation to advocate for this objective. Also Amicale Citroën Deutschland now is member of this organisation known as “Initiative Automobiles Kulturgut e.V.”.

So here is the official first press announcement, translated by Amicale:


* The Automobile heritage is one of the world’s most significant developments of the past 120 years.

* Founding of the “Initiative Automobiles Kulturgut e.V.” (IAK) emerged from the German Parliament circle “Parlamentskreis Automobiles Kulturgut”

* IAK prepares the request for automobiles as an intangible cultural heritage according to the UNESCO Heritage regulation

In Germany, the automotive heritage is driven across various parties and officially recognized by the President of the German parliament in the “Parlamentskreis Automobiles Kulturgut” (PK-AMK). It consists of representatives, interdisciplinary and internationally active institutions, functionaries, members of the press, leading clubs, associations, trade fair representatives and museums, classic car dealers, restoration companies, regulators, service providers and major initiative for opinion leaders and enthusiasts. From here the IAK is emerging.

The IAK encourages the identification and placement of the overall social value of automobiles treasures and assets. The aim is to trigger and complete the international two-stage application process for the Automobile as an intangible UNESCO World Heritage Site or asset, to strengthen the commitment to the automotive cultural heritage in the public consciousness, and to expand the movement to preserve the historic vehicles, protection and development measures for the care and to preserve the cultural heritage.

Reasoning

The global automotive development is at a turning point because of major technical and social developments (electromobility – autonomous driving – car sharing – decreasing status in society). After more than 120 years the engine is completed or replaced more and more by alternative systems (electric, hybrid and fuel cells) and we see a transition upcoming from the self-determined drive towards a computer-assisted or -controlled autonomous driving.

The motor vehicle as a symbol of individual mobility of the 20th century in Europe, Asia and the USA fostered the urban developments, leisure behavior, the iconography of advertising, industrial development and the aesthetic sense of the people as well as thinking about disasters. It is perceived as an universal metaphor for everything good and evil. In the future, the motor vehicle will transform as a status symbol in society towards a new level.

Relevance

The automotive heritage and its development history are relevant on a social level. The association with the automotive cultural tradition among others assets within the movement continued to live to the preservation of historic vehicles.

The participation in this movement in Germany is independent from the possession of a historic vehicle:

* It takes place in more than 4.000 public events annually.

* 56 percent of vintage and historic cars, and 65 percent of enthusiasts (owners and fans) are united in large automobile clubs or brand-related clubs.

* 57 percent of vintage car clubs are either organizing or participating in cross-border, multi-day events.

The movement thus also serves to tourism and job enhancement. 44 percent of the clubs are involved with charitable organizations.

There is a total of 420.000 registered historic cars (older than 30 years) in Germany. This volume is distributed over the entire country, with primary focusing on the big cities (Munich, Berlin, Hamburg, Cologne) or regions (Ruhrgebiet). In total there are 1.500 companies and 21.000 jobs in classic cars. There is both nationally and internationally a skill shortage.

Historic Vehicles:

* Are likeable, because 53 percent of Germans like to see a vintage car on the road and this sympathy is across brands.

* Have a large public backing from society because every third German interested in classic cars.

* Are perceived by more than 50 percent of Germans as a technical heritage.

* Are no negative environmental factor, because their average mileage makes a total of only 0.2 percent of the total mileage of all German cars and because they are an example of sustainable use and conservation of resources.

The Automobile heritage is one of the world’s most significant developments of the past 120 years.

The members of the PAK in the German Bundestag members thus strive for the Automobile heritage as an intangible UNESCO World Heritage Site.

Because of this, the IAK was founded after several intensive sessions and circumferential evaluation of the working group members and various experts in the creation of the statutes of the association. Current President of the Association is Carsten Müller, MP, Vice-Presidents are Mr. Martin Halder, Meilenwerk, and Bernhard Kaluza, Allgemeiner Schnauferl Club (ASC). Other founding members are Wolfgang Blaube, Klaus Müller, Franz Graf zu Ortenburg, Mario De Rosa, Dagmar Ziegler.

The IAK association operates under the supervision of the Allgemeiner Deutscher Automobil-Club e.V. (ADAC) and the Automobile Club of Germany (AvD). The IAK is defined with its statutes to reflect the statutes of UNESCO. This is done through the mediation of cultural, technical and social values ​​of the traditional automobile, its maintenance and further development during and after the application process. Wir haben einen Treffenplatz auf einer wunderschönen Insel in einem nahegelegenen See gefunden, um das Jubiläum zu feiern. Es wird kein Treffen in großem Maßstab werden. Das Treffen beruht auf selbst organisierten Aktivitäten in guter Gesellschaft und Camping in der Nähe von Finnlands größtem See “Saimaa”.

BACK TO PUUMALA 17-19th July 2015: 40 years since the 1st International Meeting of 2cv Friends in Finland

In 1975, exactly 40 years ago, the “1st International Meeting of 2cv Friends” happened in Finland at Puumala, Pistohiekka. We would like to celebrate the anniversary. A site has been found on a beautiful lake island nearby for the event.

Back to Puumala is not any official celebrative meeting, just a small rendez-vous in the spirit of the ancient 2cv worlmeetings, before they grew into today’s scale.

The stay is based on do-it-yourself activities in good company and camping next to Finland’s biggest lake “Saimaa”. An old wooden schoolhouse and sauna building will be at our disposal. The site is also going to be the crossing point for two international 2cv raids heading to Poland.

We are planning some program with music, degustation and trips to nearby places of interest including certainly the site of the 1st world meeting.

In wenigen Tagen, am 3. Juli 2015, jährt sich der 80. Todestag von André Citroën. Aus diesem Grund gedenkt der Club “Traction Universelle” am 1. Juli in Paris im Rathaus des 9. Arrondissements mit einer kleinen Veranstaltung und Ausstellung dem Leben und Werk von Citroën.

Von 10-20 Uhr wird eine Sonderausstellung mit Citroëns berühmtesten Modell aus seinen Lebzeiten, dem Traction Avant, der “Gangsterlimousine”, einen Rückblick auf die Innovationen im Automobilbau der 30er Jahre ermöglichen.

Gegen 19h wird der damals unternehmensintern gedrehte Film “Autopolis” einen Blick auf die Produktion bei Citroën in den bekannten Fabriken am Quai de Javel werden. Allein dieser Film ist bemerkenswert, weil er einzigartige Einblicke in das Alltagsleben des einstigen Stammsitzes des Unternehmens gibt.

Abschließend wird noch ein Vortrag um 19:45h gehalten.

80 Years Ago: André Citroën deceases

In a few days, on 3 July 2015, the 80th anniversary of the death of André Citroën anniversary will be seen. Thus, the French club “Traction Universelle” will be commemorating the decess in the town hall of the 9th arrondissement (Parisian district) with a small event and exhibition reflecting the life and work of Citroën on 1-July.

From 10-20 o’clock CET, a special exhibition will present Citroën’s most famous model of his lifetime, the Traction Avant, well known as “Gangster Limousine”, and a retrospective will reflect this innovation in the automotive industry of the 30s.

at 7pm, the in-house shot movie called “Autopolis” will give show details from the production at the Citroën factories located at Quai de Javel. This rarely-shown movie is remarkable because it gives a unique insight into the everyday life of the former headquarters of the company.

Finally, a presentation at 7:45pm will be held.

Dans quelques jours, le 3 Juillet 2015, le 80e anniversaire de la mort d’André Citroën anniversaire sera prendre place. Pour cette raison, le Citroën club “Traction Universelle” à Paris sera commémorer le 1 Juillet à la mairie du 9ème arrondissement du Paris un petit événement et l’exposition de la vie et l’oeuvre de Citroën.

De 10-20h, une exposition spéciale avec le plus célèbre modèle de Citroën de sa vie, la Traction Avant, la “gangster limousine”, permettra nous de voir une rétrospective à l’innovation dans l’industrie automobile des années 30.

Contre 19h, le film “Autopolis” (crée par Citroën dans les annees 30e) sera un oeil à la production avec Citroën dans les usines bien connus au Quai de Javel. Mais ce film est remarquable, car il donne un aperçu unique de la vie quotidienne de l’ancien siège de la société.

Die Pressemitteilung des VDA:

Der Bestand an Nutzfahrzeugen mit H-Kennzeichen ist in den vergangenen Jahren deutlich gewachsen. Am 1. Januar 2015 waren in Deutschland 24.067 historische Nutzfahrzeuge zugelassen. Gegenüber dem Vorjahr beträgt der Zuwachs 15 Prozent, seit 2010 ist der Bestand um über 70 Prozent gestiegen. „Dieser Zuwachs ist ebenso erfreulich wie erstaunlich. Denn die Restaurierung und Instandhaltung von Nutzfahrzeug-Oldtimern ist sehr kostenintensiv und besonders aufwändig. Die Fahrzeuge können außerdem nur unter erschwerten Bedingungen gefahren werden, weil sie meist langsam und relativ laut sind sowie einen hohen Spritverbrauch aufweisen. Bei den Besitzern der Nutzfahrzeug-Oldies handelt es sich daher meistens um echte Enthusiasten – sie erhalten mit ihrer Arbeit ein besonderes, seltenes technisches Kulturgut“, sagte Matthias Wissmann, Präsident des Verbands der Automobilindustrie.

Unter den 24.067 zugelassenen Nutzfahrzeugen mit H-Kennzeichen sind 13.593 Lastkraftwagen, 10.062 Zugmaschinen und 412 Omnibusse. Ihr Anteil am Gesamtbestand aller Nutzfahrzeuge von über 4,9 Millionen beträgt gerade einmal 0,5 Prozent. Auch im Vergleich zu historischen Pkw sind die Nutzfahrzeug-Oldtimer eine kleine Minderheit: Mit 310.694 Fahrzeugen gibt mehr als zehn Mal so viele Pkw mit H-Kennzeichen wie Nutzfahrzeuge.

Im Auftrag des VDA erstellt das Kraftfahrt-Bundesamt regelmäßig eine detaillierte Auswertung der Fahrzeuge mit H-Kennzeichen. Neben dem Mindestalter von 30 Jahren müssen die Fahrzeuge technisch einwandfrei und im originalen Zustand sein, um ein H-Kennzeichen erhalten zu können. Nur für diese Fahrzeuge gelten besondere Ausnahmeregelungen, wie etwa die Befreiung vom Fahrverbot in Umweltzonen.

Historical Utility Vehicles Are Becoming More And More Popular

The amount of commercial vehicles with H-plates (Note Amicale: Historic Number Plate for vehicles aged 30+ years) has grown significantly in recent years. On 1 January 2015, 24.067 historic commercial vehicles were registered in Germany. Compared to last year, this is an increase of about 15 percent, and since 2010 the number has increased by more than 70 percent.

“This growth is just as enjoyable as amazing. The restoration and maintenance of commercial vehicle vintage cars is very expensive and particularly complex. The vehicles can be driven only under more difficult conditions also, because they are usually slow and relatively loud and have a high fuel consumption. These owners of the commercial vehicle historic therefore are mostly real enthusiasts – they are the specialists on a rare asset of cultural value” said Matthias Wissmann, President of the Association of the Automotive Industry.

Among the 24,067 registered commercial vehicles with H-plates there are 13.593 trucks, 10.062 buses and 412 tractors. Their share of the total stock of all commercial vehicles of more than 4.9 million amounts to just 0.5 percent. Even when compared to historic cars, the vintage commercial vehicles represent a small minority: With 310.694 vehicles are more than ten times as many cars with H-plate as for historic commercial vehicles.

Der Bundestag hat das Elektromobilitätsgesetz (EmoG) am 5. März beschlossen. Der Bundesrat hat dem Gesetz in seiner Sitzung am 27. März 2015 zugestimmt. Das Gesetz tritt nach Verkündung im Bundesgesetzblatt in Kraft. Parallel dazu werden nun die erforderliche Verordnung sowie eine Verwaltungsvorschrift auf den parlamentarischen Weg gebracht. Sie treten dann in Kraft, wenn auch das Gesetz in Kraft ist.

Das Gesetz definiert, was unter dem Begriff Elektrofahrzeug zu verstehen ist und wie diese Fahrzeuge zu kennzeichnen sind. Darüber hinaus gibt es den Kommunen vor Ort die Möglichkeit, diese Fahrzeuge im Straßenverkehr zu privilegieren (u.a. beim Parken oder der Nutzung von Busspuren). Mit dem Gesetz können die Kommunen jederzeit – und damit unbürokratisch und flexibel – die für ihren Geltungsbereich passende Maßnahme zu ergreifen.

Wesentlicher Regelungsinhalt:

1. Definition der zu privilegierenden E-Fahrzeuge,

2. Kennzeichnung über das Nummernschild,

3. Park- und Halteregelungen,

4. Nutzung von Busspuren,

5. Aufhebung von Zufahrtsverboten

Im Einzelnen:

ad 1. Definition der zu privilegierenden E-Fahrzeuge

Die Regelungen im Gesetz beziehen sich auf reine Batterie-Elektrofahrzeuge (Pkw und leichte Nutzfahrzeuge, Zweiräder), besonders umweltfreundliche von außen aufladbare Hybridfahrzeuge (Plug-In) und Brennstoffzellenfahrzeuge.

– Plug-In Hybride müssen folgende Kriterien erfüllen: Ausstoß von Kohlendioxidemissionen darf bei höchstens 50 Gramm pro km liegen oder die rein elektrische Mindestreichweite muss mehr als 30km betragen (ab 2018 Mindestreichweite von 40km).

– Begründung: Mit der festgelegten Mindestreichweite kann der weit überwiegende Teil der täglichen Kurzstrecken rein elektrisch zurückgelegt werden: Ein durchschnittlicher Autofahrer legt an 80% der Tage eines Jahres weniger als 40km zurück.

– Stichwort Brückentechnologie: Extern aufladbare Hybridfahrzeuge haben eine erheblich größere Gesamtreichweite als reine Elektrofahrzeuge. Dadurch haben sie eine wichtige Funktion auf dem Weg zu einer vollständigen Elektrifizierung der Antriebe.

ad 2. Kennzeichnung über ein Nummernschild

– Im Inland zugelassene KFZ: Kennzeichnung mittels Kfz-Kennzeichens.

– Im Ausland zugelassene KFZ: gesonderte Kennzeichnung über eine Plakette (so können ebenfalls Privilegien in Deutschland in Anspruch genommen werden).

– Begründung: Mit der Kennzeichnung wird auf den ersten Blick deutlich, dass Fahrzeug eine Privilegierung in Anspruch nehmen darf. Dies führt zu mehr Akzeptanz in der Bevölkerung und erleichtert Ordnungskräften die Arbeit. Zudem bietet es Nutzeranreiz diejenigen, die ihre umweltbewusste Fahrweise demonstrieren wollen.

ad 3. Park- und Halteregelungen

– Mit dem Elektromobilitätsgesetz erhalten die Kommunen die Möglichkeit, besondere Parkplätze nur für Elektrofahrzeuge an Ladesäulen zu reservieren oder Parkplätze kostenlos oder ermäßigt anzubieten.

ad 4. Nutzung von Busspuren (öffentliche Straßen / Wege, die für besondere Zwecke genutzt werden)

– Das Gesetz legt den allgemeinen Rechtsrahmen fest: kein Zwang, sondern ausdrücklich ein Förderangebot für die Kommunen.

– Auch hier liegt die Anordnungsbefugnis bei den Kommunen.

– Begründung: Nur vor Ort kann im Einzelfall beurteilt werden, wie stark Bussonderfahrstreifen bereits frequentiert sind und ob noch Raum für die Zulassung weiterer Verkehre verbleibt.

– Zum Schutz der Belange des ÖPNV hat BMVI zusätzlich noch eine neue Verwaltungsvereinbarung erlassen. Danach soll eine Freigabe der Busspuren nicht erfolgen, wenn die Belange des ÖPNV oder die Sicherheit und Leichtigkeit des Straßenverkehrs entgegenstehen.

ad 5. Aufheben von Zufahrtsbeschränkungen

– Elektrofahrzeuge fahren lokal emissionsfrei. Verursachen also weder Lärm noch Luftverschmutzung. Bestimmte Zufahrtbeschränkungen werden aber aus Lärmschutzgründen sowie zum Zwecke der Luftreinhaltung (z.B. Luftkurorte, Erholungsgebiete, Wohngebiete) angeordnet.

– Den Straßenverkehrsbehörden soll mit dem Gesetz die Möglichkeit eingeräumt werden, in diesen Bereichen Ausnahmen für Elektrofahrzeuge zu schaffen.

Befristung bis 2030

* Das Gesetz soll zum 30. Juni 2030 außer Kraft treten.

* Begründung: Es ist zu erwarten, dass sich elektrisch betriebene Fahrzeuge bis dahin im Markt durchgesetzt haben werden. Eine weitere Unterstützung ist dann voraussichtlich nicht erforderlich. Denn Bevorrechtigungen ergeben nur Sinn, wenn sie einer verhältnismäßig kleinen Gruppe gewährt werden.

* Ob einzelne Privilegierungen auch nach dieser Zeit erforderlich sind und wie diese aussehen und erhalten werden können, soll zum Ende des Befristungszeitraumes untersucht werden.

* Das Gesetz wird einer begleitenden Evaluierung unterzogen, um auf relevante aktuelle Entwicklungen eingehen zu können.

German government decides on privileges for electric vehicles

(English below)

The Bundestag has passed the so-called “electromobility Act” (Elektromobilitätsgesetz, EmoG) on 5 March 2015. The Federal Council has approved the law in its meeting on March 27, 2015. The law will come into force after promulgation in the Federal Law gazette. At the same time the required regulation and administrative frameworks are now being settled along the parliament.

The law defines what is meant by the term “electric vehicle” and how these vehicles have to be marked. In addition, the local communities get the formal opportunity to privilege these vehicles on the road (eg. when parking or use of bus lanes). By law, municipalities can at any time – in an unbureaucratic and flexible way – decide to take the appropriate action for their scope.

An essential regulatory content:

1. Definition of privileging to electric vehicles,

2. Marking on the license plate,

3. Parking and stopping regulations,

4. Use of bus lanes,

5. Granting access to currently forbidden roads

In detail:

ad 1. Definition of privileging E-Vehicles

The provisions in the Act refer to pure battery electric vehicles (cars and light trucks, two-wheelers), environmentally friendly externally rechargeable hybrid vehicles (plug-in) and fuel cell vehicles.

– Plug-in hybrids must meet the following criteria: carbon dioxide emissions must be a maximum of 50 grams per km or purely electrical minimum range has more than 30km amount (from 2018 minimum range of 40km).

– Justification : the minimum specified range of the vast majority of everyday short trips can be set purely electric: An average motorist daily travels in about 80% of the days per year is less than 40km.

– as bridge technology: External rechargeable hybrid vehicles have a significantly greater total range compared to pure electric vehicles. This gives them an important role on the path to full electrification of vehicles.

ad 2. Marking on the license plate

– Nationally registered car: marking by license plate.

– non-German vehicles: special marking on a plaque (allows to claim privileges in Germany).

– Justification: the marking is clear at first glance that vehicle may take a privilege claim. This leads to more acceptance among the population and facilitate law enforcement work. It also offers users an incentive those who want to demonstrate their environmentally-conscious driving style.

ad 3. parking and stopping regulations

– With the Electric Mobility Act, municipalities will have the opportunity to reserve special parking only for electric vehicles at charging stations or offer parking for free or reduced.

ad 4. use of bus lanes (public roads / paths that are used for special purposes)

– The law establishes the general legal framework: no coercion but specifically a support program for municipalities.

– Justification: Only in a local and regional responsibility it can be assessed on an individual basis how much bus lanes are crowded and whether there is room for the admission of additional traffic.

– To protect the interests of public transport, BMVI has additionally adopted a new administrative arrangement.

ad 5. removal of access restrictions

– Electric vehicles are driving with zero local emissions, thus causing no noise or air pollution. Certain access restrictions which have been arranged for noise abatement reasons and for the purpose of air pollution control (eg health resorts, recreational areas, residential areas) can now be removed.

– The road traffic authorities on regional or local level should be given with the law the opportunity to create exceptions for electric vehicles in these areas.

Expiration 2030

* The law is due to expire on June 30, 2030.

* Reason: It is expected that electric vehicles will have prevailed so far in the market. Further support is then most likely not necessary. Permissions beforehand only make sense if they are granted to a relatively small group.

* Whether individual privileges are required even after this time, and what they look like and can be obtained, will be examined at the end of the limitation period.

* The law is subjected to ongoing evaluation in order to respond to relevant recent developments.

Im Mai 1975, also vor genau 40 Jahren, lief der letzte Citroën SM vom Band. Das außergewöhnliche Modell ist auch heute noch ein Blickfang und begeistert mit seinem einzigartigen Design und mit dem leistungsstarken Maserati-Motor. Die Karosserie des von Citroën Chef-Designer Robert Opron entwickelte Stil-Ikone wurde von 1970 bis Mai 1975 im Werk Chausson nördlich von Paris 12.920 Mal gebaut und dann endmontiert im Werk am Javel, und galt als technisches Wunderwerk.

Im März 1970 feierte der Citroën SM auf dem Genfer Salon seine Premiere. Das Luxuscoupé, das auf die 1968 geschlossene Kooperation mit Maserati zurückgeht, wusste mit seinem leistungsstarken Maserati-Sechszylinder-Motor mit 2.670 cm3 und 170 DIN-PS bei 5.500 U/min sowie mit weiteren technischen Besonderheiten zu überzeugen: Hierzu zählten unter anderem das hydropneumatische Fahrwerk mit konstanter Bodenfreiheit, vier Hochdruck-Scheibenbremsen mit zwei unabhängigen Bremskreisen vorne und hinten und lastabhängiger Bremskraftregelung, eine völlig neu entwickelte Servolenkung sowie sechs Scheinwerfer mit automatischer Höhenkorrektur.

Der sportliche und zugleich luxuriöse Reisewagen feierte schnell erste Erfolge. Hierzu zählt beispielsweise sein erster Einsatz 1971 bei der Marokko-Rallye, bei der er auf Anhieb seinen ersten Sieg einfuhr. Das Ausnahmemodell war zu seiner Zeit mit einer Spitzengeschwindigkeit von 220 km/h das schnellste frontgetriebene Auto. Gleichzeitig konnte der Citroën SM durch sein hohes Maß an Komfort punkten. Die Kombination dieser Eigenschaften brachte dem Modell im Szenejargon schon bald den Beinamen “das fliegende Sofa” ein.

Einige Sondermodelle des Citroën SM sorgten ebenfalls für Aufmerksamkeit: Der Pariser Karosseriebauer Henri Chapron entwickelte den SM Mylord als Vollcabrio-Version sowie den SM Opera als verlängerte Version des SM Coupé. Ein besonderes Highlight stellte der von ihm konstruierte SM Présidentielle dar, bei dem es sich um ein viertüriges Cabriolet handelte, das exklusiv vom französischen Staat genutzt wurde und bei offiziellen Anlässen für François Mitterand und Jacques Chirac im Einsatz war.

Nach zwei Weiterentwicklungen in den Jahren 1972 und 1973 wurde die Produktion schließlich vor 40 Jahren, im Mai 1975 aufgrund der damaligen Energiekrise eingestellt. Insgesamt wurden 12.920 Exemplare des Citroën SM gebaut. 925 Fahrzeuge davon wurden in Deutschland zugelassen.

In May 1975, exactly 40 years ago, the last Citroën SM rolled off the production lines. This exceptional model is still an eye-catcher and thrilled with its unique design and the powerful Maserati engine. Developed by Citroën chief designer Robert Opron, the body of this style icon was built 12,920 times from 1970 to May 1975 at the factory Chausson north of Paris, finalized at the Javel factory, and was considered a technical marvel.

In March 1970, the Citroën SM celebrated its premiere at the Geneva show. This luxury coupe, which goes back to 1968 closed collaboration with Maserati, persuaded with its powerful Maserati-six-cylinder engine with 2,670 cm3 and 170 DIN hp at 5,500/min and with its other technical features: These included the hydropneumatic suspension to allow a constant ground clearance, four high-pressure disc brakes with two independent brake circuits on front and rear, and load-dependent brake force control, a newly developed power steering and six headlamps with automatic height correction.

The sporty and luxurious touring car quickly celebrated its first successes. These include for example its first use in 1971 in the Morocco Rally, when the SM made his first trophy right away. The exceptional model was way ahead of its time with a top speed of 220 km/h, thus being the fastest front-wheel drive car. Simultaneously, the Citroën SM was known by its high degree of comfort. The combination of these characteristics soon led to its nickname “the flying sofa”.

Some special models of the Citroën SM also generated attention: The Parisian coachbuilder Henri Chapron developed the “SM Mylord” as a full convertible version as well as the “SM Opera” as an extended version of the SM Coupé. A special highlight was Chapron’s “SM Présidentielle”, a four-door convertible which was exclusively used by the French state and was in use on official occasions of French presidents François Mitterrand and Jacques Chirac.

After two further developments in the years 1972 and 1973, production was finally stopped due the former energy crisis May 1975 about 40 years ago. In total 12.920 copies of the Citroën SM were built. 925 vehicles were registered in Germany.

The Techno-Classica Essen again has proven to be the most important fair on historic vehicles – 190.000 visitors, 2.500 vehicles, 1.250 exhibitors and 220 clubs were counted – by the way: that’s more visitors and exhibitors as on Frankfurt’s IAA (“Internationale Automobil-Ausstellung”)!

Many companies have taken the opportunity to connect their unique present to the current portfolio – and so also did the manufacturers CITROËN (along “Citroën C4 Cactus Aventure”, connecting to Ami6, GS Lihou and 2CV 4×4 Sahrar) and DS (German market premiere of the new DS-labeled DS5).

One of the takeaways and a well-sought collectors item are the posters and brochures published. Click on the pictures above to fetch the docs – and thanks to the manufacturers for creating not only their presence but also a huge interest into both marques!

La foire Techno-Classica – encore une fois merveilleux!

A nouveau la foire “Techno-Classica Essen” a prouvé être le plus important salon sur les véhicules historiques – plus de 190.000 visiteurs, 2.500 véhicules sur show, 1.250 exposants et 220 clubs ont été comptés – par la voie: voilà plus de visiteurs et d’exposants que sur IAA de Francfort (“Internationale Automobil-Ausstellung “)!

De nombreuses entreprises ont profité de l’occasion pour se connecter leur DNA historique avec le portefeuille actuel – et donc aussi fait les fabricants CITROËN (avec la “Citroën C4 Cactus Aventure”, la connexion à Ami6, GS Lihou et 2CV 4×4 Sahara) et DS (première du marché allemand de la nouvelle DS5 (DS marque)).

Am Samstag, den 9. Mai 2015 ab 12.00 Uhr wird der Technologie-Park Bergisch Gladbach zu einem besonderen Treffpunkt von Oldtimer-Enthusiasten. Mehr als 150 Personen mit über 75 Citroën DS- sowie diversen weiteren historischen Doppelwinkel-Fahrzeugen machen den Jubiläumsstammtisch „20 Jahre DS-Stammtisch Forsbacher Mühle“ zu einem einzigartigen Klassikauto-Treffen im Bergischen Land.

1995 gründete der Citroën DS-Liebhaber Frank Jesse den DS-Stammtisch Köln. Seither treffen sich Besitzer und Fans der legendären „Göttin“ regelmäßig zum Stammtisch „Forsbacher Mühle“, um sich über das historische „Jahrhundert-Auto“ auszutauschen.

Bei dem Jubiläumsstammtisch haben die Teilnehmer ab 12 Uhr die Gelegenheit, zu gemeinsamen privaten Touren mit ihrer DS ins Bergische Land aufzubrechen. Höhepunkt der Veranstaltung ist das Abendprogramm ab 18 Uhr – unter anderen mit Interviews mit DS-Fahrern und -Kennern sowie Vertretern der Marke Citroën und DS Automobiles sowie der Citroën Clubs in Deutschland.

60 Jahre DS

Auch die DS feiert in diesem Jahr ein großes Jubiläum: Vor 60 Jahren wurde die DS erstmals auf dem Pariser Automobilsalon der Öffentlichkeit präsentiert. Das legendäre Fahrzeug prägte wie kaum ein anderes den Automobilbau und zeugt von Innovationsgeist, Erstklassigkeit und Mut zu avantgardistischem Design. Zudem ist „die“ DS ein bedeutendes Symbol französischer Automobilkultur und Lebensart.

Seit ihrer Gründung 2014 kann sich die junge französische Premiummarke DS Automobiles auf ein außergewöhnliches Erbe stützen. Wie schon die DS aus dem Jahr 1955 vereinen auch die DS Modelle von heute bemerkenswertes Design, innovative Technologie, einzigartigen Komfort und Fahrspaß, edle Materialien, außergewöhnliche Raffinesse und große Liebe zum Detail – die Geschichte setzt sich also fort.

Klassikauto-Enthusiasten feiern historische DS

Über 160 Klassikauto-Enthusiasten mit mehr als 100 Oldtimern feierten am Samstag, den 9. Mai 2015 im Technologie-Park Bergisch Gladbach gleich zwei Jubiläen. Seit nunmehr 20 Jahren treffen sich Fahrer und Freunde der historischen DS zum „DS-Stammtisch Forsbacher Mühle“, um sich über das historische „Jahrhundert-Auto“ auszutauschen. Zugleich feiert die DS, die 1955 erstmals auf dem Pariser Salon vorgestellt wurde, in diesem Jahr ihren 60. Geburtstag.

Frank Jesse, Initiator und Organisator des DS-Stammtischs „Forsbacher Mühle“: „Wir blicken auf eine grandiose Jubiläumsfeier unseres DS-Stammtischs zurück.
