Nicht jedem ist bekannt – und geläufig – daß es zu Problemen im Ausland mit den sukzessive seit 1998 eingeführten Kfz-Kennzeichen mit EU-Kennung (“EU-Kennzeichen”) kommen kann, wenn die Kennzeichen nämlich den Trennungsstrich zwischen Zulassungsbezirk nicht mehr führen, in der “Zulassungsbescheinigung I” (Fahrzeugschein) dies jedoch mit Trennungsstrich ausgeführt wird.

Bei Abgleich der Kennzeichendaten schlossen italienische und österreichische Behörden, dass Kennzeichenschilder ohne Trennungsstrich und Fahrzeugpapiere mit Trennungsstrich nicht übereinstimmen und die Identität von Kennzeichenschild und Fahrzeugpapieren somit nicht gegeben ist. Zur Folge kann dies ein Bussgeld u.a. in Italien und Österreich haben, das bis zu eine Höhe von 500 Euro verhängt wurde.

Man mag kaum glauben, daß diese Behördenposse rund 15 Jahre nach Einführung der EU-Kennzeichen noch immer passiert, und nicht zumindest EU-weit bekannt und insbesondere geregelt ist – die Software in den EU-Kontrollgeräten sollte sicherlich diese Besonderheit mittlererweile berücksichtigen können.

Die “Initiative Kulturgut Mobilität” weist darauf hin, dass der Bund-Länder-Fachausschuss für Kfz-Zulassung das Problem erkannt hat und die Bundesländer aufgefordert hat, ihre Zulassungsstellen bei jeder Befassung mit Zulassungsfragen künftig zu bitten, auf die Übereinstimmung von Fahrzeugpapieren und Kennzeichenschilder zu achten.

Darüber hinaus hat es ein Anschreiben des Bundesministeriums für Verkehr, Bau und Stadtentwicklung (BMVBS) gegeben, das diesem Umstand Rechnung trägt:


“…Sehr geehrte Damen und Herren,

das Bundesministerium für Verkehr, Bau und Stadtentwicklung wurde durch die Länder darauf hingewiesen, dass im Rahmen der Ahndung von Verkehrsverstößen auch die Eintragung des amtlichen Kennzeichens in der Zulassungsbescheinigung, die mit Trennungsstrich vorgenommen wurde, obwohl die Kennzeichenschilder nicht mehr über einen solchen Trennungsstrich verfügen, in Italien und Österreich beanstandet wurde.

Dass das Kennzeichen auf der Zulassungsbescheinigung mit oder ohne Trennungsstrich geschrieben sein kann und beide Schreibweisen gleichberechtigt gültig sind, wird auf der Internetseite des BMVBS bereits angeführt.

Auf Grund zunehmender Anfragen der Presse und von Bürgern, die befürchten, bei Ihrer Urlaubsfahrt wegen des Trennungsstrichs in der Zulassungsbescheinigung bestraft zu werden, bitte ich die EU und EWR- Staaten darüber zu unterrichten, dass das Kennzeichen in der Zulassungsbescheinigung mit oder ohne Trennungsstrich geschrieben sein kann. Beide Schreibweisen sind gleichberechtigt gültig…“

Eine Empfehlung (keine rechtsverbindliche Aussage) ist, dieses Schreiben ausgedruckt mit sich zu führen und im Zweifelsfall vorzuweisen und auf Einsicht der Kontrollorgane hoffen.

Bureaucracy in EU may lead to problems with German number plates

In 1998 the European Union decided about the introduction of the new EU number plates while at the same time the old traditional number plates could continue to exist. That lead to the situation that new number plates in Germany did skip the “dash” whereas the old ones kept them.

Within the vehicle registration certificate (the one you carry with you when driving the car, “Fahrzeugschein”) the dash still continued to exist even though number plate did not.

Time to get bureaucracy to find its niche: When officials in Italy and Austria verified vehicle identity they discovered a discrepancy between the papers and the number plate: the dash was missing!

This could lead to the awkwards situation that German car drivers are confronted with abuse of vehicle registration and penalty of up to 500 Euro.

The German ministry of transportation (BMVBS) has issued a formal official paper which tries to mitigate this risk by informing officials that both variants do exist, and officials should not try to file a case due to bureaucracy issues.

La bureaucratie de l’UE peut conduire à des problèmes avec des plaques d’immatriculation allemandes

En 1998, l’Union européenne a décidé de l’introduction des nouvelles plaques nombre UE, tout en même temps les anciennes plaques de numéro traditionnels peuvent continuer d’exister. Cela pourrait conduire à la situation foux que les automobilistes allemands sont confrontés à des abus de l’immatriculation des véhicules et des pénalités pouvant aller jusqu’à 500 euros.

Le ministère allemand des transports (BMVBS) a publié un document officiel formelle qui tente d’atténuer ce risque en informant les fonctionnaires que les deux variantes existent, et les fonctionnaires ne devraient pas essayer de déposer une plainte en raison de problèmes de bureaucratie.

Eine ständige deutsche Vertretung bietet der DS Club Deutschland e.V. während des 15. ICCCR 2012 in Harrogate, Yorkshire an. Gedacht als Anlaufstelle für Gespräche, als täglicher Meeting Point oder einfach nur, um mal vorbeizuschauen und andere Citroënfahrer zu treffen. Der DS Club lädt ausdrücklich NICHT nur deutsche DS-Fahrer ein, sondern bietet eine Kommunikationsplattform für internationale Kontakte aller Modelle an.

Das Team rund um Ulrich Knaack und Markus Poweska wird täglich von Donnerstag, 9.8.2012 – Sonntag 12.08.2012 jeweils in der Zeit zwischen ca. 16:00 Uhr bis 18:00 Uhr (englischer Zeit), also zur traditionellen British Tea Time, für Gespräche, Fragen oder einfach nur zum Treffen und Reden auf einen guten Tropfen vor Ort sein. Erkennbar ist das sogenannte DeuDSche Eck oder German Corner an dem beleuchteten DS-Clubstand.

Mit im Gepäck sind die eigens angefertigten ICCCR-Clubtassen mit der Schwimm-DS (gestaltet von Stefan Sittig) sowie der begehrte ICCCR-Wein (freilich ein französischer, kein britischer Tropfen). Darüber hinaus soll es eine auf 50 Stück streng limitierte Ausgabe an Event-Shirts unterschiedlicher Größen geben, passend in British Racing Green. Hier gilt das Windprinzip: First come/first serve. Darüber hinaus sind auch einige Exemplare des Jahreskalenders 2013 (inkl. 2012) „Helena und das Cabrio“ am DeutDSchen Eck erhältlich.

Auch die Amicale Citroën Deutschland wird in Zusammenarbeit mit der CITROËN Deutschland GmbH den “German Corner” nutzen: Im Rahmen eines Preisausschreibens werden Poster-Sets des heiss begehrten Sonderdrucks der diesjährigen Technoclassica verlost. Die 4 Kunstdrucke mit Motiven von CITROËN Rosalie, DS, 2CV und DS5 sind 2012 in limitierter und numerierter Auflage erschienen.

Auch außerhalb der offiziellen Öffnungszeiten bietet der German Corner Sitzgelegenheiten und kann als Meeting Point genutzt werden. Täglich zur British Tea Time laden dann die Initiatoren zu einem regen Austausch bei einem Tröpfchen ICCCR-Wein ein.

15th ICCCR 2012 in Harrogate: “DeuDSches Eck” (“German Corner”) is a meeting point at pavillion “Clichy”

During the 15th International Citroën Car Clubs Rally (ICCCR) in Harrogate/Yorkshire, the “DS Club Deutschland” will offer a permanent German representation where visitors can talk, meet and greet, and settle new contacts to other Citroën drivers. The DS Club is not only inviting German Citroën DS drivers but rather is offering a communication platform for international contacts for any model and type of Citroën vehicles.

The organizers Ulrich Knaack and Markus Poweska will be available daily at the booth from Thursday 9th August until Sunday 12th August 2012 between 4pm and 6pm UK time (the traditional “British Tea Time”) to talk, answer questions or simply to meet and greet. The so-called “DeuDSches Eck” (“German Corner”) booth will be easily recognizable by the illuminated DS club visuals.

The team will bring unique handcrafted ICCCR club mugs showing a amphibic Citroën DS (design by Stefan Sittig) as well as the coveted ICCCR wine (a French wine of course, no British tipple). Moreover, 50 special edition event shirts of different sizes and appropriately colored in British Racing Green will be given away – “first come, first serve”. In addition there will be copies of the 2013 calendar (including 2012) „Helena und das Cabrio“ available at the “German Corner”.

In cooperation with CITROËN Deutschland GmbH, the Amicale Citroën Deutschland will be joining the “German Corner”: A competition will be issued which allowes participants to win one of the limited poster sets which have been released during the Technoclassica vintage car show in Essen/Germany this spring. The four art prints containing CITROËN Rosalie, DS, 2CV and DS5 motives are numbered and a limited edition.

Nur noch wenige Tage, dann ist es soweit: die internationale Citroën-Szene trifft sich zu ihrem alle 4 Jahre stattfindenden Welttreffen in Harrogate / Yorkshire. Tausende von Anmeldungen sind bereits eingetroffen. Die Organisation rechnet mit dem weltgrößten Citroën-Event in diesem Jahr und auf englischem Boden seit der erstmaligen Veranstaltung in den 1970er Jahren.

Citroën DS, Traction und 2CV sind zahlenmäßig die Hauptakteure dieser Veranstaltung und die bekanntesten Sympathieträger der Marke. Doch auch Exoten wie der in Slough von 1959-1964 in nur 211 Exemplaren gefertigte Citroën Bijou, Halbkettenfahrzeuge (“Kegresse”), M35, Tissier-Umbauten, Citroën-Vorkriegsmodelle und neueste Baureihen, sowie mehr als zwei Dutzend Citroën Ami werden neben Dutzenden von SM, GS, Dyane, CX, BX, XM und anderen erwartet.

Die Veranstalter sind euphorisch und präsentieren ein umfangreiches Programm für Fans und Familie – Harrogate ist eine Kurstadt ähnlich zu Baden-Baden und bietet viel Abwechslung für alle diejenigen, die nicht nur Doppelwinkel und Technik-Gespräche erleben wollen.

Ab Montag dem 6. August kann die Einfahrt ins Treffengelände beginnen – der offizielle Teil des Programms startet dann am Mittwochabend den 8. August 2012.

Die Organisatoren weisen noch einmal auf die vereinfachten Einfahrts- und Anmelderegelungen hin:

Latest News from “Citroën Mecca” Harrogate ICCCR 2012

Die Amicale Citroën unterhält seit längerem einen regelmäßigen Informationsaustausch mit dem VDA, dem Verband der deutschen Automobilindustrie. Als eine der größten Lobbyvereinigungen hierzulande hat der VDA seit längerem die Marktentwicklungen beobachtet und vor einigen Jahren eine eigene historische Fachabteilung etabliert, um dem wachsenden Interesse und Anforderungen an die Organisation gerecht werden zu können.

Viele der vom VDA im Umfeld historischer Automobile adressierten Themen decken sich mit den Ambitionen und Aufgaben der im Jahr 2004 gegründeten Amicale Citroën. Insofern unterstützt der Dachverband der nicht-kommerziellen Citroën- und Panhard-Clubs in Deutschland die VDA-Aktivitäten in diesem Zusammenhang. Gleichzeitig gilt es, die Wahrung der Interessen für die eigenen Clubs und ihrer Mitglieder, sowie den “französisch-deutschen Besonderheiten” zu gewährleisten: der Fahrzeuge, der in ihnen umgesetzten Technologien, der Menschen, die sie bewegen und erhalten, und der Kreativität und Innovation, die als Leitmotiv über Jahrzehnte den Automobilbau bei Citroën geprägt haben.

Zu Beginn des Jahres 2007 richtete der VDA das Referat “Historische Fahrzeuge” ein, um die Interessen der ständig größer werdenden Gruppierung von Oldtimerfreunden und -fahrern zu unterstützen. Besonders die immer strengeren Gesetzesinitiativen bezüglich Umwelt und Verkehrssicherheit sorgten in der Oldtimergemeinde für Verunsicherung, da bei einem großen Teil der historischen Fahrzeuge eventuell notwendige Modifikationen zur Erreichung neuer Standards aus technischen Gründen nicht möglich sind.

Die Traditionsarbeit hat auch bei den Mitgliedsunternehmen des VDA immer größere Bedeutung. Die deutschen Automobilhersteller nutzen ihre Historie, um ihre Markenwerte stärken, um Kunden und Mitarbeitern Orientierung zu geben und um sich von Mitbewerbern zu differenzieren. Jeder Fahrer eines Oldtimers wird als Markenbotschafter gesehen. Deswegen ist das steigende Interesse in der Bevölkerung an diesem Thema eine erfreuliche Entwicklung darstellt.

Gemeinsam mit den Traditionsverantwortlichen der deutschen Automobilhersteller Audi, BMW, Daimler, Ford, Opel, Porsche und Volkswagen sowie den Zuliefererfirmen Bosch und ZF Friedrichshafen wurde das Ziel formuliert:

Rahmenbedingungen schaffen, die den historischen Fahrzeugen das problemlose Betreiben auf öffentlichen Straßen auch künftig ermöglichen und erleichtern.

Dafür wurden auch Strukturen innerhalb des Verbands geschaffen: Im VDA-Ausschuss “Historische Fahrzeuge” sind AUDI, BMW, Daimler, Ford, Opel, Porsche und Volkswagen vertreten, sowie Zuliefererindustrie Bosch und ZF repräsentiert. Der Ausschuss trifft sich mindestens zweimal jährlich und erörtert v.a. relevante politische Themen.

Immer mehr Oldtimer, immer mehr im Fokus

Die Zahl der in Deutschland zugelassenen Oldtimer nimmt stetig zu. Der Zuwachs zeigt: Das Interesse an Klassik-Fahrzeugen nimmt stetig zu. Auch wir sehen das auch an immer mehr Artikeln in Tages- und Publikumszeitschriften. Mit dieser wachsenden Wahrnehmung historischer Fahrzeuge nehmen aber auch die politischen Aufgaben zu.

Bessere Datenbasis

Als Grundlage für die politische Arbeit wurden die Kern-Daten, Auswertungen und Statistiken auf eine wesentlich breitere Basis gestellt. So erfolgen jährliche Auswertungen und Publikationen zu den Themen H-Kennzeichen, Altersgruppierungen, Ranglisten der häufigsten Oldtimer und seit 2011 auch die jährlichen Besitzwechsel. Dazu die wichtigsten Ergebnisse und Erhebungen, die der VDA präsentiert:

  • KBA-Auswertung der Fahrzeuge mit H-Kennzeichen

    Der VDA veröffentlicht vor allen anderen die KBA-Auswertung zu historischen Fahrzeugen. 2011 ist die Zahl der PKW mit H-Kennzeichen wieder deutlich gestiegen: um 10,9 Prozent auf 231.064. Der Anteil der Fahrzeuge mit deutschem Ursprung liegt bei 65,2 Prozent, davon alleine 26.857 VW-Käfer.

    Die detaillierte Statistiken sind auf den Amicale Citroen Webseiten veröffentlicht (Anzahl seit 2002, häufigste Marken, häufigste Herkunftsländer, die 30 häufigsten Modelle).

  • Deutscher Oldtimer Index

    Der Index ermöglicht eine seriöse Beobachtung der Preisentwicklung klassischer Fahrzeuge. Der Deutsche Oldtimer Index berücksichtigt 88 Oldtimermodelle in Deutschland, ausgewählt aus rund 200.000 Datensätzen von Gutachten und Auktionsergebnissen.

    Seit 1999 hat der Index von 1000 auf 1941 Punkte zugelegt. Auch wenn der Index den „DAX“ damit vermeintlich überflügelt hat: Oldtimer sind als Investitionsobjekt in aller Regel wenig geeignet, da sich mit seinem Erwerb eine Reihe von Nebenkosten verbindet, die einen möglichen Wertzuwachs schnell absorbieren können.

  • Untersuchung der Besitzwechsel

    Für das Jahr 2010 erfolgte erstmalig eine Untersuchung der Besitzwechsel von Fahrzeugen mit H-Kennzeichen: 7 Prozent der gemeldeten Pkw mit H-Kennzeichen wechselten 2010 den Besitzer. Im gesamten Pkw-Bestand ist die Umschreibungsquote etwa doppelt so hoch (15 Prozent). Das zeigt: Wer sich einmal für einen Oldtimer entschieden hat, will ihn für lange Zeit behalten.

    Bei einem von classic-car-tax ermittelten durchschnittlichen Fahrzeugpreis von 13.800 Euro betrug der Gesamtverkaufswert für 2011 gut 200 Millionen Euro.

  • Allensbach-Studie

    Eine vom VDA mitgetragene Allensbach-Studie brachte neue Erkenntnisse zur wirtschaftlichen Bedeutung historischer Fahrzeuge. 4,42 Millionen Menschen haben demnach ein „besonderes Interesse“ an Oldtimern. Dabei handelt es sich zu 88 Prozent um Männer, das Durchschnittsalter der Interessierten beträgt 52 Jahre. Der Schwerpunkt des Interesses liegt auf Fahrzeugen der sechziger und siebziger Jahre.

    Lobby für Oldtimer: Politische Arbeit und Verbandsarbeit

    Arbeitsgemeinschaft Historische Fahrzeuge

    Der Rückblick aus VDA Sicht: 2007 stellte sich die Oldtimerszene sehr heterogen dar. Der VDA verfolgt deshalb die Stärkung und Professionalisierung der Interessenvertretung für historische Fahrzeuge. Es sollten einige wenige, dafür aber umso stärkere Interessensgruppen gebündelt werden, mit denen dann in abgestimmter Vorgehensweise politische Ziele verfolgt werden könnten. Mit dem ADAC und dem Zentralverband des deutschen Kraftfahrzeuggewerbes (ZDK) hat der VDA 2009 eine Arbeitsgemeinschaft etabliert, in der sich die Beteiligten regelmäßig abstimmen.

    Parlamentskreis „Automobiles Kulturgut“ im Deutschen Bundestag

    Als regelmäßige Kommunikationsplattform mit den Abgeordneten des Deutschen Bundestages hat der VDA den Parlamentskreis „Automobiles Kulturgut“ im Deutschen Bundestag initiiert. Der Parlamentskreis nahm im Mai 2009 offiziell seine Arbeit auf.

    Das Gremium dient als Frühwarnsystem: Der VDA wil damit erreichen, dass künftig niemand von politischen Initiativen und Entwicklungen, die sich auf historische Fahrzeuge auswirken können, überrascht wird. Die rund 40 Vertreter aus Oldtimerhandel, Fachmessen, Oldtimer-Medien, Prüfverbänden, Handwerk, Oldtimerclubs, und Automobilindustrie treffen sich zweimal jährlich mit Politikern. Den Vorsitz hat jeweils einer der 22 Abgeordneten des Kreises, zur Zeit Thomas Jarzombek (CDU).

    European Parliament – Historic Vehicle Group

    Auch im Europäischen Parlament existiert seit 2010 eine solche Plattform, auf der sich Abgeordnete und Interessenvertreter über die Belange historischer Fahrzeuge austauschen. Die Gruppe „European Parliament – Historic Vehicle Group“ (EP-HVG) trifft sich regelmäßig mit Vertretern des Weltverbands FIVA und des VDA. Vorsitzender der Gruppe ist Bernd Lange (SPD).

    Ein erster Schwerpunkt der Arbeiten ist eine EU-weit einheitliche Definition von historischen Fahrzeugen. Weiterhin soll eine Initiative hinsichtlich der Anerkennung von historischen Fahrzeugen als „Automobiles Kulturgut“ bei der Europäischen Kommission für Kultur eingeleitet werden (siehe unten).

    Weltverband FIVA

    Der VDA kooperiert auf europäischer Ebene eng mit dem Weltverband für historische Fahrzeuge (FIVA, Fédération Internationale des Véhicules Anciens). Für Deutschland ist der ADAC Mitglied des Verbands, der VDA nimmt als beratendes Mitglied an den Gremien teil. Mit der VDA-Unterstützung hat sich die FIVA zu einer schlagkräftigen Organisation entwickelt. Die FIVA konzentriert sich nun seit einiger Zeit auf die Erarbeitung eines Grundsatzpapiers zur Bewahrung des Kulturgutes Historische Fahrzeuge (“Charta von Turin” – siehe Berichterstattung der Amicale Citroën und detaillierter Abdruck der Charta dazu).

    Politische Themen: Was hat den VDA bisher beschäftigt?

    Eine wesentliche Aufgabe des VDA ist es, dafür Sorge zu tragen, dass die Oldtimer auch unter veränderten Rahmenbedingungen auf öffentlichen Straßen unterwegs sein können. Oldtimer können und sollen sich eben nicht anpassen an aktuelle Standards müssen. Sie sollen ihren ursprünglichen Charakter behalten können.

    Die ständige technische Weiterentwicklung gerade in Bezug auf Umwelt und Sicherheit birgt die Gefahr, dass die historischen Fahrzeuge immer mehr als Exoten oder gar als Risiko im öffentlichen Straßenverkehr gesehen werden könnten. Im Zuge der aktuellen Gesetzgebung wird es immer häufiger notwendig, Ausnahmeregelungen für ältere Fahrzeuge zu erwirken.

    Neue Regelungen des Gesetzgebers und der Behörden zielen in der Regel nicht auf Oldtimer, treffen sie aber unter Umständen dennoch in ihrer Existenz.

    Umweltzonen

    Mit jeder Fahrzeuggeneration werden Automobile schadstoffärmer und damit umweltfreundlicher. Bei der Einrichtung der sogenannten Umweltzonen als Reaktion auf die Luftreinhalte-Richtlinie der EU drohte die Gefahr, dass Oldtimer massenhaft aus den deutschen Innenstädten ausgesperrt werden. Die ursprünglich in Aussicht gestellten individuellen Ausnahmeregelungen der Kommunen wären bei weitem nicht ausreichend gewesen.

    Der VDA hat sich gemeinsam mit ADAC und ZDK für eine bundesweit einheitliche, generelle Ausnahmeregelung für alle Oldtimer eingesetzt. Über den Bundesrat wurde diese Befreiung eingebracht und schließlich in der Umweltzonen-Verordnung umgesetzt. Alle Oldtimer mit H-Kennzeichen sind von den ab 01.01.2008 in Kraft getretenen Fahrverboten in Umweltzonen generell ausgenommen.

    Wir befürchten, dass die Zufahrt in die Innenstädte für Oldtimer auch künftig wieder in Frage gestellt werden wird. Im Weißbuch Verkehrspolitik ist das Ziel formuliert, Fahrzeuge mit Verbrennungsmotor aus den Innenstädten zu verdrängen. Davon wären Oldtimer ausnahmslos betroffen.

    H-Kennzeichen-Richtlinie

    Der VDA hat bei der Erstellung der neuen Richtlinie zur Erlangung des H-Kennzeichens mitgewirkt. Dabei stand im Vordergrund, dass die Regelungen zum technischen Zustand und zur Originalität nicht aufgeweicht werden. Der Standard muss hoch bleiben. Der Gesetzgeber hat aus diesem Grund vorgesehen, dass die Prüforganisationen einheitliche Umsetzungsanleitungen erarbeiten sollen, was bisher allerdings nicht geschehen ist. Der VDA wird darauf achten, dass diese zügig vorgestellt wird.

    Telematik

    Im Jahr 2010 wurde die EU-Richtlinie zu Telematik und „Intelligent Transport Systems“ verabschiedet. Das Ziel dieser Richtlinie ist es, mit Telematik und intelligenten Systemen den Verkehr sicherer, effizienter und umweltfreundlicher zu machen. Dabei sollen Fahrzeuge und Verkehrsinfrastruktur vernetzt werden, um relevante Informationen auszutauschen.

    Die erforderliche “On-Board-Technologie” ist für historische Fahrzeuge jedoch nicht nachrüstbar. Deswegen hat sich der VDA gemeinsam mit der FIVA bereits seit der Formulierung des ersten Entwurfs der Richtlinie dafür eingesetzt, auf Oldtimer Rücksicht zu nehmen. Die Richtlinie enthält nun die klar Aussage, dass die Bestimmungen und Verfahren keine Gültigkeit für historische Fahrzeuge haben.

    Ausgestaltung des Wechselkennzeichens ist eine Enttäuschung

    Bei anderen bundesweit relevanten Entscheidungen konnten nicht ganz so erfolgreiche Resultate erzielt werden. Die Verordnung über Wechselkennzeichens wurde im Dezember 2011 vom Bundesrat verabschiedet. Für Oldtimerbesitzer werden die mit dieser Neuerung verbundenen Erwartungen nicht erfüllt. So können lediglich zwei statt, wie beispielsweise in Österreich, drei Fahrzeuge mit einem Kennzeichen zugelassen werden. Die erwartete Steuererleichterung kam nicht zum Tragen. Außerdem können Wechselkennzeichen nur für Fahrzeuge mit gleicher Kennzeichengröße verwendet werden, die aber bei Oldtimern und vor allem bei Motorrädern oft abweichen.

    Biokraftstoff E10

    Gerade auch im Parlamentskreis „Automobiles Kulturgut“ hat uns die Einführung des Biokraftstoff E10 beschäftigt. Wegen der befürchteten Unverträglichkeit des ethanolhaltigen Benzins ist es das Bestreben der Oldtimer-Interessierten, die langfristige Versorgung mit dem Kraftstoff E5 sicherzustellen. Es zeigte sich jedoch bei der Auswertung der verschiedenen Expertenbeiträge, dass die erwarteten Schäden bei der Verwendung von E10 bisher nicht eingetreten sind. In einigen Aspekten – zum Beispiel bei der befürchteten Korrosion im Tank – wurde deutlich, dass der neue Kraftstoff sogar ein besseres Verhalten als der bisherige aufweist.

    Politische Herausforderungen der Zukunft

    Europaweite einheitliche Definition

    Die gesetzlichen Rahmenbedingungen zum Betreiben eines Oldtimers sind in Deutschland wesentlich klarer als in vielen anderen Ländern Europas. Eine Bestandsaufnahme in den EU-Mitgliedstaaten hat gezeigt, dass es erhebliche Abweichungen in den gesetzlichen Rahmenbedingungen für historische Fahrzeuge hinsichtlich Mindestalter, Kennzeichnungsverordnung, technischer Überwachung und Besteuerung gibt.

    Mit den Parlamentariern der Historic Vehicle Group haben wir eine Definition erarbeitet, die in ihrer grundlegenden Aussage der deutschen Ausführung folgt. Bernd Lange hat dem Verkehrskommissar Kallas dazu einen Vorschlag unterbreitet. (Details über die Presseabteilung des VDA erhältlich).

    Ziel ist es, diese Definition in der neuen Richtlinie „über die technische Überwachung der Kraftfahrzeuge und Kraftfahrzeuganhänger“ (2009/40/EG) zu verankern. Bei allen weiteren Rechtsakten, die Oldtimer betreffen, soll diese Definition dann herangezogen werden.

    Unser Ziel ist es, Belange der Oldtimer auch auf europäischer Ebene in den politischen Prozess einzubringen. Mit einer einheitlichen Definition kann künftig sichergestellt werden, dass Oldtimer auch in europäischen Rechtsakten von vornherein berücksichtigt werden. Zum zweiten können so in Zukunft alle EU-Bürger ihre Oldtimer leichter betreiben.

    Anerkennung als Automobiles Kulturgut

    Oldtimer sind heute mehr als Kultobjekte, nämlich mobile Kulturgüter. Sie sind Zeitzeugen unserer Industriegeschichte und der gesellschaftlichen Entwicklung. Ähnlich wie denkmalgeschützte Häuser sollen deswegen auch Oldtimer einen besonderen Status erhalten. Der Weltverband für historische Fahrzeuge FIVA arbeitet dazu an der „Charta von Turin“. Sie folgt dem Vorbild der Denkmalschutz-Charta von Venedig und enthält genaue Vorgaben, wie Oldtimer als technisches, mobiles Kulturgut geschützt und bewahrt werden können. Sie soll nach Fertigstellung bei der Weltkulturerbe-Organisation UNESCO eingereicht werden.

    Entwicklung des Fahrzeugbestands

    Die Population von historischen Fahrzeugen wächst stark. Dieser Zuwachs wird in absehbarer Zeit nicht abreißen: In den kommenden Jahren werden voraussichtlich jedes Jahr mehr Fahrzeuge die Altersgrenze von 30 Jahren überschreiten. Die 1980er Jahre waren „zulassungsstarke“ Jahrgänge, der Fahrzeug-Bestand in Deutschland stieg in diesen Jahren noch deutlich an. Alleine von 1983 bis 1992 stieg die Zahl der zugelassenen Fahrzeuge um 52 Prozent.

    Je größer der Bestand von Fahrzeugen mit H-Kennzeichen wird, desto schwieriger könnte es werden, dass Oldtimer auch weiterhin als kleine Minderheit akzeptiert werden, für die Ausnahmen nicht ins Gewicht fallen.

    Möglicherweise wird die Politik in Zukunft versuchen, den Fahrzeugbestand mit H-Kennzeichen zu begrenzen: Dies wäre über eine Anhebung des Mindestfahrzeugalters, bisher 30 Jahre, oder durch eine Verschärfung der Kriterien für die technische Prüfung möglich.

    Grundsätzlich hält der VDA einen Oldtimerbestand von bis zu einem Prozent des Gesamtbestands an Kraftfahrzeugen in Deutschland für in Ordnung. Diese Zahl ist noch bei weitem nicht erreicht.

    H-Kennzeichen: Nicht jedes Fahrzeug, das alt ist, ist deswegen ein Oldtimer. Der VDA spricht daher nur noch von Fahrzeugen mit H-Kennzeichen. Denn nur hier ist absolute Klarheit im Hinblick auf Alter, Originalität und den technischen Zustand gegeben. Das ist auch politisch sinnvoll, denn nur Fahrzeuge mit H-Kennzeichen werden vom Gesetzgeber besonders behandelt. (Anmerkung: 56 Prozent aller Fahrzeuge über 30 Jahre tragen ein H-Kennzeichen)

    Verkehrssicherheit

    Die Zahl der Unfälle und Opfer im Straßenverkehr weiter zu reduzieren ist ein wichtiges Ziel der europäischen Verkehrspolitik. Dafür steht auch das „European Road Safety Action Programme“. Die Initiative hat das Ziel, die Zahl der Toten und Verletzten im Straßenverkehr bis 2020 zu halbieren.

    Das Programm misst auch Systemen der aktiven und passiven Sicherheit eine wichtige Rolle zu. Darunter fallen Systeme wie Intelligente Sicherheitsgurte, Müdigkeitswarner, Tagfahrlicht. Gerade die im Road-Safety Programm vorgeschlagene Nachrüstung aller technischen Änderungen bei älteren Fahrzeugen dürfte für Oldtimer kaum umsetzbar sein.

    Der VDA wird sich weiterhin dafür einsetzen, die Belange von Oldtimern zu schützen. Auch wenn sich die Lücke zwischen alten und aktuellen Fahrzeugen vergrößern wird: Historische Fahrzeuge haben eine sehr viel geringere Laufleistung und sind in aller Regel in einem überdurchschnittlich guten technischen Zustand. Damit spielen sie im Unfallgeschehen eine verschwindende Rolle.

    Neue umweltpolitische Gesetzgebung

    Im Zusammenhang mit ihrer Klimapolitik verfolgt die EU das Ziel, die Treibhausgase bis zum Jahr 2020 um mindestens 20 Prozent zu reduzieren. Aber auch andere Umweltthemen werden Auswirkungen auf das Betreiben von Oldtimern haben. Hier sei beispielhaft die zurzeit in der Überarbeitung befindliche Directive on Environmental Noise angesprochen. Auch wenn davon zunächst nur neue Fahrzeuge betroffen sind: Wenn neue Fahrzeuge deutlich leiser werden, sind am Ende nur Oldtimer „die Lauten“. Daher muss immer klar sein, dass für Oldtimer Ausnahmen gelten, weil sie schützenswert sind.

    Fazit

    Die immer strengeren umweltpolitischen Anforderungen und die immer höheren Standards bei der Verkehrssicherheit werden historische Fahrzeuge auch in Zukunft weiter vor Herausforderungen stellen. Die „technische Lücke“ wird zwischen aktuellen und historischen Fahrzeugen wird tendenziell größer. Deswegen brauchen wir auch in Deutschland künftig Ausnahmen von neuen Regelungen für Oldtimer.

    Das gemeinsame Ziel bleibt, dass neue Regelungen, Gesetze oder Verordnungen, auch in Zukunft so gestaltet werden, dass historische Fahrzeuge auf öffentlichen Straßen weiterhin ohne Einschränkungen unterwegs sein können. Dafür bleiben wir beständig am Ball.

    • Das Beobachten von Gesetzesinitiativen in Deutschland und der EU, die das Fahren mit Oldtimern einschränken könnten und der Versuch, diese im Sinne der Oldtimernutzung zu beeinflussen
    • Die Intensivierung europäischer Allianzen (zu den Oldtimerverbänden in England, Frankreich, Italien, in Deutschland u.a. über die Amicale Citroën)

    Gerade auf europäischer Ebene wollen wir Oldtimer stärker ins Bewusstsein der Politik rücken. Eine einheitliche europäische Definition könnte in Zukunft mehr Sicherheit und Anerkennung bringen.

    Oldtimer sind heute mehr als Kultobjekte, nämlich mobile Kulturgüter. Sie erfreuen sich eines positiven Images und stoßen bei immer mehr Menschen auf Interesse: Dieses positive Image müssen wir erhalten, damit die Fahrzeuge auch in Zukunft auf das notwendige politische Verständnis für ihre Besonderheiten stoßen. Gerade dafür wird die Charta von Turin ein großer Schritt nach vorne sein, damit historische Fahrzeuge als „Automobile Kulturgüter anerkannt werden.

    Wir werden in den kommenden Jahren mehr schöne, gut gepflegte Oldtimer auf unseren Straßen bewundern dürfen. Das bedeutet aber auch, dass wir intensiver für die Besonderheiten um Verständnis werben müssen. Das tun wir in Berlin und verstärkt auch in Brüssel.

    Lobbying for historical vehicles: the press talk with the Association of the German Automotive Industry

    The Amicale Citroën Deutschland has long been a regular exchange of information with the VDA, the “German Association of the Automotive Industry” (“Verband der deutschen Automobilindustrie”). Being one of the largest industry-specific lobbying groups in this country, the VDA has long been observing market developments and a few years ago established its own historic department to accommodate the growing interest and to meet requirements of the organization.

    Many of the VDA’s addressed topics in the context of historic automobiles are in line with the Amicale Citroën ambitions and tasks when the organisation has been formally established in 2004. Consequently, the association of all non-commercial Citroën and Panhard Clubs in Germany supports the VDA’s activities in related matters, while at the same time, the Amicale Citroën continues its mission to represent the interests of the clubs clubs and their members, as well as to relay the “Franco-German peculiarities” of the vehicles and the implemented technologies, the people who own and preserve the vehicles, and the creativity and innovation of Citroën that have shaped the automotive industry as a “leitmotif” for decades.

    In early 2007, the VDA established a dedicated unit for historic vehicles in order to assist the owners and the interests of the ever-increasing group of classic car enthusiasts. In particular, the increasingly stringent legislative initiatives concerning the environment and traffic safety regulations resulted in a larger uncertainty within the classic car community, since a large part of the historic vehicles may not be technically suitable to meet new necessary requirements imposed by authorities to the car’s built-in standard.

    The historical work has for the member companies of the VDA becoming increasingly important. The German car manufacturers integrate their famous historical heritage to reinforce their brand values ​​to customers and employees with respect to orientation and to differentiate themselves from their competitors. Every driver of a classic car is being perceived as a positive brand ambassador. Consequently, a positive development in the along a growing interest in the population is visible.

    Together with the traditional leaders of the German car manufacturer Audi, BMW, Daimler, Ford, Opel, Porsche and Volkswagen, along with the supplier Bosch and ZF Friedrichshafen, the following objective was formulated by the VDA:

    Establish a framework to facilitate the smooth operation of the historic vehicles on public roads in the future.

    Therefore, organisational structures were created within the association: The VDA established a committee “Historic vehicles”. Members are representatives from manufacturers like Audi, BMW, Daimler, Ford, Opel, Porsche and Volkswagen, as well as industry suppliers represented by Bosch and ZF. The committee meets at least twice a year and discusses relevant policies and objectives.

    More and more heritage works in focus nowadays

    The number of officially registered vintage vehicles in Germany is continuously increasing. The increase shows that also the interest into this sector is increasing. Also we are seeing it more and more articles in daily and popular magazines. With this growing awareness of historic vehicles it is also on the involved and affected parties to consquently be aware and take an active role in the related political tasks.

    Needs for a better data base

    As a basis for political work, facts are important. The core data, reports and statistics have to be aggregated on a much broader basis. The VDA is capable of aggregating such figures on historic plate, age groupings, rankings of the most common and classic cars, and since 2011 also the annual change in ownership. Some of the published reports and data sets:

    Official evaluation of the vehicles registered with historical license plate

    The VDA is the first to publish the official statistics published before anyone else does. The data is based on the German “Federal Motor Transport Authority” (Kraftfahrtbundesamt, KBA) statistics.

    In 2011 the number of cars with H number plate has again increased significantly, by 10.9 percent to 231.064 vehicles. The proportion of cars with German origin is at 65.2 percent, amongst them the top of the list being the classic VW Käfer (“old Beetle”) with 26.857 units.

    The detailed statistics are available on the website of Amicale Citroën (data since 2002, most common brands, most frequent countries of origin, the 30 most common models etc.).

    German classic car index

    The index provides a reliable monitoring of prices of classic cars. The German index includes 88 vintage classic car models in Germany, selected from about 200,000 records of expert reports and auction results.

    Since 1999, the index has increased from 1000 to 1941 points. Even if the index is the “Dow Jones” that supposedly outstripped: vintage vehicles as an investment property are generally not suitable. That is mainly because after a vehicle’s purchase a number of additional costs can arise which can absorb quickly the expected increase of value. Example are costs due to repair and maintenance, tax and insurance, storage, membership fees etc.

    Investigation of the change in ownership

    For the first time in 2010 an investigation of the change of ownership of vehicles with H license plate was performed. 7 percent of historically registered passenger cars in 2010 changed owners. For non-historic car ownerships, the transfer rate is about twice as high (15 percent). This shows that those who have once chosen a classic car wants to keep them for a long time.

    “Classic Car Tax”, an association specialized on taxation and insurance, determined for 2011 an average vintage vehicle price of 13,800 € which determined the total sales value of 200 million Euro for 2011 for historic cars.

    Allensbach study

    One of the most well-known and respected opinion and market research institutes in Germany today is the “Allensbach Institute”. A study recently conducted by Allensbach and co-sponsored by the VDA brought new insights into the economic importance of historic vehicles. In Germany, 4.42 million people have therefore a “special interest” in vintage cars. Mainly 88 percent are men who are interested into this subject. The average age of those interested is 52. The focus of interest is on cars of the 1960s and 1970s.

    Looking back from a VDA perspective: In 2007, the vintage vehicle environment is very heterogeneous and fragmented. The VDA thus pursues the strengthening and professionalisation of advocacy for historic vehicles. There should be few, but to be more stronger interest groups combined, which could be pursued in a coordinated approach with joint political goals. With the ADAC and the “Confederation of German Motor Trades and Repairs” (Zentralverband des deutschen Kraftfahrzeuggewerbes, ZDK), the VDA has established a working group in 2009, in which the participants take decisions on a regular basis.

    As regular communications platform with members of the Bundestag, the VDA has initiated the parliamentary group “Automobiles cultural property” in the German Bundestag. The parliamentary group officially started its work in May 2009.

    The committee serves as an early warning system: One of the goals of the VDA is to make sure that none of the political parties which are involved into initiatives and decisiontaking that that may affect historic vehicles, will be surprised. The approximately 40 representatives from classic car traders, trade shows, vintage media, certification and taxation authorities, craftmanships, classic car clubs and automotive industry will meet twice annually with politicians. It is chaired by each of the 22 deputies of the district, currently by Thomas Jarzombek (conservatives).

    Also in the European Parliament since 2010 there such a platform to exchange information on the issues of historic vehicles between the Members of Parliament and the different stakeholders. The group “European Parliament – Historic Vehicle Group” (EP-HVG) meets regularly with representatives of the World Association of FIVA and the VDA. Chairman of the Group is Bernd Lange (socialists).

    An initial focus of the work is an EU-wide uniform definition of vintage vehicles. Further, an initiative regarding the recognition of historic vehicles as “Automobile Heritage” as cultural assets is at the European Commission (see below).

    FIVA World Association

    The VDA is cooperating closely on the European level with the World Association for Historical Vehicles (FIVA, Fédération Internationale des Véhicules Anciens). For Germany, the ADAC (“Allgemeiner Deutscher Automobil Club”, Germany’s biggest automobile club with more than 14 million members) is member of the association, and the VDA participates as an advisory member on the Boards. With the support of the FIVA, the VDA has developed into a powerful organization. For some time now, the FIVA is focused to develop a policy paper on the preservation of cultural heritage of Historic Vehicles (known as the “Charter of Turin” – see coverage of the Amicale Citroën and detailed facts on this Charter).

    Political issues: What has the VDA been devoted to?

    A key task of the VDA is to ensure that vintage vehicles can also be participating in tomorrow’s traffic on public roads under changing conditions. Vintage vehicles can not and should not just have to adapt to current standards. They should be able to retain their original character.

    The constant technological evolution, particularly in relation to environmental and security, involves the risk that the historical vehicles could be seen as more exotic or even as a risk on the public roads of tomorrow. Due to increasing demands by the current legislation, it is also increasingly necessary to insist on settling the exemptions for older vehicles.

    New rules created by the legislator and the authorities generally do primarly address vintage vehicles. But those may still be affected in their existence by upcoming regulations.

    Environmental zones

    With each generation of vehicles, automobiles are less polluting and thus environmentally friendly. When setting up the so-called “environmental zones” in response to the Air Pollution Control Policy of the EU, there was a danger that vintage will be locked out “en masse” from the German city centers. The originally planned exemptions issued by the individual municipalities, cities and counties would have been far from sufficient.

    The VDA is working together with ADAC and ZDK for a nationally standardized, general exemption for all classic cars. Via the government’s Federal Council the exemption was finally introduced and implemented in the national “environmental zone regulation”. All classic cars with H-plates have obtained an exemption from the bans which came into effect from 01.01.2008 in general environmental zones.

    We are concerned that the access for vintage cars to the inner cities will be questioned in the future again. Within the “Weissbuch” white paper on transport policy, the goal is defined to exclude vehicles with internal combustion engines from the inner cities. By that, any vintage vehicle would be affected, without any exception.

    H-licensing policy

    The VDA has been involved in the creation of the new policy to obtain the H-plate. One of the main positions to keep was that the regulations with respect to the technical condition and originality are not to be softened. The standards must remain high. The legislature has provided for this reason that the testing organizations are to develop consistent implementation guildelines, however that has not happened yet. The VDA will ensure that these will be introduced quickly.

    Telematics

    In 2010 the EU Directive on telematics and “intelligent transportation system” (ITS) was adopted. The aim of this directive is to ensure that tomorrow’s traffic is safer, more efficient and environmentally friendly by means of adaptation with telematics and intelligent transport systems. A networked vehicle and transport infrastructure is provided in order to exchange relevant information.

    The required “On-Board Technology” though can not be retrofitted for use in vintage vehicles. Therefore, VDA and FIVA jointly have been striving for the formulation of the first draft of the policy to consider vintage vehicles. The policy now includes a clear statement that the provisions and procedures are not valid for historic vehicles.

    Implementation of exchangeable number plates in Germany is a disappointment

    On other nation-wide decisions in legislation the achieved results have not been as successful as initially planned. The exchangeable number plate (“Wechselkennzeichen”) was adopted in December 2011 by the Federal Council. For classic car owners the expectations associated with this change are not met. While in Austria three vehicles can be registered with one plate set, in Germany only two vehicles are allowed to be registered with a license plate set. The estimated tax relief did not come into execution. In addition, exchangeable number plates can only be applied for vehicles with the same number plate size, but often may differ when applying to vintage cars and especially motorcycles.

    E10 biofuel

    Especially in the German Parliament group „Parlamentskreis Automobiles Kulturgut“ the introduction of the E10 biofuel has kept the VDA and other members busy for some time. Because of the potential implications of the 10% ethanol-containing gasoline on engine and components, ensuring the long-term availability of E5 fuel (with 5% ethanol) is an objective of the group. But it turned out in the evaluation of the various contributions from experts that the expected damage from the use of E10 not yet has occurred. In some respects – for example, the dreaded corrosion in the tank – it became clear that the new fuel has even better performance than the previous.

    Political challenges of the future

    European uniform definitions

    The legal framework for operating a classic car in Germany are much clearer than in many other European countries. A survey in the EU Member States has shown that there are significant differences in the legal framework for historic vehicles with regard to age, labeling regulations, technical control and taxation.

    In cooperation with the parliamentarians of the Historic Vehicle Group, the VDA has developed a definition that follows the basic statement of the German version. Bernd Lange has submit a proposal to the EU Transport Commissioner Mr. Kallas. (Details available from the VDA press department).

    The aim is to anchor this definition in the new directive on the Directive 2009/40/EC of the EU parliamend and of the council, “Directive on roadworthiness tests for motor vehicles and their trailers”. In all other legal acts relating to vintage vehicles this definition should be used then.

    The goal is to introduce concerns of vintage vehicles into the political decisiontaking process on a European level. With one common definition it can be ensured in the future that vintage vehicles are taken into account in European legislation right from the start. Additionally all EU citizens can operate their vintage vehicles more easily in the future.

    Recognition as a Automotive Cultural Heritage

    Classic cars are now more than objects of cult objects: especially they are mobile cultural assets. They are witnesses of our industrial history and our social development. Similar to preservation of sites of historic interest therefore a special vintage vehicle status should be established. The World Association for Historical Vehicles (Fédération Internationale des Véhicules Anciens, FIVA) is working on the “Charter of Turin”. It follows the model of the monument’s “Charter of Venice”, and contains detailed requirements, such as how vintage cars can be protected and preserved as an industrial, mobile heritage. After completion it should be submitted to the UNESCO, the World Cultural Heritage Association.

    Development of the vehicle population

    The population of historic vehicles is growing rapidly. This increase will not change any time soon: In the coming years it is expected that more and more vehicles will exceed the age limit of 30 years. In the 1980s, a large number of cars were registered within Germany. Between 1983 to 1992 alone, the number of registered vehicles increased by 52 percent.

    The larger the number of vehicles with historic registration is, the harder it might get to implement the perception that classic vehicles are still accepted as a small minority that do not have to meet certain exceptions.

    One potential strategy could be to change the future policies for registraion of vintage vehicles, either by raising the minimum age of the vehicles (so far, at least 30 years) or by tightening the criteria for the technical examination and approval.

    Basically, the VDA regards a share of up to one percent of the total number of cars registered as historic vehicles to be acceptable. This figure is still far from being achieved.

    One side note on the historic number plate: Not every vehicle that is old is already a vintage vehicle. The VDA therefore speaks only of vehicles with historic number plates. Only then an absolute clarity in terms of age, originality and the technical condition is given. It is also politically useful, as only cars with special historic license plates are treated accordingly by the legislation. (Note: 56 percent of all vehicles over 30 years are registered with historic number plate in Germany).

    Traffic Safety

    Reducing the number of accidents and victims of road traffic continues to be an important objective of the European transport policy. This is also the “European Road Safety Action Programme”. The goal of the initiative is to halve the number of deaths and injuries on the roads by 2020.

    The program also puts a special focus on the implementation of active and passive safety systems into vehicles. These include systems such as smart seat belts, fatigue warning systems, daytime running lights etc. Especially in the road safety program proposed technical changes to retrofit all older vehicles is unlikely to be feasible for classic cars.

    The VDA will continue its effort to protect the interests of vintage cars. Even if it is to widen the gap between ancient and modern cars: Historic vehicles have a much lower mileage and are generally above average in a good technical condition. Thus they play an insignificant role in the accident statistics.

    New environmental legislation

    In connection with its climate policy, the EU aims to reduce greenhouse gases by 2020 by at least 20 percent. However, other environmental issues will have an impact on the operation of vintage cars. As one example, the currently addressed Directive on Environmental Noise is under revision.

    Although initially only new vehicles will be affected: when new vehicles are clearly less noisy, at the end of the day vintage cars are the only ones being perceived as noise polluting objects. Therefore the mission is to clearly apply for exceptions for vintage vehicles because they are worth being protected.

    Conclusion

    The increasingly stringent environmental requirements and ever-higher standards of safety will create new future challenges for historic vehicles. The “technological gap” between current and historic vehicles will tend to be larger. Therefore in the future we will need exceptions to the new regulations for classic cars in Germany.

    The common goal is that new regulations, laws or regulations that are being established in the future are designed in a way that historic vehicles can continue to join traffic on public roads without restrictions.

    • The observation of legislative initiatives in Germany and within the EU which could limit driving a vintage vehicle, and trying to influence them in the benefits for the vintage vehicle
    • The intensification of European alliances (along the classic associations in England, France, Italy, in Germany, including the Amicale Citroën)

    Precisely at the European level, the intention is to put more awareness to political decisiontakers involved into shaping the legislation which affects vintage vehicles. A common European definition could bring more security and recognition in the future.

    Classic cars are now more than objects of cultural desire: they are mobile cultural assets. They enjoy a positive image and create more and more interest at an increasing number of people. This positive perception needs to be preserved to generate the necessary political understanding of their characteristics for future legislative decisiontakers. Especially the definition of the “Charter of Turin” will be a big step forward so that vehicles will be officially and formally recognized as a “Automobile Heritage” asset.

    We may be able to admire in the next coming years more beautiful, well-maintained vintage vehicles on our roads. This also means that we must intensively promote the vintage specifics to create the necessary understanding in politics and society. That’s what the VDA does in Berlin and, increasingly, on EU level in Brussels.

    Der Verband der deutschen Automobilindustrie (VDA) ist bereits seit den ersten Konsultationen zum Thema der Änderungen zur technischen Überwachung von Kraftfahrzeugen (umgangssprachlich “TÜV-Prüfung”) in der EU-Kommission tätig. Bei dem in der letzten Woche vorgestellten Papier handelt es sich um einen Vorschlag der Europäischen Kommission, welcher vor einer eventuellen Ratifizierung durch das Europäische Parlament sicherlich noch einige Änderungen erhalten wird, so die Ansicht des VDA. Ziel aller Aktivitäten der Kommission ist die Reduzierung der verkehrsbedingten Unfallopfer.

    Wie bei fast allen gesetzlichen Aktivitäten liegt der Fokus nicht auf den Belangen der Oldtimer (Historischen Fahrzeuge). Trotzdem könnte die eine oder andere Maßnahme Auswirkungen auf das Betreiben oder Erhalten dieser Fahrzeuge haben. Durch rechtzeitige Aufnahme von Diskussionen mit den relevanten Stellen in Brüssel (erste Eingaben gehen auf Ende 2010 zurück) konnten im o.a. Vorschlagspapier einige Formulierungen eingebracht werden, die die Interessen von Oldtimerfahrern berücksichtigen. Dabei hat sich der VDA eng an der Vorgehensweise des Weltverbands FIVA orientiert, der sich in dieser Sache stark engagiert hat. Der VDA wird hinsichtlich der einen oder anderen Stelle noch weiter wegen Präzisierung der entsprechenden Formulierungen verhandeln, glaubt jedoch, dass bisher im Grundsatz ein gutes Ergebnis erreicht wurde.

    Die entsprechenden Passagen bezüglich Historischer Fahrzeuge lauten wie folgt:

    Regulation of the European Parliament and of the European Commission Council on periodic roadworthiness tests for motor vehicles and their trailers and repealing Directive 2009/40/EC

    The Association of German Automobile Industry (“Verband der deutschen Automobilindustrie”, VDA) has been active since the first consultation on the changes to the technical inspection of motor vehicles (known colloquially as MOT or “technical inspection”) in the EU Commission. The European Commission presented last week a proposal in this matter which before any ratification by the European Parliament will certainly get a few more changes, at least that is what the VDA expects. The goal of all activities of the Commission is to reduce traffic-related accident victims.

    As with almost all legal activities, the focus is not on the requirements towards vintage / historic vehicles. Regardless, one or the other measure may affect the operation of these vehicles. By timely recording of discussions with the relevant authorities in Brussels (first entries date back to late 2010) some proposed formulations are introduced, taking into account the interests of classic vehicle riders. Here, the VDA has closely cooperated with the FIVA which has been heavily involved in this matter. In detail, the VDA is proposing to adapt one or two points for clarification of the relevant terms, however, believes that up to now in principle a good result was achieved.

    The relevant passages regarding Historic vehicles are as follows:

    Paquet «contrôle technique»: Proposition de RÈGLEMENT DU PARLEMENT EUROPÉEN ET DU CONSEIL relatif au contrôle technique périodique des véhicules à moteur et de leurs remorques et abrogeant la directive 2009/40/CE

    L’Association de l’industrie automobile allemande (“Verband der deutschen Automobilindustrie”, VDA) a été actif depuis la première consultation sur les modifications apportées à l’inspection technique des véhicules à moteur (connu familièrement comme “contrôle technique”) dans l’UE-Commission.

    Dans le document présenté à la semaine dernière il ya une proposition de la Commission européenne, qui sera certainement obtenir quelques changements de plus avant toute ratification par le Parlement européen, c’est l’avis de la VDA. Le but de toutes les activités de la Commission est de réduire les victimes d’accidents liés à la circulation.

    Comme presque toutes les activités juridiques, l’accent est mis non pas sur les besoins des véhicules historiques. Peu importe, on peut expecter que l’un ou l’autre mesure peut affecter le fonctionnement des véhicules anciennes. Le VDA a supporté la FIVA en adapter les reglements pour les anciennes. Le VDA est en termes de un ou deux points continuent de négocier des éclaircissements sur les termes pertinents, cependant, croit que, jusqu’à présent, en principe, un bon résultat a été atteint.

    Der FIVA-Bericht zu vorgestellten politischen Aktivitäten im Rahmen der europäischen Gesetzgebung:

    Vorstellung der FIVA-Position gegenüber Abgeordneten des Europa-Parlaments

    Im April schlug die Europäische Kommission eine neue Verordnung zur Regelung des Fahrzeugscheins vor, um den Verwaltungsaufwand zu reduzieren, der durch die Notwendigkeit entsteht, wenn ein Fahrzeug neu registriert oder umgemeldet werden muss, wenn es oder der Eigentümer in einen anderen EU-Mitgliedstaat umzieht (siehe letzte Ausgabe der FIVA-Informationen auf der Homepage der FIVA).

    Der Vorschlag wurde nun dem Europäischen Parlament zur Prüfung geschickt. Gleichzeitig hat die FIVA ihre Position zu der vorgeschlagenen Verordnung den jeweiligen Berichterstattern in den Ausschüsse mitgeteilt, darunter Toine Manders (NL) und Hubert Pirker (AT) im Verkehrsausschuss. Darüber hinaus hat die FIVA ihre Position den Vorsitzenden beider Ausschüsse, Malcolm Harbour und Brian Simpson, mitgeteilt, die an den EU-Parlament “Historic Vehicle Group” Sitzungen teilnehmen, sowie Bernd Lange.

    FIVA-Position:

    • Die FIVA stellt fest, dass einige Fahrzeuge keine Zulassungspapiere besitzen und dass gelegentlich einige dieser Fahrzeuge innerhalb der EU verkäussert werden;
    • Die FIVA fordert die Gesetzgeber auf, anzuerkennen, dass in einigen EU-Mitgliedstaaten bereits eine Regelung existiert, die eine relativ einfache Verwaltung von Fahrzeugen ohne existierende Zulassungspapiere ermöglicht – während in anderen Mitgliedsstaaten Behörden nicht zur konstruktiven Mitarbeit bereit sind, was dazu führt, daß Fahrzeuge nicht in Betrieb genommen werden können, weil sie entweder nicht mit neuen Zulassungsdokumente ausgestattet werden oder weil sie als “neu” eingestuft sind und daher nicht in der Lage sind, den modernen Anforderungen an Sicherheit und Umweltbedingungen zu genügen. Daher:
    • fordert die EU-Gesetzgeber auf, eine Regelung für die Behörden der Mitgliedstaaten zu schaffen, die eine konsistente, effiziente und effektive Vorgehensweise in dieser Angelegenheit zu gewährleisten soll, und schlägt vor, dass:
    • die Verordnung aufzugreifen, die zuvor in der Verordnung Nr. 183/2011 vom 22. Februar 2011 zur Änderung der Anhänge IV und VI der Richtlinie 2007/46/EG, Anhang in Anlage 2, Punkt 0, festgesetzt wurde und dem es heißt: “…In Ermangelung einer Typzulassung kann die zuständige Behörde alternativ auf zur Verfügung stehenden dokumentierten Nachweis des Zeitpunkts der Herstellung oder dokumentierte Nachweise des Ersterwerbs verweisen.”

    Das Europäische Parlament wird die Verordnung voraussichtlich nach der Sommerpause adressieren.

    Europa-Parlament – Historic Vehicle Group

    Die “European Parlament Historic Vehicle Group” traf sich am 10. Mai. Teilnehmer waren Bernd Lange MdEP (Vorsitzender), Wim van de Camp MdEP, Malcolm Harbour MdEP, der Assistent von Marian Harkin, MdEP, Timothy Kirkhope MdEP, Jiří Maštálka MdEP, Mike Nattrass MdEP, Ivari Padar MdEP, der Assistent von Fiorello Provera, MdEP, Brian Simpson, MdEP, Robert Sturdy MdEP. Szabolcs Schmidt, der neue Leiter der Road Safety Unit der Europäischen Kommission GD MOVE nahm auf Einladung der Gruppe an der Sitzung teil.

    Auszüge des Sitzungsprotokolls:

    • Die FIVA präsentierte die wichtigsten Ergebnisse einer in Großbritannien im Jahr 2011 durchgeführten Studie zu historische Fahrzeugen; hier einige Eckdaten:
      • die Wirtschaftskraft in Großbritannien beträgt 4,3 Milliarden Pfund (davon entfallen 70 Mill. Pfund auf die britischen Fahrzeug-Museen und 22 Millionen Pfund durch die rund 500 britischen Clubs);
      • 28.000 Menschen verdienen ganz oder teilweise ihren Lebensunterhalt in Großbritannien direkt oder indirekt mit Arbeit rund um historischen Fahrzeuge: 79% arbeiten in Vollzeit, 17% in Teilzeit und 4% sind Auszubildende;
      • auf historische Fahrzeuge entfielen 0,24% der insgesamt von Autos in GB zurückgelegten Meilen im Jahr 2011;
      • 82% der historischen Fahrzeuge werden nicht mehr als zweimal im Monat genutzt;
      • 50% der historischen Fahrzeuge legen weniger als 500 Meilen pro Jahr zurück;
      • 68% der historischen Fahrzeuge werden auf einen Wert weniger als 10.000 Pfund geschätzt;
      • mehr als 850.000 Fahrzeuge, die vor 1981 hergestellt wurden, sind noch in Betrieb;
      • sieht man von Erwerb und Restaurationskosten einmal ab (die nicht übliche Jahresverbrauchkosten für Oldtimer sind), geben britische Oldtimer-Besitzer durchschnittlich pro Kopf 2.900 Pfund für die Erhaltung und Nutzung ihrer historischen Fahrzeuge aus, sowie für Kauf von Publikationen und
        Teilnahme an Veranstaltungen.
    • Der Blick in die EU-Zukunft: Die Gruppe kam überein, dass EU-weite Daten – insbesondere von der Umfang und Volumen der Wirtschaftskraft des Oldtimer-Markts sowie damit verbundener Veranstaltungen, Museen etc. – für die politischen Entscheidungsträger der Europäischen Union bewusst sein sollten. Eine Diskussion über die Auswirkungen auf den branchenspezifischen Handel und Handwerk führte zur Schlußfolgerung, auch die notwendigen Fähigkeiten und Qualifizierungen darzustellen, diesen Wirtschaftszweig und seine Wirtschaftskraft zu verstehen, ihn zu erhalten und weiter auszubauen, um auch zukünftig die Anforderungen des Markts bedienen zu können. wurde vereinbart, dass eine Annäherung an die Europäische Kommission “Generaldirektion Unternehmen und Industrie (DG ENTR)” sowie “Generaldirektion Bildung und Kultur (DG EAC)” gemacht werden soll, um ein entsprechendes Projekt innerhalb der EU-Kommission zu initiieren. (Die Kommission ist in Abteilungen – so genannte Generaldirektionen (GDs) – und Dienststellen gegliedert.)
    • Verkehrssicherheit: Szabolcs Schmidt erklärte, dass der erwartete Vorschlag für eine Anpassung der Richtlinie zur Regelung der Hauptuntersuchung bis zum Sommer fertig sein soll.
    • Kfz-Zulassung: Die FIVA erklärt seine Position wie oben beschrieben. Die EU-Gruppe kam überein, die Position der FIVA zu überprüfen.

    Europäische Kommission erwartet Kommentierung der Regelung zur Neuordnung zur urbanen Verkehrspolitik

    Die Europäische Kommission ersuchte im Juni die Parteien zur Kommentierung des von der Europäischen Kommission vorgelegten Aktionsplans zur städtischen Mobilität. Die FIVA hat dazu einen Kommentar abgegeben, in dem sie darauf hingewiesen hat, dass in dem Dokument, welches die Kommission in der gesamten EU und den Städten verbreitet, insbesondere keine Hinweise zu finden sind, die die Nutzung historischer Fahrzeuge in Umweltzonen erlaubt.

    Darüber hinaus hat die FIVA die Gelegenheit genutzt, die Kommission über die in diesem Zusammenhang existierenden positiven Bestimmungen und Gesetze, die der FIVA bekannt sind, zu informieren und auf diese hinzuweisen.

    CO2-Emissionen der neu zugelassenen Fahrzeuge um 3,3% im Jahr 2011 zurückgegangen

    Die Europäische Umweltagentur (EUA) hat berichtet, dass die in der EU im vergangenen Jahr verkauften 12,8 Millionen Neuwagen durchschnittlich 135,7 Gramm CO2 pro Kilometer freigesetzt haben – das ist 4.6g/km weniger als im Jahr 2010, und damit ein Rückgang um 3,3%. Es wird angenommen, daß der die 3,3%-ige Reduktion zum Teil auf den Anstieg von neu zugelassenen Dieselfahrzeugen – von 51,3% auf 55,2% im EU-Markt – zurückzuführen ist, da Dieselmotoren im Durchschnitt 3.2g/km weniger CO2 emittieren als Fahrzeuge mit Benzin-Motor. Bessere Technik, geringere Motorleistung und Kraftstoffverbrauch erhaben ebenso zur Verringerung der Emissionen beigetragen.

    Die EUA stellte darüber hinaus fest, dass die Verkäufe von Elektroautos wenig Einfluss auf die Zahlen haben, da nur 8700 E-Autos in der EU im vergangenen Jahr verkauft wurden – obwohl darauf hingewiesen wurde, dass die Verkaufszahlen zehnmal höher als im Jahr 2010 waren.

    Die EU plant, Städte grüner zu machen

    Die Europäische Kommission wird in naher Zukunft ein Strategiepapier zum Thema Nachhaltigkeit in Städten und Gemeinden veröffentlichen. Der EU-Kommissar für Verkehr Siim Kallas erklärte, dass seine Generaldirektion in enger Kooperation mit seinem Kollegen Günther Oettinger (EU-Kommissar für Energie) im Rahmen der “Smart Cities” Initiative, die vor einem Jahr ins Leben gerufen wurde, an der Verbesserung kommunaler Transport- und Energie-Systeme arbeitet.

    Kommissar Kallas hat auch bestätigt, dass seine Generaldirektion eine Strategie für die Entwicklung alternativer Kraftstoffe im Laufe dieses Jahres veröffentlichen wird, die von einem Plan begleitet wird, eine entsprechende Infrastruktur für die alternativen Kraftstoffe zu präsentieren.

    FIVA communicates its position on Vehicle Registration to key MEPs

    In April the European Commission proposed a new vehicle registration Regulation designed to reduce the administrative burden caused by the need to re‐register a vehicle if it/or the owner moves to another Member State (please see last EU issue update for information).

    The proposal has now been sent to the European Parliament for its scrutiny and FIVA has communicated its position on the proposed Regulation to the Rapporteurs in the Lead and Opinion Committees, respectively Toine Manders (a Dutch Liberal) in the Internal Market and Consumer Affairs Committee and Hubert Pirker (a Austrian Christian Democratic) in the Transport Committee. FIVA has also shared its position with the chair of both Committees,
    Malcolm Harbour and Brian Simpson, both of whom attend the EP Historic Vehicle Group meetings and also with Bernd Lange the Chair of the EP Historic Vehicle Group.

    FIVA’s position:

    • notes that some vehicles have no registration papers and that that some of these vehicles are on occasion sold within the EU;
    • calls for the Regulation to acknowledge that in some Member States a system is in place to allow a vehicle without registration papers to be processed with relative ease – whereas in other cases, authorities are unwilling to seek resolution leading to vehicles not being able to be used either because they are not provided with new registration documents or because they are classified as “new” and hence are unable to meet the safety and environmental conditions applied to modern vehicles; hence FIVA:
    • calls for the Regulation to provide a steer to Member State authorities to help to ensure a consistent, efficient and effective approach to this matter; and suggests that:
    • the Regulation adopt a provision previously included in Commission Regulation No 183/2011 of 22 February 2011 amending Annexes IV and VI to Directive 2007/46/EC, Annex in Appendix 2 , Point 0 which states that: “In the absence of a registration document, the competent authority may refer to available documented evidence of date of manufacture or documented evidence of first purchase.”

    The European Parliament is expected to address the Regulation after the summer recess.

    European Parliament Historic Vehicle Group

    The European Parliament Historic Vehicle Group met on 10 May. Attending were Bernd Lange MEP (Chair), Wim van de Camp MEP, Malcolm Harbour MEP, the assistant to Marian Harkin MEP, Timothy Kirkhope MEP, Jiří Maštálka MEP, Mike Nattrass MEP, Ivari Padar MEP, the assistant to Fiorello Provera MEP, Brian Simpson MEP, Robert Sturdy MEP. Szabolcs Schmidt, the new head of the Road Safety Unit of the European Commission’s DG MOVE also attended at the
    invitation of the Group.

    During the meeting:

    • FIVA detailed the main findings of a 2011 study into the UK historic vehicle movement which included data showing that: the economic value of the UK movement is £4.3 billion (of this £70 million is generated by UK historic vehicle museums and £22 million by the 500 British Federation clubs); 28,000 people earn some or all of their living in the UK from historic vehicle work: 79% full‐time, 17% part‐time and 4% are trainees; historic vehicles accounted for 0.24% of vehicle miles travelled in 2011; 82% of historic vehicles are used no more than
      twice a month and 50% of historic vehicles cover fewer than 500 miles a year; 68% of historic vehicles are valued at less than £10,000; over 850,000 vehicles made before 1981 survive; other than purchases and the cost of restoration (which are not usually incurred on an annual basis) the overall average per capita expenditure of historic vehicle owners is £2,900 spent on maintaining and using their historic vehicles, buying publications and
      attending events.

    • Future EU research: the Group agreed that EU wide data – notably on the size and value of the business of the historic vehicle movement and on the value of specific historic vehicle events and museums should be of interest European Union policy makers. A discussion on Trade and Skills in the sector also noted the value of the inherent skills needed to service the movement , the need to maintain those skills and the need for the EU to understand the business behind the movements in order to help ensure the future and the growth of the trade and skills on which the historic vehicle movement depends. It was agreed that an approach might be made to DG Enterprise and DG Culture to suggest a Commission based project.
    • Roadworthiness testing: Szabolcs Schmidt explained that the anticipated proposal for a Directive to amend the Roadworthiness Testing Directive should be ready by the summer.
    • Vehicle Registration: FIVA explained its position as detailed above. The Group agreed to review the position.

    European Commission has asked for comment on its urban mobility plan

    The European Commission asked stakeholders in June to comment on the implementation of the European Commission’s action plan on urban mobility. FIVA submitted comment in which it noted specifically that there is no evidence that the Commission is disseminating information throughout the EU about positive measures implemented by Member States and/or cities and regions regarding the use of historic vehicles in Low Emission Zones and also used the
    opportunity to reiterate to the Commission the positive provisions/laws of which FIVA are currently aware.

    CO2 emissions from new cars decreased by 3.3% in 2011

    The European Environment Agency (EEA) has reported that the 12.8 million new cars sold in the EU last year released an average of 135.7 grams of CO2 per kilometre – which is 4.6g/km less than in 2010, a reduction of 3.3%. It is thought that the 3.3% reduction may in part because of the increase in the number of diesel‐fuelled vehicles ‐ which increased from 51.3% to 55.2% of the European market – and which on average emit 3.2g/km less CO2 than petrol cars. Better technology, lower engine capacity and improved fuel efficiency have also contributed to the reduced emissions.

    The EEA said that sales of electric cars had little influence on the figures as only 8,700 were sold in the EU last year – although it also noted that this is ten times more than were sold in 2010.

    EU plan to make cities greener

    The European Commission is due to publish a policy paper on sustainable cities and communities. EU transport commissioner Siim Kallas has said he will work closely with his colleague Günther Oettinger (Commissioner responsible for energy) to improve urban transport and energy systems under the Smart Cities initiative, which was launched a year ago.

    Commissioner Kallas has also confirmed that his Directorate General will publish a strategy on the development of alternative fuels later this year which will be accompanied by a plan to develop an infrastructure to supply these alternative fuels.

    Manchmal sind es nur die liebevoll gestalteten, kleinen Details in den Einladungen, die für Sympathiebekundungen und Entzücken bei den Empfängern sorgen. Ententreffen in Deutschland gibt es viele, der Terminkalender des CCRR (Citroën-Club Rhein Ruhr e.V., (www.ccrr-ev.de)), des Dachverbands der Citroën 2CV-Clubs, ist voll mit Ankündigungen zu fast jedem Wochenende.

    Und dennoch – exemplarisch greifen wir gern einen Termin heraus: Vom “Entenwirt” Peter Schrödl erhielten wir die hübsch gemachte Einladung zum Treffen am 11. August 2012 in 83122 Samerberg/Törwang. Für alle diejenigen, die nicht am gleichen Wochenende das Citroën-Welttreffen ICCCR in Yorkshire besuchen werden, vielleicht eine interessante Alternative, sich zum Enten-Essen und Enten-Fahren beim Enten-Wirt zu treffen?

    2CV meeting at Törwang / Samerberg

    The “Enthusiasts” – that’s what some Germans call the Citroën 2CV lovers – are very much dedicated to their beloved ducks. Some of them are really investing lots of time to create invitations for their meetings which makes the readers smile right away.

    The German Citroën 2CV scene is meeting more or less every weekend in another part of the country. The meeting listing (“Treffenkalender”) could be found eg. on the CCRR Homepage (www.ccrr-ev.de). To mention the one which caught our attention this week:

    2CV lovers (those who are maybe not willing to travel to the Yorkshire ICCCR) will meet at 83122 Samerberg in southern Germany and not only drive their ducks but also are invited to the “duck tavern” (“Entenwirt”) on where (real) ducks are being digested…

    Les “ent-husiastes” – c’est ce que certains Allemands appellent les amateurs de la Citroën 2CV – sont très dévoués à leurs bien-aimés voitures. Certains d’entre eux sont réellement investir beaucoup de temps pour créer des invitations pour leurs réunions ce qui rend les lecteurs sourire tout de suite.

    Vom 13. bis zum 15. Juli färbt sich die Altstadt wieder blau, weiß und rot. Im Innenhof des Rathauses und auf den umliegenden Plätzen wird es erneut nach Flammkuchen und kulinarischen Köstlichkeiten duften, dazu schmeckt der Wein, und es erklingen fröhliche Chansons. Auf dem Burgplatz mischt sich der Geruch von Benzin und Gummi hinzu, wenn die französischen Oldtimer in der Altstadt Hof halten und für ein ganz besonderes Ambiente sorgen.

    Auch die deutschen Citroën-Clubs und die Amicale Citroën werden mit ihren Mitgliedern und natürlich besonderen Citroën-Oldtimern auf der Veranstaltung präsent sein – viele bekannte Gesichter und Freunde werden sich wiedertreffen. In Zusammenarbeit mit der “Amitié des Francaises” werden wie bereits im letzten Jahr gemeinsame deutsch-französische Teams unter anderem in “göttlichen” Citroën DS, der Ente / 2CV, charmanten Ami, dem “Louis de Funés-Dienstwagen” Méhari, der “Gangsterlimousine” Traction Avant und anderen rollenden Kleinoden an der “Tour de Düsseldorf” teilnehmen.

    Kern des Düsseldorfer Frankreichfestes am Altstadtufer ist nach wie vor der Innenhof des Rathauses mit dem ansprechenden Bühnen- und Musikprogramm sowie den verschiedenen Gourmet-Ständen. Der original französische Markt mit seinem breiten Angebot an hochwertigen Produkten und vielen Ausstellern aus dem Nachbarland ist seit Jahren eine tolle Ergänzung. Die Destination Düsseldorf (DD) als Veranstalter freut sich, dass auch der neue Generalkonsul der Republik Frankreich, Michel Giaccobi, die Schirmherrschaft des Frankreichfestes gemeinsam mit Oberbürgermeister Dirk Elbers übernommen hat. Die beiden werden das Fest am Freitag, 13. Juli, um 18 Uhr offiziell eröffnen.

    Schirmherren unterstreichen Wert der Veranstaltung

    Die Destination Düsseldorf (DD) als Veranstalter freut sich, dass auch der neue Generalkonsul der Republik Frankreich, Michel Giaccobi, die Schirmherrschaft des Frankreichfestes gemeinsam mit Oberbürgermeister Dirk Elbers übernommen hat. Giaccobi ist bereits der fünfte Generalkonsul seines Landes in Folge, der diese Schirmherrschaft innehat.

    Blickfang auf vier Rädern: Die “Tour de Düsseldorf”

    Frankreich auf vier Rädern! Die Oldtimer-Rallye “Tour de Düsseldorf” ergänzt zum nunmehr 11. Mal das Frankreichfest. Sie findet am 14. und 15. Juli parallel zu den Frankreichtagen statt. Das Treffen historischer Fahrzeuge ist die größte Zusammenkunft französischer Oldtimer in Deutschland. Ziel der Rundfahrt ist diesmal der Niederrhein.

    Start und Ziel der Rallye ist der Burgplatz in Düsseldorf. Hierzu und auf der Strecke werden viele Besucher erwartet. Während der rund 120 Kilometer langen Rundfahrt müssen zahlreiche Aufgaben und Rätsel gelöst werden. Die stimmungsvolle Oldtimer- Rallye ist komplett ausgebucht. Einige seltene Vorkriegsklassiker wurden angemeldet, auch viele attraktive Fahrzeuge aus den fünfziger, sechziger und siebziger Jahren sind dabei. Veranstaltet wird die Rallye von der Destination Düsseldorf, einer Vereinigung von 150 Unternehmen aus der Region.

    Sonntag: Finale und Siegerehrung in der Classic Remise

    Einen Tag später treffen sich alle Teilnehmer der Tour von 10.00 Uhr bis 15.30 Uhr in der Düsseldorfer Classic Remise (früher Meilenwerk) an der Harffstraße. Hier findet erstmals das große Finale der “Tour de Düsseldorf” statt. Hier müssen weitere Aufgaben gelöst werden – wie immer drehen sich alle rund um das Thema “Oldtimer”. Außerdem rundet ein Geschicklichkeitsspiel der Verkehrswacht den Aufenthalt ab. Ab 14 Uhr erfolgt nach einem Mittagsimbiss im französischen Ambiente am selben Ort die Siegerehrung in den einzelnen Kategorien. Gewertet werden unter anderem die erfolgreichste Bewältigung der Rallye, das schönste Auto, das älteste Fahrzeug, die treueste Teilnahme sowie die weiteste Anreise. Aber auch das beste Outfit der Fahrer und die originellste Fahrzeuggeschichte werden prämiert. Dabei gibt es wieder attraktive Preise zu gewinnen.

    Für Bewohner und Besucher Düsseldorfs sind folgende Zeiten die besten Gelegenheiten, die automobilen Raritäten der “Tour de Düsseldorf” zu bestaunen:

    * Samstag, 14. Juli: Eintreffen am Burgplatz ab 9 Uhr, Abfahrt 10 bis 11 Uhr und Rückkehr zum selben Ort am Nachmittag ab 15.30 Uhr.

    * Sonntag, 15. Juli, ab 10 Uhr in der Classic Remise (früher Meilenwerk) mit Siegerehrung ab 14 Uhr.

    Frankreichfest: Öffnungszeiten und Eintrittspreise

    Die offizielle Eröffnung ist am Freitag, 13. Juli, um 18.00 Uhr im Innenhof des Rathauses.

    Kirmes am anderen Rheinufer

    Auf dem Kirmesgelände stehen für die rund vier Millionen erwarteten Besucher wieder zahlreiche neue Attraktionen und eine Vielzahl bewährter Karussells, Vergnügungsangebote sowie Brauerei- und Verpflegungsstände bereit. In der Kirmesstadt mit ihrer über vier Kilometer langen Front entlang des linken Oberkasseler Rheinufers gibt es attraktive Essensgelegenheiten vom Tiroler Dorf, französischen Spezialitäten über das “Gastmahl des Meeres” bis hin zu den traditionellen Wurst-, Fisch- und Reibekuchenbuden.

    Das gastronomische Angebot erstreckt sich über eine Fläche von 25.000 Quadratmetern. Die Fähre schafft wieder eine Verbindung über den Rhein zwischen Altstadt und Kirmesgelände. Von der Anreise mit dem eigenen Fahrzeug zur Kirmes raten Veranstalter und Polizei dringend ab. Es gibt dort keine Parkplätze. Dafür steht wieder das Angebot zur Verfügung, mit Pendelbussen von den Messeparkplätzen (10 Euro für die komplette Autobesatzung) direkt zum Kirmeseingang transportiert zu werden.

    Der besondere Sommerurlaubs-Tipp für USA Reisende:

    Fahrzeuge von Citroёn stehen seit langem für Innovation, Kreativität, Avantgarde und Bruch mit klassischem Stilelementen. Diese Perspektive der französischen Automobilmarke wird im Mittelpunkt der neuen Ausstellung im California Automobil Museum stehen, die unter dem Titel “Citroёn: Icône française” ab dem 26. International Citroën Car Club Rally, das weltweit größte Event aller Citroën-Modelle, wird in diesem Jahr an vier Tagen im August im englischen Great Yorkshire Showground in der Nähe von Harrogate stattfinden. Die Rallye, die von der “Amicale Citroën Internationale” als “Event des Jahres” gewählt wurde, beginnt am Donnerstag, den 9. August, bis Sonntag, 12. August und erwartet Citroën-Fahrzeuge von 1919 bis zur Gegenwart.

    Den Ursprung nahm das ICCCR im Jahr 1973 hier in Großbritannien [NB Amicale: es war 1976, das Treffen 1973 fand in Maribor/YU statt] und wurde danach an verschiedensten Orten in ganz Europa und den USA mit Enthusiasten aus der ganzen Welt veranstaltet. Die nicht-kommerzielle Veranstaltung wird von und für Liebhaber von Citroën organisiert und fand zuletzt in Großbritannien im Jahr 1984 statt.

    Über 1.500 Citroën-Fahrzeuge sind bereits für die Veranstaltung 2012 bestätigt, viele internationale Besuchern sind bereits registriert. Weitere Anmeldungen werden in den kommenden Wochen erwartet.

    Citroën-Fans können in einem eigens eingerichteten Museum eine umfangreiche Präsentation der klassischen Citroën-Modelle erleben, einschließlich der grössten, jemals präsentierten Sammlung der in Großbritannien gebauten Citroën sowie aussergewöhnlicher, in britischem Besitz befindlicher Citroën und Panhard. Dazu werden auch ausgewählte PKW, Transporter und Prototypen aus dem “Conservatoire Citroën”, der historischen Sammlung des Unternehmens, präsentiert werden.

    Die Organisatoren des 15. ICCCR: “Wir laden jeden ein, der sich in irgendeiner Weise für Citroën interessiert, von 1919 bis zur Gegenwart, uns zu besuchen – von B2 bis hin zum Belphégor, vom 2CV bis zum DS5. Wir erwarten, dass fast jedes Citroën-Modell präsent sein wird – nicht nur PKW, sondern auch Transporter, LKW, Busse und mehr. Wenn es mit Citroën zu tun hat, wird das Fahrzeug da sein.”

    Das weitläufige Veranstaltungsgelände wird auch Clubpräsentationen, historische Ausstellungen und Modellreihen beherbergen. Ein Concours d’Elegance, Ausfahrten und technische Wettbewerbe werden stattfinden. Der ICCCR-2012-Shop bietet schon jetzt eine Auswahl von Souvenirs und Kleidung an.
    Darüber hinaus ergänzen umfangreiche Verkaufsstände, Teile- und Automarkt das Programm.

    Neben den klassischen Citroën-Fahrzeuge wird ein umfangreiches Rahmenprogramm für die ganze Familie angeboten werden. Dazu gehören Helikopter-Rundflüge, Feuerwerk, Live-Musik, eine Busverbindung mit klassischen englischen Doppeldecker-Bussen nach Harrogate, unzählige Aktivitäten für Kinder, sowie eine große Auswahl an Speisen und Getränken – und natürlich vieles mehr.

    Das ICCCR 2012 wird unterstützt durch Citroën Frankreich und Citroën Großbritannien, dem Citroën-Vertragshändler vor Ort David Fox, Total Lubricants, der Stadtverwaltung von Harrogate Harrogate und der Touristeninformation.

    Das “Great Yorkshire Showground” ist das größte zusammenhängende Ausstellungsgelände in Großbritannien innerhalb einer Grundstücksfläche von über 250 Hektar am Rande von Harrogate.

    INTERNATIONAL CITROËN CAR CLUBS RALLY RETURNS TO THE UK FOR A 4-DAY CITROËN EXTRAVAGANZA IN YORKSHIRE

    • 15th International Citroën Car Clubs Rally (ICCCR), the world’s largest all-model Citroën event, is being held from 9 – 12 August 2012 at the Great Yorkshire Showground near Harrogate
    • Largest ever gathering of Citroën vehicles in the UK with enthusiasts attending from all over the world
    • Models on show from 1919 to the present day
    • First time the ICCCR is being held in the UK since 1984

    The 15th International Citroën Car Clubs Rally, the world’s largest all-model Citroën event, will be held in the UK this year over four days in August at the Great Yorkshire Showground near Harrogate. The rally, which has been chosen by Amicale Citroën Internationale as their ‘Event of the Year’, runs from Thursday 9 to Sunday 12 August and welcomes Citroën vehicles from 1919 to the present day.

    Originating here in Britain in 1973 [NB Amicale: the first was held 1973 in Maribor/YU, the first ICCCR in UK was 1976], the ICCCR has since taken place all over Europe and the US, attracting enthusiasts from around the globe. The not-for-profit event is organised by and for enthusiasts of Citroën and was last held in the UK in 1984.

    Over 1,500 Citroën vehicles have already been confirmed for the 2012 event, with international visitors strongly represented. Many more entries are expected in the coming weeks.

    Citroën fans will be able to see an extensive line-up of classic Citroën models, including the most comprehensive themed display ever of British-built Citroëns and unusual British-owned Citroëns and Panhards. There will also be a selection of cars, vans and prototypes from the Conservatoire – Citroën’s private museum collection.

    The organisers of the 15th ICCCR commented; “We invite everyone interested in any Citroën, from 1919 to the present day, to join us – from B2 to Belphégor, from 2CV to DS5. We expect just about every Citroën model to be present – not just cars, but vans, trucks, buses and beyond. If it’s to do with Citroën, it will be there.”

    The arena events will include Club displays, historic and model displays, a Concours d’Elegance, driving events and technical competitions. The ICCCR 2012 shop will stock a selection of commemorative items and clothing.
    There will be a wide range of trade stands, as well as an auto jumble and flea market.

    In addition to all the classic Citroën vehicles, there will be plenty at the ICCCR 2012 to keep the whole family happy and entertained, including helicopter flights, a firework display, live music every evening, a free heritage bus service into Harrogate, a whole host of child-friendly activities, a wide selection of food and drink options – and much more.

    ICCCR 2012 is sponsored by Citroën France and Citroën UK, with support from local dealership David Fox Citroën, Total Lubricants, the office of the Mayor of Harrogate and the Harrogate Tourist Information Centre.

    The Great Yorkshire Showground is the largest country showground in the UK, with extensive permanent facilities within a site area of over 250 acres on the edge of Harrogate.

    Der ganz besondere Tip für Frankreich-Reisende im Sommer 2012:

    André de Saint Sauveur, der Enkel des berühmten Firmengründers André Citroën, organisiert im Schloss Apremont eine einzigartige Sonderausstellung über das Leben und Werk seines Großvaters unter dem Motto “L’esprit d’invention”.

    Nicht nur daß rund ein Dutzend Fahrzeuge aus der Epoche André Citroën präsentiert werden, auch einzigartige Dokumente aus dem Familienarchiv werden zum ersten Mal der Öffentlichkeit präsentiert.

    Apremont gilt als “eines der schönsten Dörfer Frankreichs”, liegt rund 15 km südlich von Nevers und 8 km von der Formel-1-Rennstrecke in Magny-Cours entfernt (von Paris: 250 km via Autobahn A77).

    Hierzu das Grußwort an die Besucher von André de Saint Sauveur, veröffentlicht über den französischen Club “Traction Universelle (T.U.)”:


    “…Liebe bekannte und unbekannte Citroënisten, liebe T.U.-Clubmitglieder,

    ich freue mich sehr, Ihnen viel Gesundheit und alles Gute für 2012 wünschen zu dürfen. Und ich bin berührt, bewegt und dankbar für all die Treue und Unterstützung, mit der Sie die Erinnerung an meinen Großvater André Citroën aufrecht erhalten, die Leidenschaft und Freude, die Sie für den Traction Avant und andere Modelle sowie auf Ihren Veranstaltungen aufbringen.

    In diesem Jahr erwartet mich ein unglaubliches Abenteuer. Die Familie meines Vaters stammt ursprünglich aus Berry, genauer gesagt aus Apremont-sur-Allier in der Cher. In diesem Dorf, in dem mein Cousin Gilles de Brissac einen der schönsten Parks Frankreichs gestaltet hat, wird unter der Regie meiner Cousine Elvira de Brissac in den Stallungen des Chateau Apremont vom 1.4.-30.9 in diesem Sommer eine Ausstellung über André Citroën präsentiert. So sehe ich an einem Ort die Erinnerungen an meine beiden Familienzweige zusammengeführt!

    Kaum war die Idee für die Ausstellung in der Umgebung bekannt geworden, haben sich die Verantwortlichen der Clubs der Region von Indre und Cher zusammengetan, unter Regie von Jean-Pierre und Bernadette Jodeau aus Cuffy, dem Nachbarort von Apremont, mit André Guignard und Alain Chambonneau aus Valençay sowie mit Hilfe von Denis Huille aus dem “Patrimoine Citroën”, eine qualitiativ hochwertige und einzigartige Retrospektive zu André Citroën mit Fahrzeugen, Objekten, Bilder und Dokumenten zu planen, und hier die einzigartige Geschichte von Citroën als Teil dieses zauberhaften Blumen-Dorf am Ufer der Allier, rund 16km von Nevers entfernt, zu präsentieren.

    All mein Dank gilt an dieser Stelle den leidenschaftlichen Bewunderern von Andre Citroen. Ich freue mich, dort Tractionnisten begrüßen zu dürfen, die dort vorbeikommen oder bei Rallies uns besuchen. Berry liegt im Herzen Frankreichs und uns, die Citroënisten und die Familie Citroën, verbindet ein “herzliches Band”.

    Planning on visiting France? Why not visit the André Citroën Expo in Apremont, too!

    Here’s a rather very special tip for travelers going to France this summer:

    André de Saint Sauveur, the grandson of the famous founder André Citroën, organized a unique exhibition in the castle of Apremont about the life and work of his grandfather, following the slogan “L’esprit d’invention”.

    A this exhibition about a dozen vehicles from the era André Citroën are presented, and unique documents from the family archives are on display as well for the first time to the public.

    Apremont is considered being “one of the most beautiful villages in France”, is located some 15km south of Nevers and 8km from the Formula 1 circuit at Magny-Cours (Paris: 250 km on the highway A77).

    We’re happy to translate the greeting to the visitors by André de Saint Sauveur himself, published by the French club “Traction Universelle (T.U.)”:

    “… Dear known and unknown Citroënists known and unknown, T.U. club members,

    I am delighted to be able to wish you good health and good luck for 2012. And I am touched, moved and grateful for all the loyalty and support that you preserve to the memory of my grandfather, André Citroën, maintain the passion and joy that you apply for the Traction Avant and other models as well as at your events.

    This year I expect another incredible adventure. My father’s family is originally from Berry, more precisely from Apremont-sur-Allier in the Cher. In this village, in which my cousin, Gilles de Brissac, designed one of the most beautiful parks in France, another exhibition about André Citroën is created under the direction of my cousin Elvira de Brissac in the stables of the Chateau Apremont, presented 1.4.-30.9 this summer. Brought together in such a place I get to see the memories of my two branches of the family!

Je vois ainsi réunis en un seul lieu les souvenirs de mes deux ascendances ! Dès la nouvelle connue dans la région Centre ce fut la mobilisation générale et les collectionneurs des deux départements, Indre et Cher, ont uni leurs forces, entrainés par Jean-Pierre et Bernadette Jodeau de Cuffy, village voisin d`Apremont, par André Guignard et Alain Chambonneau de Valençay et avec l`aide de Denis Huille du Patrimoine Citroën pour présenter au public une rétrospective André Citroën de qualité : véhicules, objets, photos illustreront l`épopée Citroën dans le cadre enchanteur de ce village fleuri au bord de l’Allier, à 16kms de Nevers.

    Toute ma reconnaissance va à ces passionnés et passionnants admirateurs d`André Citroën. Je serais ravi d`accueillir les Tractionnistes qui viendraient à passer par là ou participeraient aux rassemblements que ne manqueront pas d`organiser la T. U. ou d’autres associations.     Die Gerüchte kursierten bereits im letzten Jahr und wurden intensiv auf der Retromobile 2012 in Paris diskutiert. Und dann ist es passiert. Die Firmengruppe “HEULIEZ SAS” hat beschlossen, einen Teil der unternehmenseigenen Sammlung von Prototypen, Designstudien und Modellen zu veräußern. Artcurial, bekannt für die Versteigerungen aussergewöhnlicher Automobile, wird im im Rahmen der Le Mans Classic am 7. Juli 2012 um 18Uhr insgesamt 41 außergewöhnliche Fahrzeuge veräußern, sowie am Sonntag, den 7. Oktober 2012 ab voraussichtlich 14h30 auf dem Werksgelände von Heuliez in Cerizay (79).
    (Vorbesichtigung möglich ab 6.10.2012, 14-18h und 7.10.2012, 9-12h).

    Das in einer wirtschaftliche Krise steckende Unternehmen sieht sich zu diesem aussergewöhnlichen – und für Fans der Marke sicherlich schockierenden – Schritt entschlossen. Ein großer Teil der Geschichte von Heuliez, bislang versammelt im “Conservatoire Heuliez”, wird in seiner Einheit und Gesamtheit zerbrochen werden. Bemühungen, dieses einzigartige Firmenerbe zu erhalten, sind leider bislang zum Scheitern verurteilt gewesen.

    François de Gaillard, Leiter der Heuliez-Unternehmensgruppe, hatte angekündigt, sich vom Bau von Fahrzeugen zu trennen und seine Kernkompetenz im Bereich der industriellen Zulieferung zu etablieren. Damit stand weitaus mehr zur Disposition, nämlich insbesondere der Verkauf von rund 750 Patenten im Automobilbau, darunter für Faltdächer, wie sie im Peugeot 206 CC verwendet wurden. Der Know-How-Transfer zu den Lizenznehmern bzw. Nacherwerbern wurde vertraglich gesichert.

    Viele Citroën wurden bei Heuliez gebaut, darunter in Großserie Modelle wie der Citroën BX Break (1985–1994), Citroën CX Break (1989–1991), Citroën XM Break (1992–2000) und der Citroën Xantia Break (1995–2001). In Kleinserie entstanden der Citroën Visa Chrono (1984), Citroën Visa Mille Pistes (1984), Citroën Visa Cabriolet (1984) und Citroën BX 4TC (1986). Peugeot liess die Modelle Peugeot 206 CC (2000–2007) und Peugeot 604 Limousine (1978–1984) bauen, Opel den Tigra Twin Top (2004–2009). Auch für den Personentransport sind in der Kooperation zwischen Citroën und Heuliez viele Busse von Heuliez karosseriert worden.

    Doch zurück zu den zur Versteigerung anstehenden Automobilen. Viele der nunmehr zum Verkauf anstehenden Designstudien wurden realisiert, ohne jemals in eine Serienproduktion überführt worden zu sein. Es sind daher einzigartige Prototypen aus Blech, Lehm und Laminaten, die den Ideenreichtum und die geschichtliche Entwicklung der Design-Büros von Heuliez wie ein Geschichtsbuch dokumentieren, und die in ihrer Einheit nun auseinander gerissen werden, insbesondere da sich keine wirtschaftliche Basis für die Etablierung eines Museums finden ließ.

    Zum Verkauf stehen unter anderem (Bilder (C) Artcurial):

    • Citroën M35 (1970)


      Das persönliche Automobil von Firmengründer Henri Heuliez, Châssis N° 00EA0039 und eigens für ihn in in der Heuliez-Unternehmensfarbe blau umlackiert (alle anderen M35 blieben offiziell grau),

      Der Wagen wurde von Heuliez im Alltag bewegt und hat daher einen Kilometerstand von 87.059km sowie eine “carte grise”.

      Der Schätzpreis liegt bei ca. 20.000-40.000 Euro.

    • Citroen ZX “Vent d’Ouest” (“West Wind”) (1994)


      Der ZX wird geplant als Modell zwischen dem kleinen AX und dem mittlererweile gereiften BX. Beide Karosserieformen des ZX, eine 5-türige Limousine und ein 3-türiges Coupé, waren entwickelt, um eine jüngere Klientel zu adressieren. Dieser Logik folgend war das Cabriolet die attraktive Ergänzung des ansonsten eher bodenständiges Modell.

      Im März 1994 begann Heuliez, auf Basis des ZX Coupé eine 4-sitzige Studie in Zusammenarbeit mit Citroën und ASC entwickelt. Das Heck wurde um rund 13cm verlängert und der Kofferraum bot trotz des unterzubringenden Faltdachs mehr Platz als das Coupé. und im Oktober 1994 auf dem Pariser Automobilsalon präsentiert. Aber das Peugeot 306 Cabrio ist bereits lanciert, und PSA wollte keine Konkurrenz aus dem eigenen Konzern präsentieren. Zudem war der ZX schon im vierten Jahr am Markt, und die Entwicklung des Xsara war bereits im vollen Gang. Das AUto hat 12km auf dem Tacho und bleibt ein Einzelstück. Schätzpreis ca. 20.000-40.000 Euro.

    • Citroen AX Evasion (1988)



      Heuliez entwirft 1988 eine Kombiversion des AX, dessen Radstand um 23cm verlängert wurde. Das von aussen eher unscheinbar klein wirkende Modell bietet innen erhöhten Sitzkomfort auf bis zu 7 Sitzen in drei Reihen. Als Zielgruppe waren Mütter avisiert, die ihre Kinder zur Schule bringen. Das Fahrzeug war asymmetrisch ausgelegt: 2 Türen auf der Beifahrer-Seite, aber nur eine Tür auf der Fahrerseite. Der Innenraum war – wie beim Sondermodell “Woolmark” BX Kombi – mit Applikationen aus der Kooperation mit dem englischen Modehersteller gestaltet. Ein Webasto-Schiebedach ergänzte die funktionell-attraktive Präsentation.

      1993 erhält das Modell eine neue Lackierung für eine Citroën-Präsentation, aber nicht zum Serienmodell weiterentwickelt. Eitgentlich gilt dieses Modell als Heuliez-Interpretation des erst 8 Jahre später aufgelegten Citroën Berlingo. Schätzpreis ca. 6.000-10.000 Euro.

    • 1988 Citroën BX BREAK 19 TRD “Surélevé”


      Heuliez beschäftigte sich neben der Serienproduktion von BX Kombi Modellen auch mit neuen Varianten dieses Modells, welches dann Citroën vorgestellt wurden. Im Jahr 1988 wurde dieses einzigartige Sondermodell in einer internen Präsentation den Direktoren von Citroën vorgestellt, aber nie der Öffentlichkeit präsentiert.

      Auch hier werden die dem Berlingo später zugrundeliegenden Design-Prinzipien eines deutlich geräumigeren und zugleich durch die vergrößerten Fensterflächen helleren Innenraums umgesetzt. Die hinteren Türen, die Karosserieform und der Heckabschluß wurden eigens entwickelt.

      Das in graumetallic ausgeführte Studie wurde ebenfalls in “Woolmark” Wolle und Chamois ausgeführt. Der 1.9L 4-Zylinder TRD Diesel mit 5-Gang-Getriebe war nicht lang in Betrieb – der Wagen hat nur 20km auf dem Tacho und blieb ohne Strassenzulassung. Er wird zwischen 10.000 und 15.000 € geschätzt.

    • Citroen BX Dyana (1986)


      Der BX erschien erstmals im September 1982 und war das erste Auto, die Marke Citroën nach der Übernahme durch Peugeot und Integration in die PSA-Gruppe zu repräsentieren. Das BX-Projekt sah allerdings keinen Kombi vor, da die Finanzlage von Citroën alles andere als gut aussah. Heuliez war es, die dem Management in Neuilly die ansprechend konzipierten und kostengünstige Kombi-Version zu beeinflussen. Bei dem von Heuliez vorgeschlagenen Konzept wurden die wesentlichen Strukturelemente der Limousine übernommen, wie beispielsweie den gleichen Radstand, die gleichen hinteren Türen und C-Säule, um Mehrkosten gering zu halten. Der Überhang wurde um 16cm verlängert und das Dach wurde um 7cm angehoben, um einen geräumigeren Innenraum zu schaffen.

      Der Erfolg der BX Limousine führte dazu, dass die Fabrik in Rennes-La-Jannais voll ausgelastet und nicht in der Lage war, die Produktion zu steigern bzw. den Kombi herzustellen. Heuliez unternahm erhebliche Anstrengungen, den klassischen Standort Cerizay auszubauen und neben der Entwicklung vo Karosserieformen nun auch eine Produktionslinie bereitzustellen. Der BX Kombi bekam die Modellbezeichnung “Evasion”, die von Heuliez bereits für eine luxuriösere CX-Kombi-Studie verwendet wurde. Heuliez produzierte insgesamt 186.827 BX zwischen 1985 und 1994 in Cerizay.

      Auf der Paris Motor Show im Oktober 1986 enthüllte Heuliez die Studie “BX Evasion Dyana” auf Basis des Evasion GTI Break. Dieser griff Design-Ideen der sportlich gestylten Konkurrenz von Lancia Beta HPE und Volvo P1800 ES auf. Ein eleganteres Design profitiert hier von den verlängerten vorderen Türen. Der besondere Charme entsteht aus dem Versuch, die Unterbrechung der seitlichen Linienführung durch einen matt schwarzen Streifen zu cachieren. Auf dem Dach wurden die Reling entfernt und ein Webasto-Schiebedach von Heuliez eingesetzt. Eine weitere Besonderheit war die breitere, niedrigere Verkleidung an den Seiten und die Stoßfänger, die nun mit dem Karosseriebauer-Emblem gekennzeichnet sind. Das Fahrzeug besitzt Leichtmetallfelgen und hervorragende schwarze Lederausstattung. Es wird von einem Vierzylinder-Benzinmotor angetrieben und besitzt ein manuelles Fünfgang-Getriebe. Laufleistung ist nur sagenhafte 35 km. Das Fahrzeug mit der Châssis Nr. “HZ1986-2” wurde nie offiziell zugelassen. Citroën-Enthusiasten schätzen die einzigartige und historische Bedeutung dieser Schöpfung, die zu Hause in keiner Sammlung des doppelten Chevron-Marke wäre.

    • Citroen XM Palace (1992)


      Präsentiert in Genf im Jahr 1992, ist der Radstand des XM um 13cm und der hintere Überhang um 20cm verlängert. Es bleibt ein einzigartiges Modell, wurde neu überarbeitet im Jahr 1995 und dann metallic blau lackiert. Es ist für den offiziellen Besuch von Präsident Chirac bei Heuliez am 15. Januar 1996 verwendet worden. Schätzpreis zwischen 15.000 und 20.000 €.

    • Citroën BX 4TC (1986)


      Heuliez war mit dem BX und seinen Konstruktionselementen so gut vertraut, daß er den BX als Rennfahrzeug für die neue Rallye-Klasse “Gruppe B” vorschlug.

      Die Regeln für die Zulassung eines Fahrzeugs besagen, daß zumindest 200 Fahrzeuge in Serie dazu als Basismodell gebaut werden müssen. PSA gab dem BX den Vorzug, die “Marke unterm Doppelwinkel” zu repräsentieren (der Peugeot 205 wurde als T16 realisiert). Ein verkürzter Radstand mit Vierradantrieb war Basis des BX4TC. Angetrieben von einem längs eingebauten 2.141ccm Aggregat und Garrett T3 Turbolader, erreicht der BX4TC rund 220km/h bzw. 200 DIN-PS bei 5.250 U/min. Der Motor stammt aus dem Peugeot 505 Turbo Injection, dieser wiederum aus der Kooperation mit Chrysler.

      Der BX4TC wurde auf einer eigenen Produktionslinie in Cerizay von Hand hergestellt und ausschließlich in weiss ausgeliefert. Aus dieser Normalversion wurden weniger als ein Dutzend Rallye-Modelle für die Gruppe-B-Rallye vorbereitet, als Zweitürer und mit verkürztem Radstand.

      Leider war der BX4TC nicht in der Lage, sich von der Konkurrenz abzusetzen, und nachdem in der PSA Gruppe auch noch das Geld für den Peugeot 205 T16 aufzuwenden war, wurde die Karriere des BX4TC drei Jahre später und nach 85 produzierten Fahrzeugen im Jahr 1988 beendet.

      Citroën versuchte, die Fahrzeuge zurückzukaufen, um den erhöhten Aufwand bei Instandsetzung und Wartung zu umgehen. Die nicht verkauften oder zurückgekauften Exemplare wurden vor den Augen eines Notars zerstört. Rund 40 Exemplare des BX4TC haben dennoch überlebt. Der BX4TC gilt immer noch als der Urahn des Rallysports, wie wir ihn heute kennen und der bislang zu 7 Rallye-Weltmeistertiteln führte.

      Das nunmehr versteigerte Exemplar stammt aus der Lehrlingswerkstatt des “Lycée Professionnel de Niort”. Es wurde vom damaligen Heuliez-Chef Gérard Quéveau in schwarz bestellt und ist damit der einzig legitim nicht-weisse BX4TC.

      Der Wagen mit Châssis n° HZ1986-3 hat nur 1.036km auf dem Tacho. Schätzpreis rund 20.000 bis 40.000 Euro.

    • 1971 Citroën SM “Espace”

      Heuliez nahm sich auch des 1970 auf dem Genfer Automobilsalon erstmalig vorgestellten Citroën SM an, und entwickelte eine Art “Hybrid” zwischen einem Coupé und einem Cabriolet: den “SM Espace”. Der Wagen erhielt zwei besondere Dachausschnitte in Höhe der Türen, bei dem elektrisch sparat einfahrbare Lamellen montiert waren, die in einen verbliebenen Mittelsteg zurückbewegt werden konnten, und so ein “targa-ähnliches” Fahrerlebnis ermöglichten. Von diesem Fahrzeug gab es zunächst ein Exemplar, welches auf der 1971 Automobilausstellung in Paris mit einer Heckjalousie präsentiert wurde. 1972 wurde ein zweites Modell gebaut für Henri Heuliez und in seiner FIrmenwagenfarbe blau lackiert, und gilt somit als einzig existierender authentischer Citroën SM Espace, nachdem das erste Exemplar offiziell bei Heuliez zerstört wurde.

      Der Wagen mit der Chassis n° 00SB6200 erhielt den besonderen Status des “l’Inventaire supplémentaire des Monuments Historiques” als nationales historisches Kulturgut und der Erlös in dieser Versteigerung wird bei 200.000 bis 400.000 Euro erwartet.

    • Citroën XM “Limousine” (1995)


      Heuliez schuf mit dem Chassis n°HZ1996-1 einen weiteren Entwurf für eine XM “Limousine” auf Basis des bereits in Cerizay hergestellten XM Break (Kombi). Die Limousine war allerdings keine echte: zum einen ist sie nur als 2-Türer ausgelegt, und zum zweiten ist das Heck komplett aus Ton geformt und damit kein echt strassentaugliches Modell (ohnehin fehlt der Motor). Das Modell wurde 1996 beim Besuch der Heuliez-Werke des französischen Staatspräsidenten Chirac präsentiert. Schätzpreis: 2.000-4.000 Euro.

    • Citroën Xantia Break 4×4 “Buffalo” (1996)


      Mit dem vom BX 4×4 erworbenen Wissen und dem des bereits in den eigenen Fabrikhallen hergestellten Citroën Xantia Kombi entwickelte Heuliez den “Xantia 4×4 Buffalo Break”. Das englische Unternehmen “FFD-Ricardo” steuerte den 4-Rad-Antrieb bei.

      Das “Buffalo” bezieht sich insbesondere auf die elegante Innenausstattung mit rotem Büffelleder und Cashmere. Leider blieb der mit einem 5-Gang-Getriebe ausgestattete 4-Zylinder 12-Ventiler Diesel nur für Showzwecke sichtbar – er hat nur 2km auf dem Tacho. Schätzpreis ca. 15.000-25.000 Euro.

    • Citroën Concept Car “Scarabée d’Or” (1990)


      Der im März 1990 auf dem Genfer Automobilsalon vorgestellte Citroën Scarabée d’Or ist ein reiner Versuchsträger und verfügt leider weder über Motorisierung noch Steuerung.

      Sein Name referenziert auf die berühmten Citroën Autochenilles der Croisière Noire von 1922, und war als 4×4 für flexiblen Einsatz für Sport und Outdoor konzipiert.

      Schätzpreis ca. 10 000 – 15 000 Euro.

    • Citroën VLH M7 4×4 (1971)


      Der M7 stammt aus einer Zeit, als Citroën für eine Ausschreibung der französischen Armee 1970 ein leichtes und geländetaugliches Fahrzeug als Konkurrenz zum Willys Jeep anbieten wollte. Vier vollausgerüstete Soldaten nebst Funkanlage soltlen transportiert werden können, sowie auch vom Helikopter aufzunehmen sein und per Fallschirm abwerfbar.

      Das tatsächlich hydropneumatisch ausgelegte Fahrwerk und mechanische Komponenten stammen vom GS. Das doch eher funktionelle Design entstand unter Federführung von Jacques Cooper, der auch für das Design des französischen Schnellzugs TGV verantwortlich zeichnete.

      Nach ersten Prototyp-Entwürfen entstand ein weiterer Prototyp mit nunmehr für den Helikoptertransport umklappbarer Frontscheibe, vier Türen, und einem kompletten Restyling. Der Tacho stammt vom Ami8. Der Wagen wurde den Behörden vorgestellt und bekam die Zulassung für erste Outdoor-Tests.

      Doch leider kam das Aus für den Citroën M7 aus verschiedenen Gründen. Zum einen wollte die finanziell unter starkem Druck leidende Peugeot nicht die besondere Technologie der hydropneumatischen Fahrwerksaufhängung weiter verfolgen. Zum zweiten war auch die im Vergleich zur konventionellen Federung aufwendigere Hydropneumatik nur von Fachleuten fachgerecht in Stand zu setzen. Daher wurde das Projekt vom Verteidigungsministrerium in Paris wieder eingestellt. Dennoch war die hier entstandene Arbeit die Grundlage für die spätere Kooperation von Peugeot mit Mercedes, als die französische Armee dann das G-Modell mit Peugeot Diesel-Reihenvierzylinder erhielt und in größeren Stückzahlen auslieferte. Der Prototyp hat nur 358km auf dem Tacho. Schätzpreis: 8 000 – 16 000 Euro.

    Soweit Auszüge aus der Versteigerungsliste. Viele attraktive Modelle und Einzelstücke werden angeboten und sicherlich viele davon in Einzelsammlungen verschwinden. Hoffen wir, daß dem “Conservatoire Citroën” nicht bald das gleiche Schicksal droht…!

    A piece of history will be gone soon: Heuliez selling their unique prototypes from their “Conservatoire”

    The rumors were circulating last year and were discussed at the Retromobile 2012 in Paris. And then it happened. The group “HEULIEZ SAS” has decided to sell part of the company’s own collection of prototypes, design studies and models. Artcurial, known for its auction of exceptional cars, is going to sell in the context of the Le Mans Classic on 7 July 2012 at 18h total of 41 unique vehicles, and on Sunday, 7 October 2012 from 14:30 probably on the site of Heuliez Cerizay (79). (Preview available from 06/10/2012, 07/10/2012 and 14-18h, 9-12h).

    Being stuck in an economic crisis, some companies look at this extraordinary – and for fans of the brand certainly shocking – decided step. Much of the history of Heuliez which so far gathered in the “Conservatoire Heuliez,” will be broken in its unity and totality. Efforts to preserve this unique heritage companies are unfortunately so far have been doomed to failure.

    François de Gaillard, head of the Heuliez Group of Companies, announced to separate itself from the construction of vehicles and to establish its core competence in the field of industrial supply. This was far more at stake, namely, the sale of some 750 patents in the automotive industry, including for folding roofs, as used in the Peugeot 206 CC. The know-how transfer to the licensee or subcontractors was secured by contract.

    Many Citroën were built by Heuliez, including high-volume models like the Citroen BX Break (1985-1994), Citroen CX Break (1989-1991), Citroen XM Break (1992-2000) and the Citroen Xantia Break (1995-2001). In small series Heuliez created the Citroën Visa Chrono (1984), Citroen Visa Mille Pistes (1984), Citroen Visa Convertible (1984) and Citroën BX 4TC (1986). Peugeot models such as the Peugeot 206 CC (2000-2007) and Peugeot 604 Sedan (1978-1984) were built, as well as the Opel Tigra Twin Top (2004-2009). Also for public transportation, many buses were built and coachworks was performed by Heuliez in the cooperation between Citroën and Heuliez.

    But back to the upcoming auction of automobiles. Many of the design study is now up for sale have been realized without ever being converted into a series production. There are so unique prototypes from sheet metal, clay, and laminates, which document the wealth of ideas and the historical development of the design offices of Heuliez like a history book, and which in their unit now torn apart, especially since there is no economic basis for the establishment of a Museum.

    For sale are the following:

    • Citroën M35 (1970)


      During the 1960s, the research department at Citroën worked on licences for cars with a rotary engine developed and patented by the engineer Wankel. A joint venture between Citroën and the German marque NSU was set up under the name Comotor to develop this technology. The first trials took place in the mid-1960s and led to use of a single rotor engine in the production of the NSU-Wankel Spider. Satisfied with these results, Citroën undertook their own reliability trials on a pre-series run. To keep manufacturing costs down, it made sense to use an existing base. Jacques Wolgensinger, in charge of Public Relations, suggested to the head of Citroën, Pierre Bercot, that these trials become part of a marketing campaign, by giving the pre-series vehicles to select VIP clients. It was therefore necessary to create a new model, with a body that distinguished itself from other cars in the range. And thus the Citroën M35 was born, based on the reinforced chassis of an AMI 8, with hydropneumatic suspension from the DS, and featuring a two-door coupé body inspired by the AMI 8. Panel building and assembly was entrusted to Heuliez.

      All the M35s were liveried in the same metallic grey, with black imitation leather interior. The level of equipment and comfort was on a par with that of the DS, to satisy the VIP clientele who would have to pay top-of-the-range price for this experimental coupé. Plans were made for 500 examples of the M35 to be built, but just 267 were finished, and handed over to select customers who were treated to a support service from the company. The contract allowed Citroën to buy back the M35s from their ‘trial owners’ at the end of their life to finalise the study of the Wankel engine. The cars that were bought back were stored for a while at the Ferté Vidame test centre before finally being destroyed.

      The powerful, high-performance single rotor engine of the M35 provided 49bhp DIN at 5,500 rpm, and mated to a four-speed gearbox, the top speed was 144 km/h. The car’s extraordinary acceleration was achieved with a high level of comfort. A few examples not returned by their owners survived the massacre, including the one offered here, Henri Heuliez’ personal car which was repainted in his trademark colour, metallic blue. Of the M35s that were saved, it is thought that less than 50 examples survive today. The vehicle, with 87,059 km on the odometer, is cosmetically presented in good, used condition, and comes with its carte grise normale. What a rare opportunity this is to buy a running prototype whose previous single owner played a major part in the history of the French automobile.

    • Citroen ZX “Vent d’Ouest” (“West Wind”) (1994)


      The Citroën ZX was supposed to fit in between the AX and the ageing BX. The two bodies, a five-door saloon and a 3-door coupé, were seen as widening choice to attract a younger clientele. Following this logic, the presence of a cabriolet was seen as the best way to boost the image of this somewhat ordinary model. In March 1994, with the marque’s agreement, Heuliez began designing a four-seater cabriolet, and he presented the prototype at the Paris Motor Show in October 1994, under the delightful name “Vent d’Ouest”.

      Using the platform of the coupé, the rear overhang was increased by 13 cm, which gave the “Vent d’Ouest” a larger boot than the standard coupé, despite the space needed for the hood casing. Developed in strict collaboration with ASC, the specialist supplier for cabriolets with electric hoods, the car received an enthusiastic reponse from the public. However, the management at PSA did not want to create competition for its Peugeot 306 cabriolet. Moreover, the ZX range was by then four years old, and the design team were already working on its successor, the Xsara. The “Vent d’Ouest” project had arrived too late ! The elegant ZX convertible therefore remained unique, making it more desirable today.

      This running prototype, built on the platform of a ZX that came off the production line, is in superb condition. It has a maroon soft top and an attractive interior with brick red leather and patterned fabric. The car displays just 22 km on the odometer. It is powered by a four-cylinder 16-valve petrol engine mated to a five-speed gearbox. The car has never been registered, but is in running condition, the engine belt has been recently changed. Extremely elegant and finished to a high standard, this superb hand-built concept-cabriolet would have merited production. Today, being unique makes it even more special.

    • Citroen AX Evasion (1988)



      The Citroën AX, presented in 1986, came just at the right moment to replace the Visa and LNA which had by then enjoyed extended production runs. This small urban car, only available at first with three doors, claimed to be cheap to produce, use and maintain. It was another two years before the range was extended to include the five door version.

      It was on this base that Heuliez presented the AX Evasion at the Paris Motor Show in October 1988. With a wheelbase extended by 23cm, the concept car offered a vehicle with raised roof whose increased dimensions allowed room for seven seats in three rows. Petite from the outside, the AX Evasion was roomy inside. The target market for were mothers who drove their children to school and like the AMC Pacer, the car was asymmetrical. With two doors on the right side, or the pavement side, it had just one door on the left side for the driver. It featured a translucent roof at the front. The interior was fitted out in ‘Woolmark’ wool, as Heuliez had continued working with the English firm since the ‘Woolmark’ BX estate. Logically, the AX Evasion Heuliez featured a Webasto-Heuliez “Spoiler roof” sunroof. It was later re-configured as a 1993 model and repainted in metallic green, like it is today, for a presentation to Citroën, which was not followed up. The AX Van Evasion, was a clever proposition dreamt up by Heuliez eight years before the appearance of the Citroën Berlingo.

      Offered in very good condition, this vehicle has just 12 km on the odometer. It has a four-cylinder engine and a five speed gearbox. The vehicle has never been registered. Like its predecessors, the AX Van Evasion, a unique concept car, deserves to find its place at the heart of an enthusiast’s collection.

    • 1988 Citroën BX BREAK 19 TRD “Surélevé”


      Given the task by Citroën of producing the BX Evasion estate series, Heuliez tried out variations on this theme, which he proposed to the manufacturer. This raised estate car was shown to the director of Citroën at a special presentation in 1988, but was never seen by the public. The project was not taken up by the marque and this concept car will remain unique.

      Unlike the production estate model which featured the rear doors of the saloon, this estate was based on a design which allowed for a much roomier interior. The rear doors, the superstructure and the tailgate are unique to this handbuilt prototype. The raised roof allowed taller windows which give the cockpit more light.

      This concept car, finished in metallic grey has 7/8 seats. It is in excellent condition, as is the interior which is presented in a mix of Woolmark wool and chamois. Fitted with a 1.9-litre 4 cylinder TRD diesel engine, it has a five-speed gearbox. The odometer reads just 20 km and it has never been registered. This is a very rare opportunity for a collector of this marque to acquire a unique concept car in superb condition. The car is destined to find its place in the collection of a knowledgable Citroëniste !

    • Citroen BX Dyana (1986)


      The BX first appeared in September 1982 and was the first car to represent Citroën’s revival after its takeover by Peugeot and assimilation into the PSA brand. However the BX project made no mention of an estate version, as the marque finances were very much the same colour as the newly launched BX : red. It was left to the coachbuilder Heuliez to influence the management at Neuilly by producing a clever and inexpensive estate version. The concept proposed by Heuliez was designed to keep the main structural elements of the saloon, and therefore be economical to build. It had the same wheelbase, and used the same rear doors and rear pillar. An overhang at the back added 16cm to the length and the roof was raised by 7cm to create a roomier interior. The base was adapted to cope with the new design, employing upgraded suspension.

      The directors at Citroën were won over by this proposition, which also offered a second, cheaper body. There was one major problem to overcome however : production. The success of the BX saloon meant that the factory at Rennes-la-Jannais was at full capacity and unable to increase production. Heuliez, therefore, invested in the historic site at Cerizay, adding a modern production line, and transforming the company from coachwork designer to coachwork manufacturer. The BX Estate took the name Evasion, which had already been used by Heuliez for an extended luxury version of the CX estate. This first large-scale series produced by Heuliez marked the start of a fruitful collaboration with Citroën, and some 186,827 examples of the BX Evasion rolled off the production line between 1985 and 1994. Subsequently, it became easier for the team at Cerizay to develop particular variations of their original creations.

      At the Paris Motor Show in October 1986, Heuliez unveiled the Evasion Dyana estate, taken from the Evasion GTI estate. This took up the idea of the sporting estate already seen on the Lancia Beta HPE and the Volvo P1800 ES. The car boasted a more elegant design with elongated front doors. Its charm comes from the attempt to conceal the rear quarter panel upright between the door and the boot, with a matt black striated strip to disguise the interruption to the line. Also, the roof lost its utilitarian roof bars and was replaced with a Webasto-Heuliez sunroof. Another distinctive feature was the wider, lower trim on the sides of the car and the bumpers which featured the coachbuilder’s emblem.

      This unique model is cosmetically in wonderful condition and it has been restarted by the Heuliez team and is in running condition. It has alloy wheels and superb black leather interior. It is powered by a four-cylinder petrol engine twinned to a manual five-speed gearbox. The odometer reads just 35 km. The vehicle has never been registered. Citroën enthusiasts will appreciate the unique and historic importance of this creation which would be at home in any collection of the double chevron marque.

    • Citroen XM Palace (1992)

      When Citroën presented the top-of-the-range XM in 1989, to replace the ageing CX, there was no estate car in the catalogue and it was 1991 before this version made its appearance. The task of designing and building the car was given to Heuliez, who was already assembling estate versions of the CX and BX. In fact, the coachbuilder from Deux-Sèvres was completely familiar with the platform and had all the necessary equipment. It was therefore straightforward to produce variations that could be produced in small numbers.

      That was the case with this first limousine project given the name “Palace”, in reference to the former Pallas versions of the DS and CX. The car, built on the base of a saloon, was presented officially at the Geneva Motor Show in March 1992. The wheelbase had been extended by 13cm, to provide more room for passengers in the rear. It had the classic-shaped boot and rear styling and lights of the saloon, and a more balanced profile than the standard XM, due to a 20cm overhang at the rear.

      La XM “Palace” was intended to win over the government, and to infiltrate the ministerial fleet, as well as attract business leaders. As such it would have been the logical successor to the Peugeot 604 limousine and the Renault 25 limousine, both flagship Heuliez models. It didn’t happen and the XM ” Palace ” remained a one-off.

      Originally benefitting from a specially styled front end, the XM Palace was reconfigured and repainted in metallic blue in 1995. It served as the official car for the President of the French Republic, Jacques Chirac, when he visited the Heuliez factory on 15 January 1996 to unveil the only production line producing 100% electric cars in the world.

      The vehicle has been very well preserved and is in running condition. It sports aluminium-alloy wheels, flag posts on the front wings, black leather interior with wooden trim, anti-theft device, and radio. Under the bonnet, there is a V6 turbo fuel-injection engine with five-speed gearbox.

      Exclusive on two counts, this car has the status of a presidential car combined with that of a running prototype. As such it will attract fans of the ‘double chevron’ as well as admirers of great figures in French political history.

    • Citroën BX 4TC (1986)


      Having enjoyed a good relationship with Citroën since the re-design of the Visa in 1981, Heuliez capitalised on this by proposing an estate version of the BX in 1985. Being familiar with the base model, he was also the logical person for Citroën to turn to when they decided to add a competition version to represent the marque in the new Group B rally class.

      The rules laid down for Group B by the international regulatory bodies demanded that manufacturers base competition cars on a production car from the catalogue with at least 200 examples built. Those in charge at PSA chose the BX to represent ‘la marque aux chevrons’. The 205 would be retained in Sochaux to become the 205 T16. A short wheelbase version with four-wheel drive was developed under the name BX 4 TC. It was powered by a 2,141 cc 4-cylinder 8-valve engine boosted by a Garrett T3 supercharger. The official top speed was 220 km/h with 200 bhp Din at 5250 rpm. The engine was borrowed from the Peugeot 505 Turbo injection, which came originally from the Chrysler group. This was placed lengthways at the front unlike the saloon which had a transversal engine, and to accommodate this, the overhang was increased to 1.1m.

      Production of the BX 4 TC began at Cerizay in 1985, on a special production line. They were assembled by hand and liveried exclusively in white. From this standard version, less than a dozen cars were prepared with a shortened wheelbase and featuring two doors, to participate in the Group B rallies they had been designed for. The unconvincing performances of the BX 4TC in competition, added to the size of the budget needed to develop the Peugeot 205 T16, and the unforseen demise of Group B, sealed the fate of the BX 4 TC whose career came to an end less than three years later.

      Production ceased in 1988 after just 85 cars had been sold. Citroën undertook to buy back some of these cars to avoid having to offer a demanding after-sales service. Cars that were either unsold or bought back were destroyed in front of a legal witness. It is thought that some forty examples of the BX 4 TC survive today. There is no doubt that this extremely rare car represents a milestone in Citroën’s epic involvement in rallying which culminated in seven World Rally Championship titles.

      The example offered was handbuilt by bodywork apprentices at the Lycée Professionnel de Niort. It was CEO of Heuliez, Gérard Quéveau, who took the decision, while the car was on the production line, to paint it black so that it would stand out from the rest of the series. The bodywork is in excellent condition. The black velours interior is as new, and the odometer reads just 1,036 km and the car is running.

      The story of this car and its ownership make it totally unique and it represents a very rare opportunity to own a piece of rallying history from the late 20th century.

    • 1971 Citroën SM “Espace”

      The new Citroën SM made a big impression when it was unveiled at the Geneva Motor Show in March 1970. Its unquestionably elegant styling was the creation of the in-house designer, Robert Opron. With a powerful V6 engine, an unrivalled level of comfort due to the hydropneumatic suspension immediately put it ahead of other GT series. Since then, the Citroën SM went on to be honoured as the only French GT 2+2 production car from the 1970s.

      Clearly, such a car would not be ignored by coachbuilders. With no convertible entered in the manufacturer’s official catalogue, the coachbuilder Henri Heuliez presented a clever version at the Paris Motor Show in October 1971. Halfway between a coupé and a cabriolet, the car featured a roof which folded away in two sections. This allowed the retention of a central beam which ran lengthways giving the car rigidity and protection if it rolled, as well as the benefits of open-top driving. Each side of the sunroof comprises several panels which disappear into a compartment in the central beam. The whole mechanism is controlled electrically, with each side working independently.

      The car is the SM ” Espace “. The first example, built for the 1971 Paris Motor Show, featured special suede upholstery in 1970s shades of white and green, full chrome hub caps and an elegant blind for the rear window. The car received an enthusiastic response from the public. The SM Espace filled the pages of all the specialist magazines of the period : Auto-Journal, l’Automobile Magazine, Action Automobile and Touristique, etc. The same car was shown at the Brussels Motor Show a few months later, this time without its rear blind, and displaying a standard brown leather interior. In 1972, a second example was built for Henri Heuliez’ personal use, and it was painted in his favourite colour, metallic blue. It is this second example which survived, and is today, the only authentic SM Espace. The Motor Show example was officially destroyed, as recorded in the coachbuilder’s files. The SM Espace no.2 was displayed at Retromobile in February 2005.

      This car represents perfectly the first stage in the long and fruitful research undertaken by Heuliez to allow production cars to enjoy safe open-top driving. As such, it was recently given an entry in l’Inventaire supplémentaire des Monuments Historiques, confirming its importance in the history of the French automobile.

      The car is offered in well preserved, original condition, both mechanically and cosmetically, the car is running and the front and rear spheres have been changed. The interior chamois leather upholstery is in good condition. The V6 2,670cc engine has 3 twin-choke Weber 42 DCNF carburettors which gives the car 170ch DIN at 5500 rpm. This SM Espace comes with its original carte grise normale. It is an exceptional car, both historically and technically, and deserves to belong to a true enthusiast of this marque and model, to someone who appreciates how special this car is and will preserve its unique status.

      Worthy of a place in the most exclusive concours d’élégance, this incredible GT deserves to be trampling the lawn at the Villa d’Este and braving the salty sea spray at Pebble Beach where its daring and distinction is testimony to the elegance of the last of the great French coachbuilders.

    • Citroën XM “Limousine” (1995)


      The XM “Limousine” was the second proposition for a top-of-the-range French vehicle, offered to complement the XM “Palace” which had appeared in 1992. This time, the designers at Heuliez-France-Design had decided to use the platform of the XM estate, a car that Heuliez produced for PSA. Despite its name, this wasn’t a true limousine, as it only had two opening doors on each side.

      This three box saloon retained the XM boot and lights, but had a more vertical rear window, which provided enough room for a standard boot lid. The rear of the vehicle was modelled in clay to show its size. The model was shown to President Chirac when he visited the Heuliez factory in 1996.

      This non-motorised model is presented in good condition, with some cracking to the clay section at the rear. It has no manufacturer’s plate or serial number. The dark grey velours interior is presented in reasonable condition.

      This is a fascinating style project of enormous interest to ‘marque aux chevrons’ collectors, who will appreciate its unique and exclusive nature. A gem worthy of a place in the collection of any true citroëniste.

    • Citroën Xantia Break 4×4 “Buffalo” (1996)


      As he had previously done for the BX and XM, it was Heuliez who planned, developed and produced the estate version of the Citroën Xantia from 1995 onwards. The organisation at Deux-Sèvres produced no less than 147,829 examples up until 2002.

      The year after the Xantia estate was presented to the public, in order to show his talents and offer a less standard version, the coachbuilder exhibited the Xantia 4×4 Buffalo estate. It drew from ideas used on the BX 4×4 which had been offered a few years earlier and which hadn’t been as successful as expected. To add a sense of reliability to his project, Heuliez collaborated with the British company FFD-Ricardo to develop the 4-wheel drive transmission.

      The exterior styling displayed a flattering and successful mix of elements. The interior, as with previous ” Buffalo ” estates by Heuliez, was finished in an elegant and refined mix of red buffalo leather with and cashmere. The Xantia 4×4 Buffalo remained a one-off creation, as Citroën did not follow up on the idea.

      The vehicle is presented in superb condition. It is powered by a four-cylinder 12-valve diesel engine linked to a five speed gearbox. It is fitted with an anti-theft device and has just 2 km on the odometer. The car has never been registered.

      Bearing a bold and assertive personality, the Xantia 4×4 Buffalo is bound to appeal to all gentleman drivers of unusual sports cars, and it will add an unorthodox and valuable element to any collection.

    • Citroën Concept Car “Scarabée d’Or” (1990)


      At the Geneva Motor show in March 1990, Heuliez showed once again the Peugeot Agadès concept car and, alongside it, a second concept car, the Citroën Scarabée d’Or. Whereas the Peugeot Agadès was fully functional, its Citroën alter-ego was just a static model, missing the BX GTI 4×4 engineering intended for it. Taking its name from the Citroën Autochenilles of the Croisière Noire in 1922, the 1990 Scarabée d’Or was a fun micro 4×4 with a flexible use of space. In basic form, the open body came with two front seats, but the boot could be opened out to provide two extra seats. Open to the elements, the semi-open sides allowed a view of the ground while providing a level of protection.

      For the record, when it was presented at the Geneva Motor Show, the talented producer Eddy Barclay fell in love with it and signed a blank cheque in an attempt to buy it. This was in vain, however, as Heuliez refused to add the engine without the manufacturer’s permission, which was never granted ! Now you are in a stronger position than the flamboyant Eddy Barclay to become the owner of this fun and friendly concept car.

      This model with wheels has neither mechanics nor steering. It is in excellent condition, with functional rear seats. The vehicle has never been registered. An emblem of the incredible creativity of the Heuliez design team, the Scarabée d’Or also epitomizes the numerous attempts made by Citroën to escape its rather classical image. As such, the Scarabée d’Or deserves close attention from enthusiasts who are sure to be captivated by its endearing smile!

    • Citroën VLH M7 4×4 (1971)

      The M7 project dates from a time when Citroën wished to respond to demand from the armed forces for a light and practical all-terrain vehicle to replace the Willys Jeep. To meet the specification set by of the head of the French army, the vehicle had to be able to carry four soldiers with kit, be fitted with a radio, and above all, be able to be transported by helicopter and parachuted. At the beginning of the 1970s, the three main French car manufacturers were called on by the Ministry of Defence to submit their proposals for such a vehicle.

      The coachbuilder Heuliez took the running gear and mechanical components of the GS to begin his development of this 4 x 4. The decision to use hydropneumatic suspension allowed an important degree of off-road driveability. Jacques Cooper, a designer at Heuliez, who would later be involved in designing the TGV, produced several drafts. These included such variations as a four-door roadster and a two-door pick-up. The next phase was to study the running gear. In order to keep the necessary ground clearance, the flat-four cylinder engine of the GS was mounted high up to avoid possible damage while travelling off-road on important missions.

      While the project was in its early stages, a visit from the army chief led to important modifications. One of these allowed the windscreen to fold down while being transported by helicopter. Thus a second prototype was developed. This retained four doors, the uprights were reduced and the windscreen was movable. The vehicle was completely re-styled. The foam-covered steering wheel from the GS and the odometer from the Ami 8 were integrated into the dashboard. When the stationary prototype was finished and painted beige, it was shown to the design team next to a standard GS saloon, against a backdrop of sand and rocks. Once the army chief gave his consent, the decision was taken to build a driveable prototype to test the capabilities of the Jeep GS M7. It was the middle of the night a few months later when the wheels of this vehicle turned for the first time in the factory yard at Cerizay. The all-terrain demonstrations were a great success and highlighted the obvious advantages of using hydraulic suspension for this purpose.

      However, for different reasons the fate of the Citroën M7 was sealed. On one hand, the Peugeot group, who had just taken over a financially-struggling Citroën, wanted to cut costs and terminate costly projects. Peugeot was not a fan of advanced technology and the hydraulic suspension of the M7 project didn’t persuade them to change this view. On the other hand, the French army also preferred vehicles employing simple technology that was easy to repair. The M7 project was turned down by the Ministry of Defence. Peugeot would draw on the work done, however, as a few years later, a hasty reworking of the all-terrain Mercedes G with Peugeot in-line four cylinder petrol and diesel engines would equip the army in large numbers.
      This prototype was kept by Henri Heuliez and was repainted in his favourite colour, metallic blue. It is still in nice original condition as the interior and the softop. The odometer shows 358 km and the car is running with its hydrolical suspension. The car has a French carte grise from the original base, a Citroën GS from November 1971 and a Heuliez chassis number.

      This exceptional and unique prototype, for its style as much as its innovative design will seduce all enthusiasts with a passion for advanced and exclusive technology.

    So far the list. Lets see how much Citroen enthusiasts will buy – and also who is willing to long-term donate the car to the “Conservatoire Citroën”: maybe it is a good moment to find new ways of cooperation between the brand and it’s enthusiasts? Or do we have to fear the fact that the Citroën collection one day will suffer from the same “sale”?

    Herzlich Willkommen, liebe(r) unbekannte(r) Websurfer(in): in dieser Woche erwarten wir den 10-millionsten Zugriff auf unsere Website “amicale-citroen.de” seit Beginn der statistischen Erfassung ab Januar 2010!

    Mehr als 230 Gigabyte an Daten wurden innerhalb von rund 30 Monaten transferiert. Im Schnitt verzeichnen wir pro Monat aktuell rund 12 GB Download; alle 12 Monate (“YoY”) verdoppeln sich derzeit die Zugriffszahlen und Download-Volumina (siehe Infografik). Jeder der Besucher schaut sich statistisch rund 6,2 Seiten unseres Portals an. Rund 250 Artikel sind nunmehr publiziert. Damit zählt die Amicale-Website zu den am meisten frequentierten Info-Portalen für Citroën-Fans in Deutschland und weltweit – ohne daß ein Diskussionsforum angeschlossen ist.

    Am Rande erwähnt:

    * Die meisten Besucher stammen – sofern ermittelbar – aus Deutschland, Schweiz, Österreich, Frankreich, und den Niederlanden.

    Amicale-Statistics & New Brochure available

    Dear unknown “secret friend” – let’s give a warm welcome to the 10-millionth access to our website this week! We’re very proud to have achieved this number within the timeframe from January 2010 onwards (this is when we started our statistics, the website had been alive since 2004 already so a largely higher number de facto has to be considered).

    More than 230GB of data has been downloaded during this 30 month period. In average we count more than 12GB data transfer per month nowadays. Year over Year (YoY) we double the number of accesses and download volumes (excluding search engine traffic). In average, each visitor accesses 6.2 pages per visit.

    This makes the Amicale Citroën Deutschland being one of the most frequented Citroën enthusiast portals in Germany and beyond.

    * We’re very happy to see that most visitors are from Germany, Switzerland, Austria, France, Netherlands.
    * Interestingly, we welcome more visitors from the Russian Federation than from Belgium!
    * More than 20 Percent of all visitors spend more than 2 minutes on our portal.
    * 5 percent of all visitors are using mobile devices already, Android as double as much as iPhone / iPad users.

    And – something that Citroën should be aware of: 22% of keyphrases being searched are….. around the “DS3” model! This means many people associate the Amicale with information about modern cars, and not vintage cars only. This underlines our position, that with support by the clubs, their members as well as the Amicale as “brand ambassadors”, the marque positively benefits from this perception.

    Within the last 15 months, more than 1.500 subscribers from 31 countries have registered for receiving the Amicale newsletter, amongst them the ACI Delegates as well as many journalists and media representatives from Germany and abroad. They have received around 250 articles and blog posts published on the website so far.

    10 millions, info très interessant en plus sur la “DS3”, et une nouvelle publication de l’Amicale Citroën Deutschland

    Cher inconnu ami, nous allons donner un accueil chaleureux à l’accès 10.000.000e à notre site cette semaine! Nous sommes très fiers d’avoir atteint ce nombre dans les délais à partir de janvier 2010 (c’est à ce moment nous avons commencé nos statistiques, le site avait été vivant depuis 2004 déjà si un certain nombre largement supérieur de facto doit être pris en compte).

    Plus de 230Gigabyte de données a été téléchargé au cours de cette période de 30 mois. En moyenne, nous comptons plus de 12 Go de transfert de données par mois. Chaque année (en glissement annuel) on double le nombre d’accès et les volumes de téléchargement (l’exclusion du trafic des sites de recherche). En moyenne, chaque visiteur accède à 6.2 pages par visite.

    Cela rend l’Amicale Citroën Deutschland étant l’un des portails les plus fréquentés pour les passionnés Citroën en Allemagne et etrangers.

    La Déesse – die “Göttin”, der Traction Avant “11CV”, der 2CV, die Rallye-Fahrzeuge: Viele kennen berühmte Automobile des Herstellers Citroën. Im Showroom auf der Pariser Champs-Elysees Nr. 42, dem “C42”, wird eine ständig wechselnde Ausstellung der Pretiosen aus der Firmengeschichte gezeigt, die aktuelle über Präsidentenlimousinen (die Amicale berichtete). Aber woher kommen diese Autos?

    Nur wenige wissen vom “Conservatoire”, der Sammlung historischer Fahrzeuge und dem Firmenarchiv am nördlichen Stadtrand von Paris, in Aulnay-Sous-Bois auf dem Werksgelände von Automobiles Citroën. Und nur wenigen bislang war der Zutritt zu dem “heiligen Gral” überhaupt möglich.

    Hier kann man nicht nur besondere Serienfahrzeuge sehen, sondern auch Prototypen, unvollendete Designstudien, Modelle und Devotionalien der über 90-jährigen Firmengeschichte aus nächster Nähe betrachten. Wer kennt schon den Citroën-Helikopter mit Wankelmotor und seine Geschichte? Man spürt geradezu die Nähe zu den berühmten “Bureaux d’Etudes”, den Entwicklungslabors und Designern und ahnt, welch kreative und innovative Leistung in all den Formen und Entwürfen von den Anfängen des Unternehmens 1919 bis zu den neuesten Prototypen steckt.

    Die Werkssammlung ist jedoch kein Museum im klassischen Sinn, sondern eher ein Archiv und Lagerraum, aus dem für Ausstellungen national und international Objekte angefordert werden. Demzufolge müssen Besuche vorangekündigt sein und Führungen können nur in kleineren Gruppen erfolgen.

    Das Conservatoire öffnet seine Tore zwei Wochen im Monat, montags bis freitags, und kann zwischen 9:30h-11:50h und 13:30h-15:50h besichtigt werden. Der Eintrittspreis beträgt 5 Euro; Kinder müssen mindestens 12 Jahre alt sein.

    Über die Clubs organisiert die Amicale Citroën Deutschland die Termine zur Conservatoire-Besichtigung. Wollen auch Sie das “Herz des Patrimoine Citroën” besuchen, so melden Sie sich bitte bei Ihrem Citroën-Club. Der Club meldet der Amicale dann eine Namensliste von bis zu 40 Besuchern und stimmt über uns mögliche Termine zur Besichtigung des Conservatoire ab. Die Anreise nach Paris organisiert der Club – bzw. die Besucher – dann selbst: vielleicht idealerweise verbunden mit einem Ausflug in die Seinemetropole?

    Discover the unique treasures of Citroën history!

    La Déesse – the famous “goddess”, the Traction Avant “11CV”, the 2CV, the rally cars: Many enthusiasts and automobile lovers know about the famous automobile manufacturer Citroën. In the showroom on the Paris Champs-Elysees No. 42, the “C42” constantly provides changing exhibitions of precious objects from the unique company’s history. But where are these cars stored?

    Few know about the “Conservatoire,” the collection of historic vehicles and the company’s archives on the northern outskirts of Paris, in Aulnay-sous-Bois on the site of Automobiles Citroën factory. And only a few so far have been granted to access the “holy grail” – the heart beat increases right away when you enter the site and discover it’s very special yet authentic atmosphere.

    Here you can not only watch special production vehicles, but also look at prototypes, unfinished design studies, models and memorabilia created througout the more than 90-year old history of the French car manufacturer. And who knows about Citroën’s helicopter, powered by a Wankel engine, or has even seen it live? You can almost feel the closeness to the famous “Bureaux d’Etudes”, the research and development labs where the designers worked, and you can imagine what a creative and innovative power resulted in all the forms and designs from the beginning of 1919 until the company’s latest prototype.

    The collection of works is not a museum in the classic sense, but rather an archive and storage space, from which the national and international exhibitions request objects. Consequently visits must be pre-announced and tours can only be done in smaller groups.

    The Conservatory opens its doors two weeks a month, Monday through Friday, and is open between 9:30h-11:50h CET and 13:30-15:50h. The entrance fee is 5 Euro, children must be at least 12 years old.

    Peu de gens savent au sujet du “Conservatoire”, la collection des véhicules historiques et les archives de l’entreprise sur la banlieue au nord de Paris, à Aulnay-sous-Bois, sur le site d’usine d’Automobiles Citroën. Et seuls quelques-uns ont été jusqu’à présent accordé pour accéder à la “Saint-Graal” – le rythme cardiaque augmente tout de suite quand vous entrez dans le site et découvrez son atmosphère très particulière mais authentique.

    Ici, vous pouvez non seulement regarder les véhicules de production spéciales, mais aussi regarder des prototypes, études de conception inachevés, des modèles et des souvenirs créés éparpiller l’histoire de plus de 90 ans du constructeur automobile français. Et qui sait l’hélicoptère Citroën, propulsé par un moteur Wankel, ou a même vu en face? Vous pouvez presque sentir la proximité des célèbres “Bureaux d’Études”, les laboratoires de recherche et de développement où les ingenieur, dessinateurs et sculpteurs ont travaillé, et vous pouvez imaginer ce qu’est une puissance de créativité et innovation se traduit dans toutes les formes et les dessins à partir du début de la société en 1919 jusqu’à ce que le dernière prototype.

    Le “Conservatoire”, la collection d’oeuvres, n’est pas un musée au sens classique, mais plutôt une archive et un espace de stockage, à partir de laquelle les expositions nationales et internationales demander des objets. Par conséquent les visites doivent être annoncées à l’avance et les visites sont á faire en petits groupes.

    Le Conservatoire ouvre ses portes deux semaines par mois, du lundi au vendredi, et il est ouvert entre 9:30h-11:50h et 13:30-15:50h. Le prix d’entrée est de 5 euros, les enfants doivent avoir au moins 12 ans.

    Voulez-vous visiter le “coeur du patrimoine Citroën”? S’il vous plaît entrer en contact avec votre club Citroën. Via les clubs Citroën allemands, l’Amicale Citroën Deutschland fait le support d’organiser potentiels dates de votre visite. Le club nous fournit une liste des noms des visiteurs – jusqu’à 40 visiteurs sont autorisés à accéder – et les dates conjointement potentiels pour la visite du Conservatoire. Clubs et les visiteurs ont besoin d’organiser le voyage au Conservatoire par eux-mêmes.

    Unter diesem Motto jährt sich bereits zum 18. Mal das gemeinsam vom André Citroën-Club (ACC) und CX-Club ausgerichtete Treffen in Westhofen. Am Wochenende vom 06. bis 08. Juli 2012 treffen sich die Fans und Freunde des begehrtesten Citroën-Youngtimer (produziert wurde der CX 1974–1991) im hessichen 67593 Westhofen (Weingut J.G.Orb) zwischen Mainz und Worms.

    Die Anreise erfolgt am besten via Autobahn A61 Abfahrt Gundersheim/Westhofen/Osthofen, ab dort wird die Strecke mit kleinen Schildern “ausgewinkelt”. Westhofen ist eigentlich übersichtlich und den CX-Treffenort wird jeder sicher finden…

    Kosten: Tagesgäste 5,00€/Person, Übernachtungsgäste 15,00€/2 Personen inkl. CX und Zelt/Wohnwagen (jede weitere Person zahlt 5,00€)

    Wine, bread and a great car: Citroën CX meeting in Germany

    It’s now for the 18th time that the lovers of one of the most sought younger Citroën models (the Germans call them “Youngtimer”, aged 20 years and older – the CX was built 1974-1991) will meet again in the Frankfurt region.

    The joint venture formed by Germany’s oldest and by far biggest Citroën club, the “André Citroën-Club” (www.andre-citroen-club.de) with around 4.000 members covering all Citroën models from 1919 until today, and the “Citroën CX Club Deutschland e.V.” (www.cx-club.de, ca. 200 members), is quite healthy and active.

    The several hundreds enthusiasts from the CX meet in “67593 Westhofen”, that’s between Mainz and Worms, on the weekend of July 6-8th, 2012. Visitors are warmly welcome, day tickets are 5 Euro, permanent visitors 15 Euro incl. car and tent.

    Du vin, du pain, et de la Citroën CX!

    “CX en Allemagne”, c’est une des Citroën bien connu dans la “scene” en RFA. La CX qui etait produit entre 1974 et 1991 est une des voitures plus attractif “Youngtimer” en Allemagne. Les voitures “youngtimers” sont des voitures des années en age 20 ans et plus, pour être considérées comme de collection par la FIVA et une certaine frange de la communauté des collectionneurs.

    La joint-venture formée par le plus ancien club et le plus grand Citroën en RFA, le “André Citroën-Club” (www.andre -citroen-club.de), avec près de 4.000 membres couvrant tous les modèles Citroën à partir de 1919 jusqu’à aujourd’hui, et le “Citroën CX club Deutschland eV” (www.cx-club.de, ca. 200 membres), est tout à fait saine et active.

    Le rencontre national des voitures CX sera prendre place en Allemagne a cote de la ville “67593 Westhofen”, qui se trouve entre Mayence et Worms, sur le week-end du 6 au 8 Juillet 2012. Les visiteurs sont les bienvenus, les billets sont de 5 euros par jour, les visiteurs permanentes 15 Euro incl. voiture et tente.
